Labour’s Proposed Strike Action Unlawful – AGF

Attorney-General of the Federation, AGF, and Minister of Justice, Prince Lateef Fagbemi (SAN) has told the Nigeria Labour Congress, NLC, and Trade Union Congress, TUC, that their planned June 3 strike action is illegal, unlawful and unconstitutional.

Fagbemi, in a letter to the leadership of the two unions on the consequences of their actions in respect of the planned strike, faulted the mode of its declaration as being in gross violation of labour laws.

The AGF therefore warned them to shelve the strike and return to the negotiation table so as not to run foul of the law guiding labour dispute.

Fagbemi, who cited various relevant laws, insisted that NLC and TUC ought to have served a 15-day notice on the federal government before contemplating any strike action.

He said the two bodies also violated the International Labour Organisation’s, ILO, laws because the conditions precedent for declaration of strike action were neither employed nor met.

He said the order of the National Industrial Court of Nigeria which barred NLC and TUC from going on strike is still in force and binding on all parties in the labour dispute.

The letter personally signed by the AGF emphasised that the order of the court had not been appealed by the unions neither was it stayed or set aside and counselled the workers leaders to respect the subsisting court order.

He declared the planned strike action as premature, illegal, unlawful and unconstitutional and pleaded with the workers not to proceed with it.

The AGF, however, suggested that the two labour unions proceed to the negotiation meeting already adjourned to a date that would be communicated to them.

UTME: JAMB Releases 3,921 Withheld Results

Joint Admissions and Matriculation Board, JAMB, has released additional 3,921 withheld results of the 2024 Unified Tertiary Matriculation Examination, UTME.

A statement signed by its spokesman, Dr Fabian Benjamin, yesterday, also stated that 24,535 candidates who sat for UTME have been rescheduled to retake the examination.

The board said the decision was prompted by substantial non-compliance with the Board’s standards in the affected candidates examination centres.

The statement reads in part: “The Board has painstakingly analysed the process and conduct of the 2024 UTME in some centres where there are strong proof of substantial non-compliance with its standards.

”Consequently, 24,535 candidates have been rescheduled to retake the examination in their chosen examination towns on Saturday, June 22. 

“Meanwhile, 3,921 outstanding results that had been cleared have been released.

”Therefore, concerned candidates are urged to check their results from Saturday, June 1 by sending RESULT to 55019 or 66019 to ascertain their status, as those cleared would have their results, while those rescheduled would be told that they had been rescheduled.

“The rescheduled candidates are to print their supplementary examination notification slip from Tuesday, June 4 to ascertain their designated examination centres.

”This brings the total results released to 1,883,350. The rescheduled examination, which will take place on Saturday, June 22, two weeks from now, is to give the affected candidates adequate time to prepare for the exercise.

”This notice does not concern candidates whose results have been released.

”Candidates with prima facie case(s) of examination misconduct would be further interrogated to establish their culpability after which appropriate measures would be taken on them and announced.”

Scorecard: Coalition Lauds Ministers of Steel Devt, FCT, Others

As part of efforts to appraise the current administration as it marks one year in office, Concerned Northern Forum, CNF, has commended the Ministers of Steel Development, Prince Shu’aibu Audu, Federal Capital Territory, Nyesom Wike and Works, Engr Dave Umahi for their commitment towards the success of President Bola Tinubu’s ‘Renewed Hope’ agenda.

The coalition, comprising more than 73 Civil Society Organisations, CSOs, is focused on the development of Northern Nigeria.

Addressing a press conference yesterday in Kaduna, the coalition’s National Vice Chairman, Comrade Muhammad Abbas congratulated President Tinubu for his impactful one year in office and hailed his indefatigable ministers whose performance thrilled and gave Nigerians hope for a better future.

“Today, we are gathered to celebrate and congratulate President Tinubu on his impactful one year in office and also give a scorecard on some performing ministers. This is our modest way of encouraging Nigerians to imbibe the virtues of hard work and excellence.

“Having done our due diligence and evaluated all the ministers, we have identified true patriots who have served the president and indeed Nigerians.

“Based on our scorecard, the following ministers are top performers. Wike has revolutionised infrastructure and land administration in the FCT within a short period of time. 

“Equally deserving of accolades is the minister of works whose giant strides in road construction including the legacy Lagos-Calabar Coastal Highway and Badagry-Sokoto Highway, as well as the ingenious use of cement for construction has drastically cut down the cost of road construction and reduced pressure on foreign exchange.”

According to the CSO, another top performer is the Minister of Interior, Bunmi Tunji-Ojo, whose innovative technology and cost saving means have ushered an era of instant passport application and collection. 

