NOA Begins Campaign On National Anthem, Values Charter In Niger

National Orientation Agency, NOA, in Niger has started a public enlightenment campaign on Nigeria’s National Anthem and National Values Charter.

Malam Yahaya Gbongbo, State Director of NOA, said at a news conference in Minna on Thursday that the aim was to promote national unity, patriotism, and shared values among Nigerians.

“The campaign, which will run from October to December 2024, focuses on the National Anthem and the National Values Charter”, he said.

Gbongbo said Nigeria’s national consciousness had faced challenges in recent years, including growing distrust in government institutions, diminishing loyalty to the state, and eroding patriotism.

He said that the campaign sought to address these issues by reinvigorating the spirit of unity, patriotism, and national pride across the country.

He said the key elements of the campaign was to reinforce loyalty to the nation, promote civic responsibility, inculcate national values in the youths, engage Nigerians in diaspora and leverage the power of the media.

According to him, the agency will partner with media organisations to disseminate the message of national reorientation.

He disclosed that the National Values Charter was divided into two sections which were the Nigerian Promise with seven core promises made by the country.

He listed them to include; equality, democracy, entrepreneurship, peace and security, inclusivity, freedom and justice, and meritocracy.

He said the second charter was Citizen’s Code, which also consisted of seven-point obligations of citizens such as discipline, duty of care, tolerance and respect, leadership and patriotism and transparency.

According to him, others are accountability, and integrity, family values and environmental awareness, dignity of labour, resilience, and self-reliance.

He urged the people to participate in the campaign, embracing the values enshrined in the National Anthem and the National Values Charter by working together to build a stronger and more prosperous nation.

OGSIEC Vows To Conduct Credible LG Election In Ogun

Chairman of Ogun State Independent Electoral Commission, OGSIEC, Mr Babatunde Osibodu has insisted that the commission would conduct free, fair and credible council election on November 16.

Osibodu stated this shortly after screening some candidates contesting on the platform of the ruling All Progressives Congress, APC, stressing that the commission would be just and fair in the conduct of the poll.

He said candidates of political parties vying for positions would be screened and asked the people to place their trust in the commission for a transparent election.

“I have said this several times and I will continue to say that we will conduct a free and fair election for the people of the state. 

“Your supporters need to come out boldly without violence, do not be afraid of security forces, bring your supporters out on election day, you will be protected, that is my guarantee to you.

“We shall conduct the election with utmost dignity,” Osibodu said.

Reps Move To Amend Child Rights Act

House of Representatives is set to amend relevant sections of the Child Rights Act to ensure that adequate protection is accorded the girl-child across the country.

This was the resolution of the House, following a motion moved during plenary yesterday by Kafilat Ogbara.
Debating her motion, the lawmaker also called on the leadership of the National Assembly to provide the necessary legislative support in terms of budgetary approvals to ministries to ensure immediate domestication of the Child Rights Act across the country.

She also called on the leadership of the National Assembly to ensure the swift passage of Bills that seek to protect women and girls like the Gender and Equal Opportunities Bill, GEOB.

The House explained that “more than 1.1 billion girls are poised to take on the future, adding that everyday, girls are breaking boundaries and barriers; tackling issues posed by stereotypes and exclusion, including those directed at children with disabilities and those living in marginalised communities.”

The lawmakers also emphasised that the protection of the girl-child is crucial in sustaining the continuity of mankind as they grow into women and mothers who not only shape the future generation, but the trajectory of nations across the globe.

The House also informed that gender discrimination is a global phenomenon that has engulfed many nations due to patriarchy and cultural stereotypes, while other nations have made giant strides in closing the gender gap, Nigeria is still grappling with these issues, starting from access to education, healthcare and basic amenities.

It added that despite Nigeria being a signatory to the Convention of All Forms of Discrimination Against Women, CEDAW, Conventions on Child Rights and many others, harmful practices like Female Genital Mutilation, FGM, is still being practised in some parts of the country which is a direct violation of the rights of women and girls.

They expressed worry that the current data indicates that Nigeria has an estimated 10.5 million out-of-school children who are also users of hard drugs and the presence of such a vast number of uneducated youths not only jeopardises their future, but also poses a threat to the nation’s security and socio-economic stability.

Consequently, the House urged the Federal Ministry of Education to devise ways such as implementing mobile education units or community outreach programmes, to curb the number of out-of-school girls across the 36 states and the Federal Capital Territory, FCT.

