Minimum Wage: Akpabio, Abbas, Akume, Edun Fail To Stop Indefinite Strike

0

.As NLC, TUC begin planned industrial action today

.It’s illegal, AGF tells unions

.Strike ill-timed, unnecessary – NECA

By Uche Onyeali and Yahaya Umar, Abuja

Eleventh hour meeting involving President of the Senate, Senator Godswill Akpabio,  and Speaker of House of Representatives, Honourable Tajudeen  Abbas, Secretary to the Government of the Federation, Senator George Akume, Minister For Finance and Coordinating Minister of the Economy, Chief Wale Edun, among other stakeholders, to stop an indefinite strike by organised labour  ended in deadlock as Nigerian Labour Congress, NLC, and Trade Union Congress, TUC, begin an industrial action to press for a new national minimum wage.

Akpabio, told the unions led by NLC President, Comrade Joe Ajaero and his TUC counterpart, Comrade Fetus Usifo, that it would be difficult to negotiate with government during strike actions.

According to him, “I do know that Mr President had set up a very serious committee to negotiate with Labour.  The Secretary to the Government of the Federation and the Head of Service who are here with us have been deeply involved in the negotiations”.

“So the leadership of both Chambers decided to invite everybody here so we can listen to all parties. We are not taking over the work of the executive. We are not taking over the work of the NLC and TUC. But we just said we should hear from you.

“It is very difficult to negotiate for peace in an atmosphere of crisis. If you are on strike it means you are no longer negotiating. And the Nigerian people are desirous in having a closure to the issue of the minimum wage.

“And the government too is very eager to meet the yearnings of the people to a reasonable extent based on the current economic realities. Hence there was need for us to call all parties to the table and to hear from you”, he stated.

The leadership of the unions, however told the National Assembly that it would table its appeal before its members and report back.

Aljazirah Nigeria reports that NLC and the TUC, last Friday declared indefinite strike commencing from Monday, June 3, 2024, after its meeting with the federal government over the minimum wage did not produce any solution.

Hence, the unions have activated the indefinite strike announced last Friday, after rejecting N60,000 minimum wage against its N494,000 demand.

Meanwhile, Attorney General of the Federation, AGF, and Minister of Justice, Prince Lateef Fagbemi (SAN) has told the Nigeria Labour Congress, NLC, and Trade Union Congress, TUC, that their planned June 3 strike action was illegal, unlawful and unconstitutional.

Fagvemi, in a letter to the leadership of the two unions on the consequences of their actions in respect of the planned strike, faulted the mode of its declaration as being in gross violation of the labour laws.

He AGF therefore warned them to shelve the strike and return to the negotiation table so as not to run foul of the law guiding labour dispute.

Fagvemi, who cited various relevant laws, insisted that both the NLC and TUC ought to have served a 15-day notice on the federal government before contemplating any strike action.

He said the two bodies also violated the International Labour Organisation, ILO, laws because the conditions precedent for declaration of strike action were neither employed nor met.

He said the order of the National Industrial Court of Nigeria which barred the NLC and TUC from going on strike is still in force and binding on all parties in the labour dispute.

The letter personally signed by the AGF emphasised that the order of the court had not been appealed by the NLC and TUC neither was it stayed or set aside and counselled the worker’s leaders to respect the subsisting court order.

He declared the planned strike action as premature, illegal, unlawful and unconstitutional and pleaded with the workers not to proceed with it.

The AGF, however, suggested that the two labour unions proceed to the negotiation meeting already adjourned to a date that would be communicated to them.

The letter is copied to the Secretary to the Government of the Federation, Chief of Staff to the President, Minister of State for Labour and Employment, National Security Adviser NSA, Inspector General of Police IGP and Director General, State Security Service SSS.

Also, Nigeria Employers’ Consultative Association, NECA, has urged organised labour to shelve its planned indefinite strike as it could reverse the recent marginal gains on the economy.

NECA’s Director-General, Mr Adewale-Smatt Oyerinde, who made the call in a statement at the weekend, said the strike could incapacitate the private sector.

Oyerinde said that the call for strike was ill-timed and ill-advised, and would not only impoverish Nigerians, “but also escalate the already worrisome unemployment situation”.

“The call for an indefinite strike even when the Tripartite Committee has not completed its proceedings, is ill-advised.

“The committee, being a tripartite committee, with equal right and privileges, was to consult extensively and make recommendations to the President and Commander-in-Chief.

“The president’s final approval will, thereafter, be passed to the National Assembly for legislative action before the president will give assent.

“Aggrieved parties are at liberty to make representations and freely express their views at the National Assembly before a new National Minimum Wage Bill will be passed into law.

“While it is normal for parties to have divergent opinion, the President and Commander-in-Chief has the final authority.

“It is, therefore, worrisome that Organised Labour would call for an indefinite strike when these processes are yet to be concluded,“ he said.

The director-general, however, said that the Organised Private Sector of Nigeria, OPSN, would do all that was necessary, within extant legislation, to protect its interest and survival, should the strike commence.