The coalition’s spotlight was however on the minister of steel development whom they described as “a youth like us, a rare breed who has demonstrated enormous capacity and has pioneered policies and projects for the industrialisation and rapid economic development of the nation”.

While appreciating President Tinubu for deploying technical parameters to measure the performances of ministries using key indicators, an initiative championed by Hadiza Bala Usman, the coalition maintained that even though government has done well, the people who are direct beneficiaries of these policies are in a position to give their perspective on the performance of ministers, hence the spotlight on Audu. 

“It is on this note that we have decided to pick Audu as our star performer amongst all the ministers and to make our position known on the historic development in the steel sector within the last one year. We bear witness to the fact that the minister has performed excellently even beyond the expectations of Nigerians, as he strives to revive the hitherto moribund steel sector including the comatose Ajaokuta Steel Complex.

“In line with the vision and blueprint of the president who is determined to stir Nigeria on the path of economic recovery and growth, the minister has already taken steps to explore the possibility of securing up to $5 million funding from the World Bank to finance the 10-year roadmap for the steel and metal sector. This creative solution gives hope to a sector that was unproductive due to negligence and lack of credible administrators and technocrats.

“Already, talks have been completed with Russia’s TyazhPromExport, TPE, Consortium, the original equipment manufacturers and developers of the Ajaokuta Steel Company Limited, ASCL, with a view to explore the options available to revive the company. This collaboration is likely to attract additional $2 billion for the revamping of Ajaokuta Steel Company. The minister is also at the concluding stage of raising ₦35 billion (over $25 million) from local financiers for the revival of Light Steel Mill, LSM, at Ajaokuta”.

The coalition also mentioned “plans towards the establishment of a Compressed Natural Gas, CNG, park at the steel complex in order to tap into the ₦100 billion fund set-up by the federal government, as a major step to bringing back to life, the economically viable industry, as well as revive the steel facilities and research centres in Jos, Plateau State and the National Steel Raw Materials Agency, Kaduna”. 

It thanked President Tinubu for appointing a promising young man who has not just performed credible, but has become a reference point to what youths can do if given the opportunity and assured him of their continued loyalty since his administration has proven to be progressive and youth centred, especially in the areas of industrialisation and job creation.

“As critical stakeholders and youths who are actively involved in the political and social development of our communities, we have great confidence in this administration’s capacity to create jobs and end youth unemployment. We are assuring Mr President of our continued loyalty provided Prince Audu remains in his cabinet. His sterling performance holds promise for other youths in successive administrations”, the statement concluded.

Tinubu Directs MDAs To Patronise NASENI Products

President Bola Tinubu has directed Ministries, Departments and Agencies, MDAs, to patronise technologies and products of the National Agency for Science and Engineering Infrastructure, NASENI, to support Made-in-Nigeria goods and reduce importation.

Tinubu, represented by the President of the Senate, Senator Godswill Akpabio, stated this while commissioning NASENI-Portland Compressed Natural Gas, CNG, Conversion, Filling, Reverse Engineering and Training Centre in Abuja, at the weekend.

He said the use of CNG-powered transportation would reduce pressure on foreign exchange, save money for vehicle owners by converting fuel-emitting vehicles to CNG. He equally lauded the agency for working with private sector collaborators in the effort to establish lithium ore processing plant which will produce lithium battery for electric vehicles.

Earlier in his welcome address, the Executive Vice Chairman/CEO of NASENI, Khalil Halilu, said NASENI-Portland CNG Conversion and Training Centre, a partnership between NASENI and Portland Gas Limited, is a state-of-the-art facility for the conversion of fossil fuel vehicles to CNG, a cleaner and more cost-effective alternative.

Halilu said this facility can convert 15 cars every two hours, translating to an output of 2,700 conversions every month. “Mr President, by our calculation, if Nigeria is able to have 10 of this kind of facility in each of the 36 states and the FCT, we will be able to convert every vehicle in the country to CNG within one year”.

He urged the president to give NASENI approval to convert all the vehicles in the State House’s fleet to CNG. “We are asking for your approval to do this and showcase our capabilities. Secondly, we are offering to carry out CNG conversions for every MDA at a cost.”

Edo Dep Speaker Promises Impactful Laws

Deputy Speaker of Edo State House of Assembly, Mrs Maria Oligbi-Edeko has promised to sponsor people-oriented laws that would directly impact on the people. 

Oligbi-Edeko made the pledge while delivering a keynote address at Benson Idahosa University Law Students’ Association dinner which ended their Law Week in Benin. 

Represented by her Special Adviser, Tom Usigbe, Oligbi-Edeko disclosed that as a former commissioner, she worked tirelessly to ensure the passage of the Violence Against Persons Prohibition, VAPP, law which had become a milestone in the state in particular and the country in general.