The House thereafter mandated its Committees on Women Affairs and Social Development, Basic Education, and Services to engage the National Drug Law Enforcement Agency, NDLEA, Federal Ministry of Education, National Orientation Agency, NOA, among other stakeholders to organise workshops and create awareness campaign against all harmful practices against the girl-child in Nigeria.

Reps Urge FRSC to Adopt Modern Technologies

House of Representatives has called on the Federal Road Safety Commission, FRSC, to ensure that they make use of modern technologies for their operations across the country.

The House urged FRSC to embrace technology-assisted enforcement such as Automatic Vehicle Local, AVL, systems, Automated Traffic Enforcement, ATE, systems, as well as  Advanced Analytics and Data Platform among other potential options.

This was sequel to a motion moved during plenary yesterday by Garba Muhammad.

Speaking in his lead debate, Muhammad noted that FRSC is a government agency with the responsibility of promoting safe driving practices, reducing road accidents, as well as fostering the culture of road safety awareness across Nigeria.

The House also agreed that FRSC officers patrol highways, apprehend traffic offenders, issue traffic regulations to deter dangerous driving and regulate the issuance of driver’s licences for the purpose of ensuring that only qualified individuals operate vehicles on the roads.

The lawmakers raised concern that FRSC enforcement methods of physical

checkpoints pose grave risks to commuters.

They noted that some locations of checkpoints on steep inclines or declines could be very dangerous, especially for motorcycles and tricycles, application of sudden brake or swerve maneuvers to avoid checkpoints, leading  to accidents.

They expressed worry that checkpoints create bottlenecks, especially during peak hours, leading to traffic jam

and delays coupled with alleged reports of FRSC officials engaging in some illegal deals and sharp practices.

The green chamber pointed out that the practice of using motorcycles and vehicles to chase commuters for traffic offenses raises concerns, as those chased are always on high speed, posing a risk to bystanders, and resulting in the loss of control leading to injuries and minor accidents.

They also lamented that while FRSC’s goal of enforcing traffic laws is

understandable, it is crucial to prioritise the safety of everyone on the road.

They maintained that chasing commuters should be a last resort, employed only in situations where it is absolutely necessary and can be done safely. 

The House also mandated the commission to evaluate the effectiveness of enforcement strategies, whether technology-assisted methods are reducing traffic violations and improving safety, calling on its Committee on FRSC to ensure compliance.

Court Voids Rivers Budget, Recognises Amaewhule As Speaker

Court of Appeal has affirmed the January 22 judgement delivered by Justice James Omotosho of the Federal High Court in Abuja nullifying the passage of Rivers State’s N800 billion 2024 budget by four members of the Assembly.

In a judgement yesterday, a three-member panel of the appellate court led by Justice Joseph Oyewole held that the appeal filed by the governor against the January 22 judgement was unmeritorious.

Justice Oyewole, who authored and read the lead judgement, held that having failed to challenge the case at the trial court by withdrawing all the processes (documents) he filed against the suit, the governor could not turn around to seek to appeal the judgement.

Justice Omotosho had nullified the 2024 Rivers budget passed by lawmakers loyal to Governor Siminalayi Fubara and set aside its presentation and passage.

Omotoso ordered Fubara to re-present the budget to the legally constituted House of Assembly under Martin Amaewhule.

Governor Fubara had presented the budget titled: ‘Budget of Renewed Hope, Consolidation and Continuity’ of N800 billion to five out of the over 30 lawmakers in December 2023.

In the judgement, Justice Omotoso ordered Fubara to release funds accruable to the Assembly and barred him from interfering with the activities of the House.

The court also nullified the redeployment of the clerk and deputy clerk of the Assembly by the head of civil service.

The judge held that the appointment of a clerk and deputy clerk is the responsibility of the speaker, as contained in the Rivers State Assembly Service Commission law.

The court ruled that the Inspector-General of Police, IGP, and the Nigeria Police Force are duty-bound to continue to provide security for all Rivers citizens, including members of the Assembly.

The court also ordered a pause on the planned demolition and reconstruction of the Assembly Complex.

The National Assembly was also barred from taking over the Rivers Assembly or accepting or treating any request from the governor.

Justice Omotosho also set aside the N800 billion budget passed by five members of the House led by the Edison Ehie-led group.

The judge held that the presentation of the appropriation bill by Governor Fubara on December 13, 2023 and its passage by the lawmakers amounts to nullity, following an interim order made by the court on November 30, 2023.

Justice Omotosho also held that the passage of the bill into law was a wilful breach of the court order.

