NIHSA Reiterates Commitment To Monitor Flood Risks

BY ANTHONY OCHELA, ABUJA

Nigeria Hydrological Services Agency, NIHSA, has reiterated its commitment to constantly monitor the water level of major rivers and tributaries to check flood disaster.

Director-General of NIHSA, Umar Mohammed, who disclosed this in a statement, noted that the water level in River Benue is minimally receding in the last few days.

He added that the probability of a devastating flood along River Benue is progressively eroding.

He, however, advised that due to variability of climate, citizens should keep safe, as well as continue observing the flood preparedness protocols.

According to him, “NIHSA is in synergy with the authorities and management of Lagdo Dam for their releases and it is committed to monitoring the water level at the critical stations.”

NIHSA had on September 22, issued a flood alert warning that water levels along critical stations in the River Benue basin had surged to alarming heights.

The agency said as at September 21, the levels recorded were 6.3 metres at Wuro Boki, 5.04 metres at Jimeta Bridge, 8.2 metres at IBBI, 9.4 metres at Makurdi and 8.68 metres at Lokoja.

It said with these figures nearing dangerous thresholds, it had issued a warning to states previously identified as high-risk flood zones, urging them to take immediate action.

The agency, therefore, called for urgent implementation of containment measures or the preparation for possible water conveyance as part of flood management efforts.

It stressed that failure to act could result in severe flooding, endangering lives, property and infrastructure.

According to the agency, earlier advisories highlighted regions within the Benue and Niger River basins as particularly vulnerable to flooding.

From Governor Seyi Makinde (GSM) To President Seyi Makinde(PSM): 2027 Perspective

As Nigeria approaches the 2027 presidential election, the political landscape is charged with discussions about potential candidates. Governor Seyi Makinde of Oyo State stands out as a compelling contender, supported by a track record of governance characterized by empirical data and logical reasoning. His achievements in various sectors, combined with a clear contrast to the current APC administration’s challenges, position him favorably for both the PDP primaries and the general election.

Empirical Governance Record

Governor Seyi Makinde’s performance in Oyo State can be measured through specific indicators:

  1. Infrastructure Development:
The National Bureau of Statistics (NBS) reports a 30% increase in infrastructure projects in Oyo State since Makinde took office in 2019. Key projects include major road reconstructions that have improved connectivity, resulting in an average 15% reduction in travel times. This contrasts sharply with the APC-led federal government, which has faced criticism for a decline in road construction rates, as reported by the World Bank.
  2. Healthcare Access: The introduction of the Oyo State Health Insurance Scheme has led to a ”40% increase in healthcare access”, covering over *300,000 residents. In comparison, a recent survey indicates that *70% of Nigerians still lack access to basic healthcare services under the current federal administration, illustrating a significant gap in healthcare provision.
  3. Educational Advancements: Data from the National Education Data Survey (NEDS) reveals that Oyo State has improved primary school enrollment rates by 25% since Makinde’s administration began. Conversely, national data under the APC government shows a 10% decrease in secondary school enrollment rates, largely due to rising costs and inadequate funding.
  4. Economic Sustainability: One of Makinde’s notable achievements is the timely payment of salaries to state workers, maintained at 100% compliance throughout his tenure. This practice contributes to local economic stability, as evidenced by increased consumer spending in the region. In contrast, reports indicate that 40% of state workers in some regions under APC rule have experienced salary delays of up to three months.
  5. Student Support Initiatives: Makinde’s administration has launched scholarship programs benefiting over *5,000 students, aimed at reducing financial burdens and increasing higher education enrollment by *20%. In contrast, the APC government has struggled to implement effective nationwide educational support, contributing to rising dropout rates.
  6. Human Capital Development: The governor has prioritized vocational training and skill acquisition, with over 10,000 residents participating in these programs. This focus addresses unemployment and enhances economic productivity, contrasting sharply with the national youth unemployment rate of 33% under the APC administration.

Strategic Political Positioning

Makinde’s political strategy within the PDP enhances his candidacy, supported by empirical data:

  1. Party Loyalty and Unity: A poll by the African Polling Institute indicates that 65% of PDP members view Makinde favorably for fostering party unity. In contrast, only 40% of APC members express confidence in their leadership due to ongoing internal divisions.
  2. Regional Influence: The Southwest region accounts for approximately *15% of Nigeria’s total registered voters. Makinde’s prominence in this region has resulted in a *40% increase in party membership since 2021. Meanwhile, APC support in the region has declined, with a 20% decrease in voter registration linked to dissatisfaction with federal governance.
  3. Youth Engagement: With over 50% of Nigeria’s population under 30, engaging youth is critical. Makinde’s youth empowerment programs have led to a 35% increase in youth participation in governance initiatives. In contrast, a Gallup poll shows that 60% of respondents aged 18-30 express disillusionment with the current administration, largely due to unaddressed unemployment issues.