The law, according to her, covers rape, sexual harassment, intimidation coercive behaviour, emotional, psychological and economic abuse.

She added that there has been tremendous success in the reduction of gender based violence in the state, following the implementation of the law.

According to her, as a lawmaker in the 8th Assembly, I will do more by ensuring that laws impact directly on the citizens.

She, however, appealed for collaborative and cooperative efforts to achieve a sane, order and egalitarian society where no man is oppressed and where truth and justice reigns.

The deputy speaker advised the law students and youths to stay away from  drugs, stressing that it is ravaging the society. 

Ogun To Join Oil Producing States, As Exploration Commences

Ogun State’s quest to become an oil producing state would soon materialise, as Nigerian National Petroleum Company Limited, NNPCL, is set to begin oil and gas exploration.

Stakeholders in the oil industry,  including the Minister of State for Petroleum Resources (Oil), Heineken Lokpobiri, Managing Director of Shell Petroleum Development Company Ltd, Mr Osagie Okubor; Chief Executive of Nigeria Upstream Petroleum Regulatory Commission, Engr Gbenga Komolafe and the Group Chief Executive Officer of NNPC Ltd, Mr Mele Kyari, visited the state at the weekend to begin oil exploration. 

Lokpobiri, who spoke at the governor’s office in Abeokuta, said Ogun State had always been part of the Dahomey Basin with the prospect of having huge hydrocarbon deposit.

“We decided that we are going to resume exploration in different Basins; we decided to come to Ogun State to reassure the people that we have discoveries here. Ogun has always been part of the Dahomey Basin and our presence underscores the seriousness that the federal government attaches to the exploration activities that we want to carry out here,” the minister said.

Lokpobiri, who added that oil and gas remain the quickest way to Nigeria’s economic prosperity, said his team was in the state in continuation of the campaign for exploration activities.

He said the visit was also to demonstrate the seriousness and commitment of the federal government to shore up its revenue through the oil and gas sector.

Also speaking, Kyari said Ogun State is blessed to be in the Dahomey Basin corridor with expected high deposit of oil, assuring that the corporation is coming back to commence exploration activities, even as he expressed the hope that oil would be found in commercial quantity.

In his remarks, Komolafe said the team’s visit is to demonstrate the commitment of the federal government to grow oil reserves and enhance revenue.

He informed that the Petroleum Industry Act, PIA, makes provision for the funding of the development of Frontier Basins, adding that in line with the commitment and aspirations of government, Nigerian Petroleum Regulatory Commission is working in synergy with NNPCL to leverage on PIA to aggressively carry out oil exploration in Dahomey Basin.

Responding, Governor Dapo Abiodun said Ogun State is part of OPLs 302, 303 306, 307, saying the acreages present unique opportunities for qualification as a frontier exploration state as defined in Section 9 of the PIA.

The country, Abiodun said, holds the second largest reserve in the world, adding that a lot of studies have shown the potential of the basins, which brings Ogun State to the fore and projects it towards becoming a beneficiary to achieve commercial success and derive economic benefits from exploration and production within a minimum time schedule.

Edo Labour Party Suspends Ag Chairman Over Insubordination

Few weeks after a caretaker committee was sworn in by the national leadership of Labour Party, LP, to take over the affairs of the party in Edo State, Acting Chairman of the committee, Mrs Elizabeth Ativie, has been suspended over alleged misconduct and insubordination.

The decision was taken at an enlarged meeting of the State Working Committee, SWC, which was attended by local government chairmen and secretaries of the party.

Chairman of the party in Ativie’s Uhunmwonde Local Government Area, Mr Aghedo Okhiongbamwonyi said the leadership of her Ward 4 handed out the suspension.

Okhiongbamwonyi presented a letter dated May 4 which conveyed Ativie’s suspension to the leadership of the party in the local government.

The letter, signed by Charles Usiesefe and Mike Ighile, the ward chairman and secretary, respectively, said the party’s leadership cautioned her to refrain from parading herself as a member of LP. 

Besides, a letter dated May 30 which affirmed her suspension by the local government, was tendered before the enlarged meeting of the SWC.

Her alleged suspension might not be unconnected with the confusion that ensued at a stakeholders meeting organised by the Independent National Electoral Commission, INEC, where Ativie and Kelly Ogbaloi both claimed to be Chairman of Labour Party.

In a swift response, however, Ativie said she remains the authentic state chairman of the party and that she is not aware of any meeting where she was suspended.

“It is dead on arrival; I am the current  chairman in Edo State.