The judge also stopped the governor or any member of the state executive arm from appointing or reposting any person as a clerk or deputy clerk of the Assembly in contravention of the laws governing the Rivers State House of Assembly Service Commission.

He made an order restraining the National Assembly from taking over the Assembly.

Justice Omotosho held that the decision of the court was premised on the earlier order made on November 30, 2023 and the fact that Fubara, who was the 11th defendant in the case, withdrew his processes in opposition to the plaintiffs’ originating motion.

Having withdrawn his counter-affidavit and other processes in the case, the judge said it was deemed that the governor had admitted the facts in the motion since it was not challenged.

Rivers Assembly and Amaewhule were the first and second plaintiffs in the suit.

In the amended originating summons dated December 7, 2023, but filed on December 11, 2023 by their team of lawyers, including Ken Njemanze (SAN) and Ferdinand Orbih (SAN), the plaintiffs sued the National Assembly, Senate president, deputy Senate president, Senate majority leader and its minority leader as first to fifth defendants, respectively.

Also joined in the suit were the speaker of the House of Representatives, deputy speaker, majority leader, minority leader and clerk to the National Assembly as sixth to 10th defendants.

They also sued the governor of Rivers, the Attorney-General, Commissioner for Finance, Accountant-General, state Civil Service Commission, Inspector-General of Police, and Ehie, who was also listed as speaker in the suit, as the 11th to 17th defendants, respectively.

The plaintiffs sought an order directing all parties to maintain status quo as of November 29, 2023.

They also sought an order of injunction restraining the first to 10th defendants from entertaining any request from the 11th defendant (Fubara) to take over the performance of the functions of the Assembly, including its role to make laws for the peace, order and good government of Rivers in respect of matters that are within its constitutional and legislative competence.

Flood Disaster: NEMA DG Visits Ondo State On Assessment Tour

The Director General of the National Emergency Management Agency (NEMA), Mrs Zubaida Umar on Tuesday visited Ondo State for an on-the-spot assessment of the recent flood incident in the State.

Upon arrival at the airport, the Director General was received by the Governor of the State, Mr Lucky Aiyedatiwa who was on his way out of the state for an official engagement. The reception marked the beginning of the visit, aimed at discussing key issues related to disaster management, emergency preparedness, and the state’s response strategies.

After the meeting with the Governor at the airport, the Director General proceeded to the Deputy Governor’s Office, where she held a meeting with the Deputy Governor, Mr Olayide Adelami on enhancing collaboration between NEMA and Ondo State in addressing emergency situations and improving the state’s disaster response framework.

During her remarks at the meeting with the Deputy Governor, the Director General of NEMA stated that her visit to the state was part of an assessment tour to monitor the response to the flood incident in Ondo town. She commended the collaboration between the agency and the state government through SEMA, in areas such as flood season sensitization. She also encouraged communities to take proactive measures in disaster risk reduction to minimize the impact of future disasters.

In response, the Deputy Governor expressed gratitude for NEMA’s continued support to the state and urged citizens to pay attention to early warnings from authorities. He also emphasized the importance of avoiding construction on waterways and ensuring proper waste management and drainage maintenance.

During the flood assessment in Ondo town, the Director General of NEMA, accompanied by the Deputy Governor and member of the House of Representatives for Ondo East and West Federal Constituency, Hon. Abiola Makinde, visited His Imperial Majesty, Oba Dr. Victor Adesimbo Kiladejo, the Osemawe of Ondo andoffered sympathies regarding the flood incident while reassuring the King of the Federal Government’s continued support through NEMA.

The working visit is part of NEMA’s broader efforts to strengthen partnerships with state governments to ensure timely and effective responses to disasters across the country.

Concerns Citizen Urges Tinubu To Retain Defence Minister Matawalle

The concerned citizens of six geopolitical zone has called on President Bola Ahmed Tinubu to retain the current Minister of State for Defence, Dr. Bello Matawalle, amidst growing speculation of a potential cabinet reshuffle.

In a statement signed by the group’s National Coordinator, Abubakar Mansur, and shared with journalists in Abuja, the appeal highlighted Matawalle’s remarkable contributions to improving Nigeria’s security, particularly in the northern region, which has been plagued by insurgency and instability for years.

The group praised Matawalle for his proactive efforts in enhancing the country’s defence architecture, a feat they claim past administrations struggled to achieve.

“We must acknowledge the commendable efforts of esteemed public servants like Minister Matawalle, whose dedication to fortifying the nation’s security has brought about significant improvements,” Mansur stated.

