Group Charges LPDC To Tackle Lawyers Unjustly Attacking Nigeria’s Judiciary, Judges

A Civil Group, Centre for Reform and Public Advocacy on Friday in Abuja asked the Legal Practitioners Disciplinary Committee (LPDC) to immediately sanction some lawyers in the country allegedly engaging in unjust incessant attacks on the country’s judiciary and its Judges.

This is as the group warned a member of the Federal House of Representatives, Hon. Ikenga Ugochinyere and Prof. Chidi Odinkalu, to desist from their uncomplimentary rematks against judicial officers in the country.

As a body for reform and advocacy, the group said it has looked into the reasons being advanced by some of the lawyers and individuals as basis to launch the attacks against Judges and had come to the conclusions that “the attacks are needless, baseless and unwarranted”.

Addressing the press in Abuja, Director, Legal Services, Centre for Reform and Advocacy, Barrister Kalu Agu, expressed dismay that “these attacks not only undermine the rule of law but also erode public trust in our institutions”.

“Regrettably, these incessant attacks on the Nigeria’s Judiciary are being championed by so many lawyers.

“These lawyers descend heavily on judges and attack their character after losing cases in courts. This unprofessional conduct must stop” the Centre warned.

Barrister Agu contended that, “This harmful practice undermines the very foundation of our justice system. It is imperative that we recognize the judiciary’s role as the guardian of justice and the protector of our constitutional rights.”

Agu stressed the need for the Nigeria Bar Association (NBA) to stand united to support judges in their quest for justice and promote a culture of respect for the judiciary.

“We, therefore, call on the Legal Practitioners Disciplinary Committee to take actions against lawyers who indulge in this harmful practice of attacking judges in Nigeria” the Centre demanded.

The Centre emphasised the need for a collective action to safeguard the independence and integrity of the Judiciary, warning that “If we fail to address these attacks, we risk plunging our nation into chaos, anarchy and lawlessness”.

According to the group, Judges render verdicts based on evidence and legal precedents before them.

While admitting that disagreement with judgments delivered by judges is natural, Barrister Agu posited that “violence, blackmail and intimidation of judges are unacceptable”.

The group bemoaned the attacks on the Judiciary by Prof. Chidi Odinkalu and Ikenga Ugochinyere, describing it as “uncalled for” and warned that they should desist from further rubbishing judiciary for no just cause.

Barrister Agu noted that decency and decorum must not be thrown to the wind under the guise of fighting for clients.

“While we conceded that they have fundamental right to freedom of speech, it is unethical for any lawyer to engage in dragging the judiciary into the murky water.

“We, therefore, with the greatest respect, call on the Nigeria Bar Association to rise to the occasion and sanction erring lawyers who attack judges to massage their ego after losing cases in court.

“It is the duty of the Nigeria Bar Association to shield the bench from unfounded criticisms as Judges cannot respond to criticisms or defend themselves.

“They must remain impartial and silent, even in the face of unfair attacks. Though this silence is not weakness, but strength.

More so, the group urged the NBA to ensure its members uphold judicial integrity, promote public trust in the justice system and educate clients and the public on the judicial process.

“If the Nigeria Bar Association fails to protect the bench, these incessant attacks on judges by lawyers will damage the reputation of legal profession, cause the legal profession to lose credibility, undermine public confidence in the justice system and justice will be compromised, Agu stated.

Meanwhile, the Centre encouraged lawyers and litigants to follow established channels to ventilate their grievances, stressing that apart from exercising their constitutional right of appeal, they can also petition the National Judicial Council, NJC, against any judge on accounts of allegations of bias, corruption.

LG Poll: Police Urge A’Ibom Residents To Promote Peace

Police Command in Akwa Ibom has urged political parties and residents of the state to promote peace during the Saturday’s  local government council election.

The Commissioner of Police, Joseph Eribo, made the call while speaking at a meeting with political party representatives in Uyo yesterday.

Eribo said that the essence of the meeting was to emphasize the need to maintain peace during the local government election.

The Police Commissioner urged politicians to caution their supporters against acts capable of causing crisis and tension.

“We urge you to stay away from anything act that will cause trouble. Shun violence, conduct yourselves lawfully and orderly.

“We have to see ourselves as brothers no matter our political parties and the interest we protect, election is not a do-or-die affair”, he said.

He said that it was the duty of politicians and the residents of the state at large to make the election a huge success.

“We want this election to come and go. Politics is a game, sometimes you win, sometimes you lose, we all cannot be winners at the same time”, he said.

In his remarks, Mr Aniedi Ikoiwak, the Chairman, Akwa Ibom State Independent Electoral Commission, said that arrangements had been concluded for the conduct of the election.