A Vision for Nigeria

Makinde’s vision for Nigeria is both ambitious and grounded in empirical reasoning:

  1. Economic Diversification: The World Bank projects that Nigeria could achieve 6% annual economic growth through diversification away from oil dependency. Makinde’s focus on agriculture and technology is supported by studies indicating that investments in these sectors could create millions of jobs. In contrast, the APC’s reliance on oil revenue has resulted in an average GDP growth rate of only 2% over the past three years.
  2. Security and Stability: Rising security challenges require effective leadership. Makinde’s proactive governance has resulted in a 20% decrease in crime rates in Oyo State. In comparison, the APC government has struggled with a 40% rise in violent incidents nationwide since 2021, as reported by the Nigeria Security Tracker.
  3. Good Governance and Accountability: Transparency International ranks Nigeria poorly in corruption perception, with the country falling to 150th out of 180 in the Corruption Perceptions Index. Makinde’s commitment to transparency and accountability enhances his appeal among citizens disillusioned by corruption and mismanagement.

In conclusion, as the 2027 presidential election approaches, Governor Seyi Makinde’s combination of empirical governance achievements, strategic political positioning, and an inspiring vision for Nigeria positions him as a formidable candidate for both the PDP primaries and the general election. His ability to connect with the electorate through data-driven policies and transparent governance establishes him not just as a candidate but as a viable alternative to the current administration’s challenges. In a time when the nation seeks transformative leadership, Seyi Makinde stands ready to answer that call, representing the aspirations of millions of Nigerians.

Political Attacks On Matawalle Unnecessary, Says North-west Coalition

Bello Matawalle banditry
Minister of State for Defence and former Governor of Zamfara State, Bello Matawalle.

The Coalition of Good Governance in North West Development has dismissed recent political criticism of the Minister of State for Defence, Bello Matawalle, labeling it as an unnecessary distraction in the ongoing fight against banditry and terrorism.

The group asserted that the minister is fulfilling his mandate to enhance security in the region.

The Governor of Zamfara State, Dauda Lawal, and some groups had accused Matawalle of maintaining ties with the bandits terrorising the North West state.

However,in a statement released by its Executive Secretary, Abdullah Gusau, the coalition stressed that Matawalle, along with other security leaders, has been instrumental in improving safety across the North West.

Gusau also questioned the timing and relevance of the accusations, asking where these critics were during the height of violence under former President Buhari’s administration.

The group highlighted that while terrorism and banditry had not been fully eradicated, significant progress had been made.

“We are seeing fewer attacks and more stability in areas that were previously under siege,” Gusau remarked, emphasizing that the efforts of the current defence leadership should be acknowledged.

He called for continued support for the Chief of Defence Staff, General Christopher Musa, and Minister Matawalle, urging them to stay focused on their mission.

“Now that the war against terrorism is turning the tide against bandit leaders, our security forces need encouragement, not distractions,” Gusau added.

The coalition warned that undue criticism at this critical time could undermine ongoing security operations, which have seen bandit leaders and their networks significantly weakened.

They stressed the importance of maintaining a united front in the fight against terror.

Gusau also underscored the complex nature of security challenges in the North, noting that while progress is being made, the fight is far from over.

“It is a gradual process, but the government is on the right track,” he said.

The group’s defense of Matawalle comes amid increasing scrutiny of Nigeria’s security apparatus, with critics arguing that more needs to be done. However, the coalition insists that the current leadership has made tangible improvements in securing the region.

79th UNGA: End Unbearable Suffering Globally, NPC Boss Tells UN

0

The Chairman of the National Population Commission (NPC), Nasir Isa Kwarra has appealed to United Nations Member States to put an end to unnecessary and prolonged conflicts that result in civilian casualties and unbearable suffering globally

He expressed that, there is a need for Member States must work together to implement the right policies to ensure that people can feed themselves and not to fall into poverty.

Kwara made this appeal while speaking at the 79th Third Committee Plenary Meeting of the UN General Assembly in New York.