The appeal comes at a time when the government is poised to review the performance of its ministers and consider reshuffling key positions.

Thr group emphasized that under Matawalle’s leadership, Nigeria’s security situation has seen tangible improvements. Mansur pointed out that the country is now “in safer hands” compared to the state of insecurity four to six years ago.

The group also warned against politicizing Nigeria’s security progress, noting that the fight against insurgency requires sustained commitment and should not be undermined by political manoeuvres.

“What he is doing is not child’s play. He means business, and we are seeing the results,” Mansur added, underscoring the Minister’s dedication to his role in the defence ministry.

As Nigeria continues to confront various security challenges, especially in the northern region, the concerns citizens believe that retaining experienced and effective leadership like Matawalle is crucial for maintaining stability and ensuring long-term success in the fight against insecurity.

Court Affirms Abure As LP National Chairman

Federal High Court, Abuja, yesterday, declared Julius Abure as the substantive National Chairman of the Labour Party, LP.

Justice Emeka Nwite, in a judgment, affirmed the Abure-led leadership and the March 2024 Nnewi Convention that produced the national leadership of the LP.

Justice Nwite ordered the Independent National Electoral Commission, INEC, to recognise Abure as the legitimate chairman, overriding INEC’s earlier stance that Abure’s leadership was invalid.

Earlier, INEC had argued that the LP’s national convention, which was conducted, violated the Constitution and Electoral Act, and that the party failed to meet legal requirements for holding the convention.

The electoral empire had said that Abure was no longer the national chairman of the party, stating that Abure’s tenure expired in June 2024.

Sequel to this, some stakeholders of the party led by Gov Alex Otti and the party’s 2023 Presidential Candidate,Mr Peter Obi, in order to save the party according to Gov Otti summoned a stakeholders meeting in Umuahia which birth the Interim or Caretaker Committee headed by Mrs Nenadi Usman , which brought unwarranted attacks on the persons of Abure, Obi and Otti. Many held the Caretaker Committee moves to save face owing to INEC’s decision and threat to delist Labour party from list of existing parties in the country. 

Meanwhile, the embattled Chairman which was yesterday affirmed as the authentic LP chairman, Barr Julius Abure has called on party stakeholders to abide by the decisions of the court as law abiding citizens to join him in moving the party forward.  Also the Legal Adviser of the party Mr Edun has called on party stakeholders to join hands with Abure now that the court has settled the matter. He made the call on Arise TV programme yesterday and advised the Caretaker Committee to collapse and comeback to the party executive as being together will guarantee the party success in 2027 and Ondo election. 

Shettima Lauds MacArthur Foundation’s Contribution To Nigeria’s Democracy

Vice-President Kashim Shettima has commended the MacArthur Foundation for its significant contributions to Nigeria’s development and democracy over the past three decades.

Shettima made the commendation at a forum to commemorate the 30th Anniversary of the MacArthur Foundation in Abuja on Wednesday.

The News Agency of Nigeria (NAN) reports that the Vice-President was represented at the event by Dr Hakeem Baba-Ahmed, Special Adviser to the President on Political Matters ,Office of the Vice President).

The Vice-President emphasised the importance of collaboration in governance.

Shettima called on the foundation to strengthen its partnership with the federal government to fast-track the delivery of the programmes and policies of President Bola Tinubu administration.

He said, “No government can, or should, function in isolation. The success of every democracy lies in accepting and nurturing partnerships.

“After 30 years of watching its interventions, it is clear that the Foundation has demonstrated the importance of collaboration, the value of partnership, and the cost of conflict in service delivery.

“The successes we have recorded across various sectors of our nation especially in promoting accountability in governance are owed to our shared resolve to work together”, he added.

Shettima extended a hand of partnership to the organisation, saying ” We invite MacArthur Foundation and its beneficiaries to work closely with us as we strive to fast-track our promises to the nation.

Anambra Pharmaceutical Hub Solution To Onitsha Bridgehead Drug Market

To guard against the prevalence of fake and adulterated drugs in one of the busiest makeshift drug markets in the southeastern part of the country, the Anambra Pharmaceuticals Distribution Hub is being set up.

When completed, the hub at Oba, Idemili South Local Government Area is expected to be highly regulated by various pharmaceutical agencies.

The decision to set up the drug hub came as a result of activities at the popular yet unregulated ‘Ogbo Ogwu’ (bridgehead) drug market, allegedly known for counterfeit and adulterated medicines.