He said that OPSN remains committed to a new national minimum wage.

He observed, however, that in the current macro-economic circumstances, the odds were greatly stacked against organised businesses with consequential effects on job security.

“It is our strong view that any amount beyond what the OPSN offered, could further escalate the already worsened health of many businesses, especially the Small and Medium Enterprises, and drive others to the precipice.

“That situation could potentially compound the bad unemployment rate and worsen the insecurity situation in the country,” he said.

Oyerinde, also called on the Federal Government to fast-track the implementation of reliefs for Nigerians, while reversing, without delay, the recent hike in electricity tariff.

Zenith Bank And Its First Female MD/CEO

0

By Dr. Jumai Ahmadu

History was made by Zenith Bank Plc with the announcement of the appointment of Dame (Dr.) Adaora Umeoji as the Group Managing Director/Chief Executive with effect from June 1, 2024, subject to approval by the Central Bank of Nigeria, CBN.

Dame (Dr.) Adaora Umeoji, from Anambra state, takes over from Dr. Ebenezer Onyeagwu, whose five-year term expires on May 31, 2024, and is the first female GMD/CEO since the inception of the bank.

Prior to this appointment, Dr. Umeoji has been the Deputy Managing Director of the bank since October 28, 2016 and has close to 30 years cognate banking experience of which 26 years has been with Zenith Bank.

Being a major player in the banking world, Dr. Adaora ‘s appointment is a consolidation of emerging trend in gender mainstreaming in Nigeria’s banking sector, and the new helmswoman will no doubt provide mertious service to Zenith Bank in line with its status as one of Nigeria’s premier banking institutions.

As the new leader to determine the future of one of Nigeria’s leading banks, Dr. Adaora will combine her passion for promoting professionalism in the banking industry with her selfless service to humanity and thus help situate Zenith Bank as a major player in her spheres of operation.

This is a woman who, in an arena of male prevalence, shot to limelight by dint of hard work, discipline, and the abundant grace of God.Her immense capacity, knack for diligent execution of tasks and the content of her character proves that it is not just enough to be intelligent, but equally crucial is the ability to manage men and resources, which is key in generating value for any organization.

The mother of set of twins, Adaora, who joined the bank over two decades ago, was at a time an Executive Director, as well as General Manager, Abuja and later the Deputy Managing Director of Zenith Bank.

Umeoji had been the Deputy Managing Director of the bank since Oct. 28, 2016, with close to 30 years cognate banking experience of which 26 years had been with Zenith Bank.

She did not rise to this new position overnight, neither was it a bed of roses all along. She has the scars of battles she has weathered through and, far beyond societal expectations, today fate has chosen her and so she has reasons to thank God for His blessings.

Already an accomplished woman career wise with a very intimidating profile, she combined beauty plus brain, a very cerebral woman with all the knowledge, skills and experience.

Mrs. Umeoji holds a Bachelor’s degree in Sociology from the University of Jos. An alma mata of the Class of ’96 like this writer, our paths crossed again at the NYSC Orientation Camp, Kubwa, Abuja.

She also holds a Bachelor’s degree in Accounting and a first-class honours in Law from Baze University, Abuja. She also holds a Master of Law from the University of Salford, United Kingdom, as well as a Master in Business Administration from the University of Calabar.

She attended the Advanced Management Programme at Harvard Business School and attended the strategic thinking and Management programme at Wharton Business School, USA.

The first female Zenith Bank GMD also has a Doctorate in Business Administration from Apollos University, USA.

The GMD is well prepared to the change the narrative, given that when momentum is created, coupled with the will to catalyze changes, powerful visions attract ideas, people and other relevant resources.

Mrs. Adaora Umeoji has, by confronting the inertia of societal norms, and with a disdain for superficiality, demonstrated with life’s trajectory that education and politics can fundamentally address transformation of society and the human condition for good. With maturity and experience, she has acquitted herself as deserving of this office.

As the chief executor who supervises the execution of policy and the administrative drive of the Zenith Bank, Adaora, easy going and unassuming but frank to a fault, doesn’t suffer fools for nothing as many have taken to social media to write despicable and unprintable articles against a revered and outstanding woman.

Founder of the Catholic Bankers Association of Nigeria, in 2022, Umeoji was honoured with the national honour of the Officer of the Order of the Niger (OON), as a recognition of her contributions to nation-building by the Federal Government.

Rightly said, her elevation to a new calling in this new office is “reward for industry and excellence” and sad at the same time that whenever a Nigerian woman makes the news as having been appointed to a high position, it ruffles a lot of feathers in the minds of male chauvinists who ignore all call for restraint by seeing such success as a threat and not an opportunity.

It therefore becomes a matter of responsibility to recognize the contributions of a patriot, distinguished and decent Nigerian, who, aiming for a higher purpose, has distanced herself by transcending the trivial and continues to give her all in the service to fatherland.

