Much Ado About CNG Penetration

0
CNG

We have been tottering on the issue of Compressed Natural Gas, CNG, for which a comprehensive national policy has been assumedly enunciated over two years.

Indeed, it is several months now that the Federal Government unveiled what it called a plan to convert 200,000 commercial vehicles to run on Compressed Natural Gas, CNG, or Autogas, we are still witnessing retarded steps towards achieving the goal. It has been so much talk and little walk as it appears.

Preparatory to the withdrawal of the Federal Government from payment of petrol subsidies during the Muhammadu Buhari administration it was assumed that  a comprehensive picture that it was taking steps to cushion the effects of the policy through the introduction of the novel alternative to petrol and diesel, which it claimed would be cheaper for end-users.

Former Minister of State for Petroleum Resources, Timipre Sylva, invited stakeholders such as officials of Major Oil Marketers Association of Nigerian, MOMAN; Depots and Petroleum Marketers Association of Nigeria, DAPMAN; and others to a meeting and promised that government would subsidise the cost of conversion to Autogas up to 50%. It is embarrassing that  years later, since the administration’s tenure expired, nothing has been on ground to justify the robust promises.

President Bola Tinubu, who replaced Buhari, pronounced the end of subsidy payment from his inauguration podium. When his precipitate verbal decree resulted in immediate price hikes and extreme scarcity, the new administration dusted up Buhari’s CNG policy as one of the means by which it would give relief to petrol consumers and the public. It was one of the promises it made to Organised Labour to postpone an indefinite mass action.

Petrol price has risen from the N180 per litre that Tinubu met it to between N900 and N1,300, yet not a single vehicle has been converted. Not much of the promise to release 3,000 CNG-fuelled buses has been seen in concrete action. Many vehicle owners, especially commercial operators, are no longer able to keep their businesses running on the extremely scarce and expensive petrol price.

Many vehicle owners are still in the dark as to how the CNG system works, how it will reduce the cost of operation and how they can avail themselves of it. Many people who latched on to the fad of conversion of their generator and vehicle carburettors to gas have since discovered that it is a waste of time and money, more so as the cost of gas has risen due to sudden high demand.

It is of worry that  President Tinubu is the Oil Minister and like his predecessor, he is not making quick impact in that sector. There are no clear strategies that the regime has perfected to clean up the industry and implement programmes that will make petroleum products once more available and affordable. Our watchers are predictably bothered that Tinubu is just following the trend of his predecessor who as Minister of Petroleum Resources was more of a lame duck than active.

How much longer are Nigerians, especially commercial transporters, going to wait for the release of the CNG vehicles and massive conversion of vehicles to gas? Or, is government merely playing on the intelligence of the people while the oil sector sharks continue to feed off their lean pockets?

Besides, we are concerned that public information on the CNG programme is scanty and inaccessible to many motorists and vehicle owners who are ‘illiterate’ and would not understand the current drift.

While we commend the FG for distributing 2000 commercial tricycles to transport unions recently, we see this as a drop of water in the ocean as the parlance goes.

We urge the government to open up several opportunities for vehicle owners to access CNG unhindered, as it would ameliorate the pains of vehicle owners and commuters. and further bring down essentially cost of living.

HM Edun noted that the private sector is crucial for achieving the President’s vision of industrialization and sustainable economic growth.

The SAPZ-1 programme is a strategic investment initiative aimed at industrialising Nigeria’s Agricultural Sector and fostering inclusive growth across the country. He observed the need for temporary importation to fill gaps in the short term, stressing that it should not disrupt ongoing efforts in domestic farming and food processing. Instead, he said these efforts are intended to ensure food availability while positioning Nigeria for export opportunities in the near future.

The success of this programme will directly impact inflation, interest rates, and the overall investment climate, making it a critical component of our broader economic strategy

Edun explained

The workshop brought together prominent figures and top government officials, including Sen. Abubakar Kyari, the Honourable Minister of Agriculture and Food Security; Dr. Armstrong Takang, CEO of the Ministry of Finance Incorporated (MOFI); Dr. Abdul Kamara, Director General of the Nigeria Country Department at the AfDB; and other representatives from partner institutions such as IFAD and IsDB.

Discussions focused on overcoming bottlenecks and ensuring that all stakeholders align their efforts to meet the ambitious goals of the SAPZ-1 programme, which aims to modernize Nigeria’s agricultural sector and drive economic growth.

With the SAPZ-1 programme, Nigeria is poised to unlock its agricultural potential, drive economic growth, and ensure food security for its citizens.

The success of this initiative will have far-reaching implications for the nation’s economic stability and prosperity.