Ikoiwak said that all non-sensitive materials had been distributed to the local government areas to ensure early commencement of the poll.

He said that accreditation and voting would be done simultaneously across the 4,433 polling units in 369 wards across the state.

The News Agency of Nigeria (NAN) reports that political party representatives who spoke at the meeting urged the election body to play the role of an unbiased umpire.

LG Chairmen, 963 APC Members Dump Party For NNPP  In Kano

New Nigeria Peoples Party, NNPP, has welcomed no fewer than 963 supporters to the ruling party in the state members of All Progressives Congress, APC, in Dala Local Government Area, Kano State

The National Leader of the party, Sen. Rabiu Kwankwaso, yesterday in Kano welcomed the defectors led by the chairman of the LGA, Alhaji Sabiu Bala.

The defectors, which also included the immediate past councillors and their supporters from 12 wards, cited selfless leadership by Gov. Abba Yusuf as the reason for their defection.

They lauded Yusuf’s exemplary leadership in providing democracy dividends in the state.

“We decided to join this people’s house with over 963 from 12 wards of Dala LGA’’, Bala said.

The defectors pledged to work together towards winning the October 26 local government elections.

Welcoming the new members Sen. Kwankwaso reassured them of equity and justice in the NNPP.

He said the NNPP was committed to salvaging the country in 2027, to pave the way for  the nations socioeconomic growth.

Kwankwaso urged the NNPP supporters to come out en masse and cast their votes for the party in the upcoming local government elections.

He said that the party had embraced inclusivity and growth, urging Kano residents and Nigerians to join forces in driving the country forward.

“NNPP aims to foster a sense of unity and shared purpose, recognising that collective effort is key to achieving meaningful progress”, he said.

Gov. Otti Flags-off Construction Of Model Court Halls In 17 LGAs

Abia State Governor, Alex Otti, yesterday, flagged-off the construction of model court halls in the 17 Local Government Areas, LGAs, of the state.

Speaking at the event in Umuene Autonomous Community, Isiala Ngwa South LGA, Otti described the construction of the model court halls as a fulfillment of “a major campaign promise”.

The Governor expressed the commitment of his administration to build a society where  everyone had access to justice regardless of their economic and social background.

“We are focused on building an effective ecosystem that delivers justice to the poor and wealthy without bias.

“This project is in line with our vision with working closely with the judiciary arm of government to create robust channels for the speedy dispensation of justice”, he said.

Otti said that under his watch, centers of justice administration in the state would  have a functional appeal considering the importance of the judiciary as a major anchor of the state’s civilisation.

He also said that during his administration, the  independence of the judiciary remains non -negotiable because  the State Government was guided by “the letters and spirit of the law”.

In her speech, the Chief Judge of the state, Justice Lilian Abai, commended the present administration in the state government for its efforts towards improving the administration of justice in Abia through the construction of 17 prototype court halls in the 17 LGAs.

Abai said that the construction of the court halls would not only enhance productivity but would also ensure that lawyers and litigants could achieve justice in a safe and comfortable environment.

“I assure the governor that the judiciary would uphold the rule of law in working with other arms of government to make Abia a state we can be proud of”, she said.

…Banks repriced short term interest rates

Central Bank of Nigeria, CBN, would be conducting an Open Market Operations ,OMO, where it will be offering investors’ opportunity to bet on new bills.

The monetary authority will sell OMO bills worth N500 billion across standard maturities in an effort to attract FX inflows from foreign investors. The OMO bill was priced at 24.44% at the primary market auction last week, where the CBN raised a total of ₦254.90 billion.

After the monetary policy rate was adjusted higher at its recently concluded meeting, spot rates on short term instruments have surged. Analysts are projecting that spot rates across standard maturities could be priced higher at the end of auction to attract foreign portfolio investors.

The auction is however expected to tighten the financial system liquidity further, and shift money market rates to double digits high. “We anticipate that interbank rates will increase as the CBN plans to sell ₦500 billion worth of OMO securities”, AIICO Capital Limited said in a note.

However, the Money market rates tightened further due to sustained pressures on liquidity balance in the financial system.

The Short-term benchmark interest rates have adjusted upward due to the Apex Bank recent decision to raise the monetary policy rate higher 27.25%.

Banks are adjusting to the new dictates, demanding for higher rates to part with the free funds as most tier-2 lenders have become net borrowers.

In a note Cowry Asset Limited said Nigerian Interbank Offered Rate ,NIBOR, rose across all maturities with banks holding reserves aiming to capitalize on higher rates. 