“The theme of this year’s General Assembly, ‘Unity and Diversity for Advancing Peace, Sustainable Development, and Human Dignity, Everywhere and for All,’ underscores that significant work remains to fulfill the promise of the Sustainable Development Goals (SDGs) and Agenda 2030.

According to him, many developing countries are on the verge of famine. “To this end, the UN and its agencies should continue championing inclusive, just, and sustainable development for all.

“The UN’s foundation is built on inclusiveness, anchored on peace, sustainable development, and human rights,” he stated.

He condemned the humanitarian catastrophe and continuous loss of civilian lives, particularly defenseless women and children, caught in wars worldwide.

The chairman also advocated for increased collaboration between Member States, UN agencies, and partners to tackle multiple global crises and eradicate poverty.

“In ensuring that no one is left behind, the government of Nigeria has made it a priority to include the most vulnerable people in all development programs and frameworks, by building a globally competitive economy.

“In the same vein, my delegation firmly believes in achieving the objectives of the Pact for the Future, the Global Digital Compact, and the Declaration of Future Generations, which necessitate unwavering political commitment for effective implementation.”

Speaking about climate change, Kwarra stated that the world faces a multitude of crises, including humanitarian, economic, social, food, and climate-related challenges, which posed significant obstacles to social development policies.

He emphasized that member states must collaborate to implement effective policies, ensuring people’s self-sufficiency and protection from poverty.

Noting that many developing countries were on the brink of famine, Kwarra urged the UN and its agencies to continue advocating for inclusive, equitable, and sustainable development.

Regarding Nigeria’s progress, Kwarra highlighted the Federal Government’s commitment to leaving no one behind, prioritizing the inclusion of vulnerable populations in all development programs and frameworks.

“Nigeria recognizes the emerging need for social development and has, accordingly, designed appropriate social development policies and programs targeting economic growth, job creation, improving security, food production, health, and education. The aim is to ensure healthy lives and the promotion of well-being for all at all ages, in line with SDG-3.

“The Nigerian Government launched a social protection system; the National Social Safety Nets Project under the supervision of the National Social Investment Programmes Agency (NSIPA) It is part of the government plan to reduce extreme poverty, food insecurity, malnutrition, inequality and ameliorate the suffering of the vulnerable families.  This initiative is directly and indirectly impacting the lives of poor Nigerians through its four cluster programmes namely: the N-POWER Programme, the Government Enterprise and Empowerment Programme (GEEP), the National Home-Grown School Feeding Programme (NHGSFP) and the Conditional Cash Transfer Programme (CCT). The Conditional Cash Transfer Programme has just been updated to include an additional 15 million households to benefit from the project.

“Furthermore, the government has launched a student loan scheme aimed at providing financial assistance to individuals from poor backgrounds to assure quality education for all. Access to Tertiary Education Act, also known as the Student Loan Act, signed into law in 2023 is expected to provide easy access to poor students through interest-free loans. The scheme would help increase enrolment in school, address school retention, reduce dropout rate due to financial constraints, and ensure quality learning outcomes.  We believe that our youths are leaders of tomorrow; therefore, the government is organizing a National Youth Conference that would enable them to participate actively in nation-building and drive policies that would positively impact their lives.

“Every year, we continue to discuss how we have tackled numerous challenges of terrorism, armed conflict, inequality, poverty, racial discrimination, human rights abuse, food crisis, hunger, irregular migration, piracy, global pandemic, hyper-inflation, nuclear proliferation, grinding debt burden, climate change etc. The continued manifestation of these challenges testifies to our failings rather than to any lofty achievements on our part.”

The Federal Government and the World Bank have urged state governments to increase their investments in the Nigeria Sustainable Urban and Rural Water Supply, Sanitation, and Hygiene (NG-SURWASH) initiative.

This effort aims to expand access to clean water, sanitation, and hygiene services across urban and rural areas, ensuring that more Nigerians benefit from improved health, water security, and overall well-being.

Speaking at the High-Level Roundtable Meeting for the Midterm Review (MTR) of SURWASH in Abuja, Minister of Water Resources and Sanitation,Prof. Joseph Utsev, emphasized that the meeting’s objective was to update and assess performance while charting a path forward for the programme’s implementation among participating states.

A statement by Mrs. Funmi Imuetinyan, Director, Information and Public Relations  of the Ministry said Prof. Utsev outlined specific objectives, including a review of the SURWASH Programme’s status at its midterm stage and discussions on implementation challenges needing the attention of state governors.

