The Supreme Court has affirmed the re-election of Senator Duoye Diri as the Governor of Bayelsa State after dismissing the appeal of Timipre Sylva, candidate of the All Progressives Congress (APC), in the November 11, 2023 off-cycle election.

A five-member panel of the Apex Court headed by Justice Lawal Garba, on Friday affirmed the Court of Appeal decision of July 15 which deemed Sylva’s appeal as an abuse of Court process for filing two notices of appeal.

Citing a section of the 1999 Constitution, the Apex Court panel held that the APC Governorship candidate has only one right to appeal the judgment of the Tribunal and not multiple appeals. The Court therefore faulted the APC Governorship candidate who filed two notices of appeal to the Appellate Court.

The Independent National Electoral Commission (INEC) had declared that governor Duoye Diri of the PDP garnered a total of 175,196 votes to defeat his closest rival, Timipre Sylva of the APC who pollIgnatius Igwe polled 110,108 votes.

China-Africa Summit Nears As Beijing Seeks To Bolster Relations With Africa

Chinese Vice Foreign Minister Chen Xiaodong said on Friday that now is “the right time” to deepen cooperation between China and Africa, ahead of an upcoming China-Africa summit in Beijing next month.

Chen told a press conference on Friday that China and Africa should use the meeting to sound a “strong voice” for the Global South in the reform of global governance.

“Currently, a once-in-a-century change is accelerating and the world has entered a period of turbulence and transformation,” said Chen.

“China and African countries are both important members of the Global South, and Africa is experiencing a new awakening by actively promoting the process of unity, self-improvement, and integration,” he added.

Chinese President Xi Jinping will attend the opening of the 2024 Summit of the Forum on China-Africa Cooperation, FOCAC, on September 5, China’s foreign ministry announced on Friday.

Xi will deliver a keynote speech in which he will announce a new package of aid to Africa, said Chen.

Representatives of 53 African countries that are members of the FOCAC will take part in the three-day summit – the fourth to be held since 2006.

As a key player in Africa, China is Africa’s largest trading partner and a significant source of investment.

The continent is also a significant part of Xi’s ambitious Belt and Road Initiative, BRI.

Mozambique Unveils Plan For Early Warning System For Extreme Weather

0

Mozambique is playing a trailblazing role in a flagship global initiative to ensure that everyone is protected by early warnings of life-threatening weather-related hazards which are becoming more extreme because of climate change.

At a ministerial-level ceremony in the capital Maputo, Mozambique, President Filipe Jacinto Nyusi launched an ambitious national roadmap to achieve Early Warnings for All by a target of the end of 2027 and also announced a significant new investment to improve basic weather and climate observations which underpin early warnings.

“Mozambique is a country that lives under permanent threat of disasters, especially those caused by extreme natural phenomena, with floods, cyclones and droughts being the most frequent. When these adverse events occur, they leave a trail of destruction characterized by human loss and material and environmental damage or serious implications for society and our economy,” said Mr Nyusi, who is an African Union Champion on Disaster Risk Management.

Situated on the southeast African coast, Mozambique is regularly battered by tropical cyclones that sweep across the Indian Ocean and by related coastal and inland flooding. Over 60% of the population resides in low-lying coastal areas, heavily dependent on rain-fed agriculture, increasing the risk to infrastructure and livelihoods. The impacts of climate change have intensified these challenges, leading to significant losses and damages.

“Much can be done to reduce the loss of human life and greater harm. Advance notice helps us to do this, to protect ourselves,” the president told the ceremony. Flanked by ministers and senior United Nations and donor government representatives, he applauded the work of WMO and Mozambiques’s National Meteorological and Hydrological Service.

“Mozambique has made great strides towards Early Warnings for All and has a proven track record in saving lives. For instance, Tropical Cyclone Idai in March 2019 led to 603 deaths and cost US$ 3 billion. Record-breaking Tropical Cyclone Freddy in early 2023 claimed 183 lives and US$ 176 million in economic losses,” said WMO Secretary-General Celeste Saulo.

“Together, we can build a future where Mozambique is not only prepared for hazardous event but resilient against them. Let us come together with one vision and one goal: to protect people, livelihoods and the future,” she said.

“Early warnings work. They must work for everyone,” said Celeste Saulo.

Mozambique has already taken big strides in climate adaptation. The Early Warnings for All initiative, spearheaded by United Nations Secretary-General António Guterres, is being effectively integrated into Mozambique. It was officially launched at a national workshop in November 2023 and is being rolled out with the support of the National Institute for Disaster Management and the National Institute of Meteorology, in close collaboration with the National Communication Institute and the Mozambican Red Cross and with the UN Resident Coordinator’s office.

The EW4All Roadmap provides an overarching framework for a coherent and consolidated Multi-Hazard Early Warning System program which could be embedded into Mozambique’s five-year development plan.

It seeks to embrace the whole of meteorological value chain, from collecting weather and climate observations data, over to better forecasts, improved early warning systems up to better informed climate adaptation plans.

To date, the Mozambique National Institute of Meteorology has relied on governmental budgets and international development projects to fund its observation network. However, limited resources have hindered network accessibility and maintenance.

Currently, Mozambique lacks surface weather stations that are compliant with the mandatory international WMO standard, the Global Basic Observing Network, GBON.

This, fortunately, is set to change thanks to an investment of US$ 7.8 million from the Systematic Observations Financing Facility, SOFF, to install six new land surface stations, upgrade 15 existing stations, and establish four upper-air stations.