Key money market rates such as the Open Repo Rate ,OPR, and Overnight Lending Rate ,O/N, increased by 0.95% and 0.96% to close at 28.98 and 29.68.

Due to strain on funding level, transaction at the money market environment was conducted at higher rates.

The significant increase in rates followed a new market dynamics initiated on the back of series of outflows despite absence of significant inflows from matured instrument to saturated the financial system and cover up gap in funding level.

Analysts are expecting rates to increase today as the Central Bank of Nigeria plans to sell N500 billion worth of OMO bills across standard maturities.

The expected outflow from the OMO auction would have substantial impacts that would increase liquidity pressure in the financial system, analysts said.

Market liquidity closed positive at N698.billion last Friday, said Coronation Research in a note. Analysts said Call, overnight, and repo rates closed within the range of 7.5% – 30% as rates in the market tightened.

FG To Begin $750m World Bank Rural Electrification Project Next Month

Rural Electrification Agency, REA, has disclosed it is starting a new rural electricity project next month financed by the World Bank to the tune of $750 million to provide electricity to 17.5 million Nigerians.

The Managing Director of the REA, Engr. Abba Abubakar Aliyu disclosed this during an interview on Channels Television’s Sunrise Daily programme.

According to him, the Distributed Renewable Energy Scale up Project is targeted at providing electricity for up to 17.5 million Nigerians using renewable energy source.

He noted that the project is one of the most ambitious in the world in terms of the target number of people it is estimated to provide electricity to.

Furthermore, Engr. Aliyu explained that of the 7.5 million people it is targeted to provide electricity to, three million will be from isolated mini grids, 1.5 million from interconnected mini grids while the others will be electrified via marched grid and stand-alone solar systems.

He said, “There is a new project that we are starting next month called Distributed Renewable Energy Scale up Project which is a $750 million financed by the World Bank. The target of that project is to electrify 17.5 million Nigerians, and I must say that this is one of the most ambitious project in the world based on my understanding from India that has moved many unelectrified people to have access to electricity”. 

He said that the project is estimated to last for five years and was built on successes recorded from similar projects in the past which cost $550 million and funded by the World Bank and the African Development Bank ,AfDB.

In December 2023, the World Bank approved the Nigeria Distributed Access through Renewable Energy Scale-up ,DARES, project, funded by a $750 million International Development Association ,IDA, credit, which will attract over $1 billion in private capital and additional financing from development partners. This includes $100 million from the Global Energy Alliance for People and Planet and $200 million from the Japan International Cooperation Agency ,JICA.

Other partners supporting the program include the United States Agency for International Development ,USAID, the German Development Agency ,GIZ, SEforAll, and the African Development Bank ,AfDB.

It is estimated that almost 90 million people in Nigeria do not have access to electricity which is one of the highest in the world. Nigeria generates roughly 5000 Megawatts of electricity for its over 200 million population.

Nigeria also has enormous potential in renewable energy generation having sunlight for up to 12 hours daily in the Northern region and significant wind and hydro power generation potentials.

NWDC Board: ‘All Male Membership Slap On Northern Women’

A group of concerned women have expressed displeasure over the all males composition of Governing Board of the North West Development Commission, NWDC, saying what “should have been a historic step towards regional development, instead, feels like a disheartening slap in the face of Northern Women”. 

The women in a statement made available to AljazirahNigeria lamented that not a single female name appeared among the nominees forwarded to the Senate for confirmation.

The statement was signed by: Asma’u Joda, Saudatu Mahdi, Maryam Uwais, Aisha Oyebode, Amina Salihu, Mairo Mandara, Qadriyya Ahmed, Fatima Akilu, Rabi Jimeta and Habiba Mohammed.

They added that the development  “goes against the grain of the National Gender Policy, the President’s promise of at least 35% affirmative action for women in his appointments and all sense of justice and equity. 

Besides, the concerned women are of the view that northern Nigeria has a rich history of formidable female leaders, professionals, and activists who have tirelessly championed socio-economic progress”.

“Their (women) glaring absence from the NWDC Board is profoundly telling and troubling. 

The blatant disregard of the female voice also speaks volumes about the mindset of those who are in charge of the nomination process. Indeed, it probably conveys why, in fact, the North West region is lagging furthest behind on so many human capital indices.

“The statistics are alarming, to say the least. The multi-dimensional poverty ratings in those 7 States range from 72% to 90%. Four of those 7 States have more children out of formal school, than in school. The vast majority of those States have less than 20% girl-child literacy rates. Citizens with insufficient food consumption in those States hover between 72% and 80%. What could be more telling?