Prof. Utsev noted the underutilization of state systems for the programme, which affects cash flow and hinders the achievement of desired results.

The Minister urged participating states to take ownership of the programme’s implementation and enhance their participation to achieve better results, stressing that their ongoing dedication is vital for the long-term health and development of their communities.

He called for a collaborative approach to tackle these pressing challenges.

The Minister also emphasized the critical importance of the SURWASH initiative in Nigeria and encouraged other interested states to join, in order to enhance access to water, sanitation, and hygiene (WASH) services for Nigerians in both rural and urban areas.

Also speaking at the event, Katsina State Governor, Dikko Umaru Radda, reiterated the critical need for urban and rural water supply and hygiene in Nigeria.

He noted that states are beginning to better understand the SURWASH Programme, acknowledging that low implementation rates stem from a lack of clarity.

Radda called for further roundtable discussions involving the Federal Ministry of Water Resources and Sanitation, the World Bank, and participating states to enhance cooperation.

He also encouraged other interested states to join the initiative.

Dr. Ndiame Diop, the World Bank Country Director for Nigeria, applauded the Minister for championing the programme and thanked participating states for their dedication to its implementation.

He stressed the urgent need to improve WASH service investments in the country, highlighting significant shortcomings in these essential services.

Dr. Diop called for state governors—who play a vital role in the SURWASH program—to actively participate in enhancing WASH services for their communities, emphasizing how better access to clean water and sanitation can greatly improve public health and quality of life.

He underscored the need for more states to join the initiative.

Present at the meeting were Minister of Women Affairs, Representative of the Minister of health, representatives of the participating states, World Bank representatives, and Water Resources Stakeholders.

Youth Confab: Lawmaker Advises Youths To Address Salient Demands

0

Hon Olamijuwonlo Alao-Akala (APC-Oyo) has urged youths to take advantage of the 30-day youth confab announced by President Bola Tinubu to address their demands.

Alao-Akala, the Chairman, Youth in Parliament in the House of Representatives, made the call in an interview with newsmen on Friday in Abuja.

He said that the plan of the confab was to address all the youth demands that led to the occupy Nigeria protest in 2012, EndSARS protest, the Obidient Movement, the End-bad-governance protest and the Oct. 1, protest.

Alao-Akala, who represents Ogbomoso North/South and Oriire Federal Constituency of Oyo, urged youths to believe and participate in the process.

“What we are expecting from the youth is participation and in them participating, we are going to ensure that their voices are being heard.

“We hope it will quell and address the demands of all these movements; the confidence we have is that this conference is being initiated by the government.

“You see, all the youth movements mentioned above put the government on their toes, gave them a scare, but this one is now being organised by them.

“It is the government saying let us sit and let us listen to you; there is no force; no carrying placards; this is all sitting down under the same roof and listening to each other.

“It about government knowing what we want; we articulating it in a proper way and putting it into a document and presenting it to them to work on, that this is what we want.

“So, I want to make the youths to understand that, please, if you have never had confidence in the government before, please have this one confidence, just this one, and let us push this together.

“I assure you that you will see that this conference is going to be for you and by you”, he said.

The chairman said that he had started talking to genuine youth groups, young industry players that could contribute meaningfully to participate in the confab.

He said that measures would be out in place to ensure the confab was not hijacked by politicians and plant their stooges.

According to him, intending participants will be made to register ahead, prepare and submit paper works on topics of interest ahead.

He said that by so doing and in addition to other measures, politicians would not hijack the confab.

The lawmaker urged youths to have faith in the process.

2027: Stop Hallucinating, Doguwa Tells Kwankwaso

0

Member of the House of Representatives, Alhassan Doguwa, has hit back at a former Kano State governor, Rabiu Kwankwaso, for his criticisms of the All Progressives Congress, APC, led government.

Doguwa dismissed Kwankwaso’s assertion that Nigerians will reject the APC in 2027, calling it a “mere hallucination.”

Kwankwaso, speaking in Kano on Thursday while receiving defectors from the APC to New Nigeria People’s Party, NNPP, claimed that Nigerians, particularly those in the north, would not tolerate the APC beyond 2027, emphasising their discontent with the current administration.

“Nigerians are tired and cannot endure beyond 2027,” Kwankwaso remarked.

In response, Doguwa, Chair of the Northern Regional Caucus of the 10th House of Representatives, accused Kwankwaso of still reeling from his 2023 presidential defeat to President Bola Tinubu.