That popular market is patronised by Nigerians and its West African neighbours alike, and there are concerns that its unregulated nature could encourage counterfeiting.

The proposed Oba pharmaceutical hub, hoping to solve that challenge, is expected to take off by 2025.

The decision to establish the pharmaceutical hub came as a result of Gov. Charles Soludo’s concern that the uncontrolled distribution of pharmaceutical products at the unregulated bridgehead market could pose a danger to consumers.

The governor had laid a foundation for the construction of a Coordinated Wholesale Centre in line with the National Drug Distribution Guidelines, NDDG.

The NDDG ensures a controlled distribution of drugs and ends the dispensation of the open drug market which is largely blamed for the circulation of fake and adulterated drugs in Nigeria.

When completed, the hub is expected to have representatives from major pharmaceutical regulatory and research institutions and organisations.

It is expected to have offices for the National Agency for Food and Drug Administration and Control, NAFDAC, Pharmacy Council of Nigeria, PCN, and Standards Organisation of Nigeria, SON.

Among other regulatory bodies, they will ensure that no fake or sub-substandard pharmaceutical product finds its way into the complex.

The pharmaceutical hub, situated on a 50-hectare land along the Onitsha-Owerri Expressway, is expected to house over 100 stores.

Special Adviser on Medical and Pharmaceuticals to the governor, Dr Godwin Nnadozie, said the vision to set up a pharmaceutical ecosystem led to the similar establishment of the Anambra Pharmaceutical Manufacturing Hub in Ogboji.

“When Soludo came in, he asked where our people will do their pharmaceutical business, which, unfortunately, is not at the present unregulated market called Ogbo Ugwu.

He said the business that gives Anambra people and Nigerians identity needs to be relocated to a place it should be done with quality assurance, honour and dignity.

“The Onitsha bridgehead market has a network across Nigeria, West Africa and Africa. We cannot leave it uncontrolled. People from Cameroon, Ghana, Ethiopia, and other parts come here to buy pharmaceutical products there.

“Many of the fake drugs circulated emanate from the bridgehead drugs market. It is because of this that the governor insisted that pharmaceutical products must be regulated and operated in a real professional manner.

“When the complex is commissioned, nobody can sell fake or substandard drugs there because all the regulatory bodies are going to be there”, he said.

Before now, there had been attempts to move drug traders from the bridgehead market for better regulation. However, such attempts have been resisted.

So, what would the Soludo administration do differently this time?

Nnadozie said indeed, resistance has made the market thrive for over 20 years, but that this time nothing will stop the government from making sure that the notorious market is relocated.

Expressing the willingness and preparedness of the Soludo administration to see through the hub, the special adviser said the governor would succeed where others had failed.

“Mbadinuju tried but failed, Ngige tried but failed and Peter Obi saw the resistance, and refused to do anything.

But Soludo is putting everything into ensuring that the Anambra Pharmaceutical Hub comes to reality.

Recall that it was the traders’ resistance that led to the chaos which saw a bullet remove the late Prof Dora Akunyili’s scarf. Soludo is a man who is resolute and determined”, he said

He also said collaboration is key to achieving the aim since many agencies are involved and are determined to do the right thing.

“The Federal Ministry of Health, Pharmacy Council of Nigeria, the Central Pharmaceutical and Allied Products, and the Pharmaceutical Society of Nigeria, are all involved”, he said.

Representatives of the Anambra government said another good thing about the hub is that there will be pharmacists on the ground to supervise the activities of operators at the hub, thereby relieving them of extra cost.

There have been threats by some traders at the bridgehead drug market that they would relocate their businesses to neighbouring Asaba, the Delta State capital.

However, the Anambra government said that the plan would meet a brick wall, as the regulation of the production and distribution of pharmaceutical products lies exclusively with the federal government.

Hence, their activities will still be illegal.

“There are only three such hubs approved by the federal government in Nigeria in Kano, Lagos and Anambra”, an official said.

Chairman, the Pharmaceutical Society of Nigeria, Anambra State, Pharm. Josephat Obasi urged the Anambra State government to ensure the immediate take-off of the Coordinated Wholesale Centre.

Obasi said the immediate take-off of the center would not only be a major achievement for the governor but also help to protect the lives of residents of Anambra State and Nigerians from the effects of fake drugs.

He called on all regulators to step up their monitoring of patent shops to ensure that unregistered practitioners are closed while registered practitioners do so within the realm of the law. NANFeatures