“The decision to exclude women from pivotal decision-making roles suggests a conviction in high places that the contributions and perspectives of women are inconsequential to solving these pressing problems. This glaring omission is an opportunity lost for all. And the region can only be the worse for it”.

Traditional Institution Critical Player In Nigeria’s Security Architecture – Bayero

15th  Emir of Kano, Aminu Ado Bayero, says the traditional institution remains a critical player in Nigeria’s security architecture.

Bayero stated this in Abuja yesterday at the News Agency of Nigeria Maiden International Lecture.

The lecture has the theme, “Insecurity in the Sahel, 2008 to 2024: Dissecting Nigeria’s Challenges – Genesis, Impacts and Options”.

He told NAN on the sideline of the event that traditional leaders had been protecting the lives and properties of the people in their domains.

“That has changed over the years due to political interference, but traditional leaders still have a role to play in protecting their communities and the nation”, he said.

He explained that the structure of the traditional institution, which predates the colonial era, from the ward head, village head, district head and the emirate at the apex, provides a unique system for tackling insecurity at community level.

“It is a system that has been in existence since pre-colonial period, so we believe that if we revert back to that, the traditional leaders will still play a role in protecting our society.

“I want Nigerians to be aware that everyone has a role to play in securing the country, so let everyone play his own role.

“By the time each and every individual plays a role, I am sure things will get better gradually”, the Emir said.

He commended NAN management for organising the lecture which he described as apt, considering the lingering crisis in the Sahel. 

Calls To Concession Nation’s Refineries

For obvious reasons, the petroleum sub-sector of the nation’s economy has of recent been in the front burner of national discourse. Besides being the nation’s topmost revenue earner, domestic consumption of petroleum products is enormous.

Prior to the removal of subsidy, the average daily petrol consumption was 66.9 million litres dropping to 48.43 million litres as at April in response to the new regime. It is not certain if that figure has shifted significantly since then.

Disturbingly, the nation has been grappling with sundry domestic consumption issues amid shortages and hike in fuel price per litre despite government’s removal of subsidy which was expected would enable marketers make products available and sell at market value.

Not even the much celebrated entry of Dangote Refinery has seen remarkable difference in our domestic supply chain. Perhaps the refinery needs more time and enough government support to pull up better strings. Other stakeholders believe another competitor is imperative in order to put Dangote on its toes. After the initial hitches relating to crude oil supply from the government, that was soon to be resolved as Dangote received the support of the National Assembly and various stakeholders.

It is not debatable that Dangote is a private concern and therefore must run as a profit-making venture. However, given our peculiar situation at the moment, its management should reflect the mood of the nation by making modest profit from its domestic sales, more so, that they have been given some ‘preference’ as it was later understood.  

Indeed, the continuous gap in petroleum products supply domestically has further heightened calls for the concessions of the nation’s four moribund refineries.  

While the Federal Government has said many times that full deregulation of petroleum sector is placed in order to align with international market realities it is uncertain if that is totally in place.

No doubt fixed pricing has led to product scarcity, substandard quality, and market inefficiencies.

Concessions may just be the way out. It is worrisome that Port Harcourt refinery which has been under turn-around maintenance has reportedly failed the seventh production deadline. The competence of the contractors  may just be in doubt given these obvious failed deadlines. 

We believe just like some other experts that private sector participants in the refineries would not allow so much time lags before recouping their investment.

ACF Seeks Support For Maiduguri Flood Victims

Arewa Consultative Forum ,ACF, has called for more humanitarian aid to support victims of floods in Maiduguri, Borno.

Alhaji Bashir Dalhatu, Chairman, ACF Board of Trustees, stated this at a news conference yesterday in Maiduguri.

He stressed the need for wealthy individuals, agencies and development organisations to scale up relief supplies and other interventions, to assuage the sufferings of persons affected by the disaster.

“We deeply appreciate the generous contributions from kind-hearted individuals and groups, but given the scale of the devastation, it is clear that more support is urgently needed to address the overwhelming challenges these communities face”, he said.

Dahaltu said they were in Maiduguri to sympathise with government and people of the state over the disaster, which displaced thousands households, ravaged homes, farmlands and infrastructure.

He said the team would also conduct needs assessment in the affected areas to ensure delivery of relief items to the displaced communities.

The Chairman also urged government at all levels and relevant agencies to adopt proactive preventive and disaster risk management measures to avert future occurrences.

The News Agency of Nigeria (NAN) reports that Dalhatu accompanied by other members of the board visited Gov. Babagana Zulum, the Shehu of Borno, Abubakar Garbai Elkanemi and some of the flood ravaged communities.