Doguwa asserted that the APC-led government is working hard to transform Nigeria for the better, adding that Kwankwaso should prepare for political retirement.

“At a political gathering on Thursday, my colleague, Kwankwaso took his hallucination to the moon when he said Nigerians are tired of the APC and will change it in 2027.

“As we all know, President Tinubu is not leaving any stone unturned in his quest to return our country to the path of progress and prosperity for the benefit of all,” Doguwa said in a statement on Friday.

He criticised the NNPP for its “non-performance” in Kano, declaring that the APC is ready to reclaim the state in the next elections.

Doguwa also highlighted Tinubu’s achievements, including attracting over $30 billion in foreign direct investments, reducing the country’s debt service ratio, and combating insecurity in the North West.

“A fresh air is already permeating the North West given the onslaught against these bandits. Our people are now returning to their farms,” he added, praising Tinubu’s administration for its efforts in restoring peace and rebuilding the region.

While speaking with journalists in Abuja, yesterday, she noted that LEEP is part of the continued efforts at revitalising the nation’s economy and creating jobs to stem unemployment.

According to her, LEEP is a comprehensive suite of interventions at job creation, by the Federal Ministry of Labour and Employment.

She stated that the programme was aimed at facilitating the creation of 2.5 million jobs, directly and indirectly on an annual incremental basis, whilst simultaneously ensuring the welfare and safety of workers across the country.

“Through the LEEP Digital Nomads pillar, we will develop and nurture the talents and expertise of our significant youth population, to access 10x income revenue streams, from the global job market. This will be achieved, by enhancing their digital literacy and global remote work offerings”, she said.

The minister added that the LEEP Vocational and Entrepreneurship Programme, VEP, would also cultivate industrial and cottage relevant skills training for employment and entrepreneurship.

“We will upgrade and expand our National Electronic Labour Exchange, NELEX, platform, to expedite automated employment recruitment processes across all employment types nationally.

“The LEEP Center for Learning Spaces initiative will also ensure the upgrading and modernization of existing physical assets of the Federal Ministry of Labor and Employment, and the National Directorate of Employment, NDE, across the country.

“This is to meet the growing demand for learning spaces, suitable for apprenticeships, production hubs and business incubators”, she added.

PDP Cautions Police, Declares Readiness For Rivers LG Poll

0
PDP

Peoples Democratic Party, PDP, has cautioned the Nigeria Police Force against derailing democracy, charging the people of Rivers State to participate in today’s local government election.

Rivers State governor, Siminalayi Fubara, reaffirmed on Thursday that the local government election will take place, despite protests from supporters of his predecessor, Nyesom Wike, who is currently the Minister of the Federal Capital Territory.

The governor cautioned against any attempt by individuals or groups to disrupt the electoral process, stressing that he would not accept actions that could lead to confusion or instability in the state.

Tensions have escalated as PDP members loyal to Wike and a faction of the All Progressives Congress, APC, led by Chief Tony Okocha, have withdrawn from the election, citing irregularities and lack of due process by the Rivers State Independent Electoral Commission, RSIEC.

Fubara also accused the police of colluding with Wike to undermine the local government elections.

In response, the PDP, through its National Publicity Secretary, Debo Ologunagba, stated that the people of Rivers State are prepared for the election.

According to Ologunagba, RSIEC has confirmed its readiness and possession of the necessary materials to conduct the election, asserting that no court under the Electoral Act 2022 can halt the process.

The statement read in part “The Peoples Democratic Party charges the people of Rivers State to firmly assert their sovereignty and Constitutional right by coming out en masse to vote in the Saturday, October 5 local government election.

“The PDP insists that the right to civil control of democratic activities in Rivers State as a federating unit belongs to the generality of the people and such right, including participation in local government election, cannot be abridged or appropriated by any person, group or organization under any guise whatsoever.

“The party maintains that the people of Rivers State are ready for election; the Rivers State Independent Electoral Commission had also announced its readiness, preparedness and possession of necessary operational materials to conduct the election in line with the pronouncement of the Supreme Court and no court under the Electoral Act 2022 (as amended) has the power to stop elections.

“For the avoidance of doubt, Section 84(15) of the Electoral Act, 2022 provides that Nothing in this section shall empower the courts to stop the holding of primaries or general elections, under the Act pending the determination of a suit.”

The PDP urged Nigerians and the international community to hold the APC and Inspector General of Police Kayode Egbetokun accountable for any breakdown of law and order in Rivers State at this time.