By becoming beacon of hope and inspiring others, it is our collective prayer that Mrs. Adaora Umeoji’s years of cumulative experience in banking practices in Nigeria will, amidst daunting challenges, help reposition the nation’s banking sector on the path of transparency, profitability, efficiency, innovation, and count in keeping the financial sector on purposeful path.

DisCos To Lose Billions As Manufacturers Insist On Old Tariffs

0

By Yahaya Umar

Following the surge in electricity tariffs for Band A customers in the nation from N66/kWh to N208/kWh, the Manufacturers Association of Nigeria ,MAN, lodged a petition with NERC, urging a reversal of the new electricity rates for its members.

Citing numerous economic challenges confronting manufacturers and business owners in the country, the association argued that the escalated electricity tariffs would further exacerbate the hardships of conducting business in the nation.

Meanwhile, Power Distribution Companies ,DisCos, are reportedly contemplating widespread disconnections of several companies and factories, fearing substantial losses estimated in billions of naira.

Power distribution companies ,DisCos, in Nigeria face billions in collection losses as manufacturers decide to pay the old tariff rates instead of the new rates approved by industry regulators.

The Manufacturers Association of Nigeria ,MAN, has instructed its members across the country to persist in paying the previous rate of N66/kWh to the distribution companies ,DisCos, pending a resolution of the petition filed by the association to the National Electricity Regulatory Commission ,NERC,

NERC approved the new tariff due to financial illiquidity and mounting losses incurred by the DisCos stemming from the lack of a cost-reflective tariff within the power sector.

The Minister of Power, Adebayo Adelabu, had earlier said that the federal government was subsidizing about 67% of the power sector, expected to amount to N2.9 trillion by the end of 2024.

The report also showed that about 52% of electricity costs would not be subsidized monthly as the government has halted a significant portion of the electricity subsidy.

With the refusal of MAN to pay the tariff, DisCos is expected to bear more losses in the coming months.

According to the latest report by NERC, DisCos, revenue collections stood at N294.95 billion out of the N399.69 billion billed to customers in the fourth quarter of 2023, indicating a N105.1 billion loss in total.

AljazirahNigeria learned that manufacturers believe they are being unfairly targeted with high electricity tariffs.

This appears to be part of a government strategy to shift the burden of electricity cross-subsidies onto them, a responsibility previously borne by the government before it ceased subsidizing the sector. The aim is to impose cost-reflective rates on these companies.

Electricity cross-subsidy is a process where tariffs are adjusted so that customers with high demand and more reliable power supply pay higher rates.

This is done to compensate for customers who receive limited power and face affordability challenges.

In a letter dated May 9, 2024, and addressed to its members, MAN instructed them to adhere to the previous tariff rates and urged them not to be deterred by NERC’s actions, emphasizing the association’s commitment to escalating discussions with the DisCos and the federal government.

“In the face of this stark reality and in order to ensure that members’ businesses are not disrupted and the DisCos are not starved of needed revenue, you are advised to pay the old rate on account, whilst we intensify our engagement with NERC/DisCos with a view to ensuring that due process is followed in tariff setting and that our members are only required to pay a fair price for power supplied.

“We have since instructed our Expert/Solicitor to stand ready to take further necessary action to ensure that our members are not intimidated or compelled to pay the rate in dispute”, the letter read in part.

To secure payment of the revised tariff, sources said DisCos are threatening widespread disconnection targeted at companies and factories that have refused to pay the new rate implemented by NERC.

An official who chose to remain anonymous told this newspaper that the power distribution companies would have no choice but to disconnect some of these companies from their services as the old rate remains unsustainable for the electricity providers.

“I think DisCos have no choice but to embark on widespread disconnection to avoid carrying over these losses.

“Meanwhile, we also understand some of the companies are seeking alternatives such as gas and ‘eligible’ customers to reduce their electricity cost”, the source said.

Furthermore, Mr. Ajayi Kadiri, the Director-General of MAN, stated in his correspondence that members have received bills indicating the tariff hike, with some being notified of impending electricity supply disconnections to their factories.

“Our members have been served bills reflecting the increase and some have been informed that electricity supply to their factories will be cut off.

This is rather unfortunate and does not demonstrate the willingness to engage manufacturers with a view to arriving at a mutually beneficial outcome”, Kadri said.

Last Thursday, a panel of NERC adjourned its verdict on the petition by the Manufacturers Association of Nigeria, MAN, indefinitely.

The Vice-Chairman of NERC, who doubles as chairman of the panel, Dr Musiliu Oseni, said that the commission would take some time to review the petition and come up with a fair verdict.

On their part, however, the counsel to MAN, Tola Oshodi, urged the electricity regulator to reverse the recently hiked tariff for Band A consumers, as it was inimical to the manufacturing sector.

“We are here to appeal. MAN was not given an opportunity to make representation before the new tariff was fixed.

“MAN is recognized in the guidelines as a stakeholder that must be engaged before such decisions, but it never happened. The provision for stakeholders’ engagement was not complied with.

“We appeal that the new tariff should be suspended as we go through the process of engagement”, he said.