Argentina captain, Lionel Messi, is ready to return to their line-up when they play Venezuela in the CONMEBOL World Cup qualifiers, but midfielder Alexis Mac Allister’s availability is in doubt, manager Lionel Scaloni said.

Argentina were boosted by the return of Messi for their World Cup qualifiers against Venezuela and Bolivia after the 37-year-old recovered from a right ankle injury, which he picked up during the Copa America final against Colombia in July.

Messi, who plays for Major League Soccer club Inter Miami, had missed their qualifiers against Chile and Colombia.

“Messi is fine. He played several games for his team in recent weeks, after not being in the last call-up, which was what we had agreed because he needed to recover and get more minutes”, Scaloni told reporters on Tuesday.

“Leo is training with the squad and is ready to be part of the team to play against Venezuela, who will be a great rival”.

Liverpool’s Mac Allister was replaced at halftime during the club’s 1-0 win over Crystal Palace in the Premier League last weekend.

Argentina is set to face Venezuela at the Monumental Stadium of Maturin on Thursday, and with the team training at Inter Miami’s training center in Florida, Scaloni said his side was worried about Hurricane Milton.

In a strategic move to enhance economic growth and elevate its global standing, the Federal Government has reaffirmed its commitment to raise Nigeria’s raw material value addition, from the current 25% to a target of at least 60% for global commercialization.

This commitment was underscored at the maiden edition of the Raw Materials Research and Development Council RMRDC Presentation and Dialogue Session with Development Partners, the Diplomatic Community, and Business Councils on Wednesday in Abuja which convened stakeholders from various sectors to deliberate Nigeria’s national strategy and explore innovative pathways as well as sustainable plans that will unlock the immense potential of Nigeria’s raw material sector.

Declaring the business session open, the Honorable Minister, Federal Ministry of Innovation, Science, and Technology Chief Uche Geoffrey Nnaji said there is a need to have a Nigeria where local industries thrive, creating jobs and opportunities for millions.

According to him, as you may know, the RMRDC with the support of the African Development Bank , AfDB), is at the cuff of developing a comprehensive 10-year roadmap to achieve a transformational leap in Nigeria’s raw material value addition, from the current 25% to a target of at least 60%. ]

“This ambitious goal is not just a number; it represents a bold vision for Nigeria’s future—where our raw materials are no longer exported in their crude form but processed and enriched to maximize their value before leaving our shores.

“The importance of improving the value of our raw materials before export cannot be overstated. By doing so, we stand to create more jobs, stimulate the growth of domestic manufacturing, and ultimately strengthen the value of the naira. The greater utilization of local raw materials will reduce our dependence on imports and position Nigeria as a critical player in the global raw materials value chain”.

However, we cannot achieve these milestones alone. We are here today because we need the collective wisdom, expertise, and resources that each of you our valued partners bring to the table.

“The RMRDC’s 10-year roadmap outlines key strategic interventions, and this event serves as an invitation to each of you to collaborate with us on critical fronts, which include, Building Critical Capacity in Circularity and Repurposing Developing Relevant Databases and Management Information Systems

“Others include Upgrading Raw Material Testing Laboratories and Associated Technology/Machine Development Workshops”,

The Minister expressed that the need for collaboration and investment in these critical areas is urgent.

“As the President highlighted during his keynote address at the 79th Session of the United Nations General Assembly, Africa’s wealth in natural resources should no longer be at the mercy of foreign markets, where we are forced to repurchase our raw materials in their finished forms at exorbitant prices. This is why this session is crucial the future of Nigeria’s economic stability and prosperity hinges upon the partnerships we forge today.

“Nigeria’s raw materials sector holds vast potential not just for the growth of our economy but for creating a resilient, self-sustaining industrial base that benefits all Nigerians. Achieving our target of 60% value addition will create a more competitive Nigeria globally and lay the foundation for widespread economic empowerment and poverty reduction”.

On his own, the Manager, of Natural Resources Management and Investment Centre African Development Bank Group, Fred Kabanda reaffirmed AFDB’s commitment to work with RMRDC in developing a comprehensive program aimed at repositioning the raw materials sector in Nigeria for real and green growth.

He said: The only way one can try to rationalize the action by countries to remain at the low value-added trade in commodities rather than invest in manufacturing value added to their natural capital to derive higher revenues from its natural capital, is through the concepts of discount rates.

In his Keynote address, the  Country Director of  DAI,   Dr. Joe Abah, highlighted the critical role that better management of raw materials can play in accelerating Nigeria’s economic growth in today’s global economy.

“The strategic development, management, and conversion of our raw materials into finished products is crucial if Nigeria is to unlock its vast potential and secure sustainable prosperity for its citizens”.