The SOFF investment seeks to align Mozambique with the Global Basic Observing Network standards. Data collected with the new and upgraded stations will feed into important weather and climate services, including early warning systems.

“This is a timely and much needed investment, which will yield high returns. The country lost 75% of its monitoring stations during flooding in 2000 and has been striving to recover through modernization and expansion ever since then,” said Celeste Saulo in a video statement at the high-level event.

“SOFF’s investment will contribute to the government’s ambitious program of establishing One District One Weather Station. New or updated surface and upper-air stations and technical assistance will improve national meteorological and hydrological services, thereby enhancing forecasting and early warning systems that save lives and livelihoods,” she said.

Mozambique is one of the first countries that have moved into the SOFF Investment phase.

The South African Weather Service, serving as the SOFF peer advisor, will provide guidance, while the World Food Programme, WFP, as the Implementing Entity, will leverage its field presence and ongoing projects to complement investments in early warnings and forecast-based finance.

This collaboration aims to target easy fixes of stations previously funded by initiatives like the Pilot Programme for Climate Resilience, Nordic Development Fund, and World Bank, which faced lack of maintenance due to resource constraints.

The National Institute of Meteorology will be better equipped to support government initiatives to bolster national resilience and disaster preparedness.

Climate Risk and Early Warnings Systems initiative:

The Climate Risk Early Warning Systems initiative, CREWS, has also played a crucial role in building resilience in Mozambique.

Under CREWS, WMO and the World Bank started working closely together after Cyclone Idai in 2019. The joint project provided international expertise for the Government-led Disaster Risk Management Program, particularly in developing and implementing integrated early warning systems.

An upcoming CREWS Steering Committee meeting will discuss a follow-up project of US$ 5.5 million to build on this foundation and expand efforts in Mozambique and the broader southern African region.

Trump, Republicans Closer To Muslims Than Democrats, Head Of Pro-Trump Arab Group Claims

0

Despite some “differences” and “misunderstandings” in the past, Donald Trump and the Republican Party are much more closely aligned than the Democrats with the Arab and Muslim community in the US, in terms of understanding its values and needs, a leading pro-Trump Arab American advocate claimed.

During a recording of “The Ray Hanania Radio Show,” Bishara Bahbah, chairperson of Arab Americans for Trump, said the community must overcome its anger and emotion about Trump’s previous rhetoric to “take their place at the table” and recognize that the Biden-Harris administration, and Democrats in general, have “funded and fueled” the killings of Palestinians by Israeli forces in Gaza.

Bahbah said his organisation, leading members of which include Massad Boulos, the father-in-law of Trump’s youngest daughter, Tiffany; Richard Grenell, a former acting director of national intelligence in the Trump administration; and Alina Habba, Trump’s attorney, believes Arabs and Muslims should not only support the Republican Party but “engage” with Trump to help bring an end the carnage in Gaza and achieve peace in the Middle East that includes a two-state solution.

“They (the Democrats) have been the ones who have incessantly provided arms to Israel,” he said during the taping of the show, which will broadcast on Thursday, August 22, and Monday, August 26, in Michigan on radio station WNZK 690 AM. “Those arms, whether they are a bullet or a 2,000-pound bomb have killed Palestinians in Gaza, over 40,000.

“That is a crime against humanity and the United States, and primarily the Biden-Harris administration, have been complicit in that. Without those arms being provided to Israel, the war would have ended a long time ago.”

President Joe Biden and Vice President Kamala Harris have “broken their promises” to the Arab and Muslim community but, despite “misunderstandings,” Trump has always been “upfront and honest,” Bahbah argued. The former president “supports an end to the conflict in Gaza, an end to all violence and the achieving of a two-state solution through peaceful means,” he added.

Trump, Bahbah claimed, was moved by a letter he received from Palestinian National Authority President Mahmoud Abbas on July 14, the day after an attempt by a gunman to kill Trump during a campaign rally in Pennsylvania, in which the Palestinian leader expressed outrage at the attempted assassination, writing: “Acts of violence must not have a place in a world of law and order.”

Bahbah said that the fact the Palestinian president sent Trump a letter wishing him well was important because it showed that the Palestinian leadership would be willing to reengage with a Trump administration.

“It shows that going forward they will not leave a void,” he said. “They will not allow a clown like (Israeli Prime Minister Benjamin) Netanyahu to be toying around with what he thought was his playing field in the Trump administration.

“I think that is a very important point, not just for the Palestinian government but also for Arab Americans. We cannot pout at what politicians say. We have to accept the realities on the ground.

“The message has been all along, be engaged. If you are engaged and your voices are heard and your support is shown, then you will get a seat at the table and your voice will be heard. That is the message we have been conveying to the Arab and Muslim American community.”

Bahbah acknowledged that Trump’s approach to some issues had proved to be controversial but said they had been “misunderstood outside of the context of the political circumstances in which they have been made.”

He argued that criticism of Trump’s rhetoric is different from that of the genocide that has taken place in Gaza under the Biden-Harris administration’s watch.

“On one hand you’ve got Arab and Muslim Americans enraged at the Biden-Harris administration over the complicity and killing of 40,000 Palestinians in Gaza, and the injuring of over 105,000 thus far. On one hand, they are enraged,” he said.

“On the other hand, we are trying to tell them President Trump wants to see an end to the hostilities. President Trump wants to see an end to the killing of civilians. And he wants to see a peace process that leads to a two-state solution.”