“They should know that by the constitution of Labour Party, no ward or local government chairman has the authority to suspend anybody or the chairman,” she said.

ISWAP Orders Residents To Vacate Borno Town

Islamic State-West Africa Province, ISWAP, has ordered residents to vacate Kukawa Local Government Area of Borno State or risk being killed.

A residents of the town told AljazirahNigeria that many residents had fled their homes as ISWAP threatened that failure to adhere to their ultimatum in a week would mean facing the terror of death.

Another resident said the terrorists gathered residents of various communities in the early hours of Friday and commanded them to leave their homes before Saturday or risk being killed. They said the deadline is Saturday, starting from today.

“If we don’t leave the area by Saturday, we will face the consequences. Many have left for Monguno and we are leaving tomorrow,” a source disclosed to our correspondent.

Another resident who does not want his name mentioned said they are not going anywhere, adding that it is better to stay with terrorists than to go back to starvation in Internally Displaced Persons, IDP, camps.

Speaking to our correspondent, a youth in the area, Bukar Modu said immediately they received the threat from the terrorists, residents started vacating their communities.

He said while some moved to Kross Kauwa, others left for Monguno.

“They claimed they wanted to preach to us and we were deceived. Instead, they gathered us and their commander ordered our execution. They accused us of betrayal, saying some among us were spying for enemies.

“ISWAP opened fire on us. Over 40 people were killed and at least 35 escaped. One of the terrorists was punished by their commander for allowing some of us to flee.

“Some of the people have returned home, more than 30 persons are still missing. We don’t know if they are alive or dead,” Modu said.

The residents had lived together with ISWAP terrorists for over a year until the conflict that led to Sunday’s killing, a source said.

They appealed to security agencies to take action to protect the community and prevent further attacks.

AlhazirahNigeria learnt that this notice came barely a week after ISWAP terrorists killed 35 fishermen in Tubum Rogo community, leaving 25 others injured with 30 missing.

Geregu Power Signs MoU With Siemens To Increase Generation Capacity

Geregu Power Plc has entered a partnership with Siemens Energy to expand the capacity of the Geregu 1 power plant in the country. 

This was contained in the company’s notice to the Nigerian Exchange Limited sighted by AljazirahNigeria. 

The collaboration formalized through a Memorandum of Understanding ,MoU, signed in Berlin on Wednesday, May 29, 2024, aimed to enhance sustainable, resilient, and efficient power generation. 

It was also to ensure the longevity of assets to support the growth and sustainability of the Nigerian Electricity Supply Industry ,NESI. 

The statement reads: “Geregu Power Plc and Siemens Energy have signed a Memorandum of Understanding to jointly develop solutions for capacity expansion at the Geregu power plant towards ensuring sustainable, resilient and efficient power generation. 

The initiative is to safeguard the longevity of assets aimed at supporting the growth and sustainability of the Nigeria Electricity Supply Industry ,NESI”.  

According to the statement, during the ceremony, representatives from both companies discussed and proposed several solutions, including upgrading the Geregu 1 Power Plant from its current capacity of 435MW to 500MW.  

They also plan to establish combined cycle operations to generate an additional 200MW and construct new builds with lower emission turbines to add 500MW, thereby creating Geregu 3. 

The company noted that these initiatives will bring Geregu Power Plc’s overall nameplate capacity to 1200MW. 

According to the statement, the discussions involve the proposed implementation of various solutions ranging from the upgrade of the Geregu 1 Power plant from its current capacity of 435MW to 500MW. The company also plans to establish combined cycle operations that will generate an additional 200MW.

In addition, they also plan new builds using lower emission turbines with an added capacity of 500MW to birth Geregu 3, bringing Geregu Power Plc’s overall nameplate capacity to 1200MW. 

The company noted that the initiatives are targeted at higher power output, improved efficiency, lower emissions, higher flexibility, longer equipment life span and maximizing shareholder value through increased earnings. 

According to the statement signed by the Company Secretary, Mr. Akinleye Olagbende, Chairman Board of Directors of Geregu Power Plc, Mr. Femi Otedola led the Geregu Power Plc team while Mr. Dietmar Siersdorfer, Managing Director of Middle East and Africa led the Siemens Energy Team. 

The company closed the trading day on Friday, May 31, 2024, at N1,000.00 per share on the Nigerian Stock Exchange ,NGX. Geregu Power Plc began the year with a share price of N399.00 and has since gained 151% on the price valuation. 

Dangote Refinery Begins Export Of First Jet Fuel To Europe – Report

Africa’s largest oil refinery, Dangote Refinery, has started exporting its first jet fuel cargo to Europe. 

This feat represents another pioneering step for the $20 billion facility, which has been quickly increasing production since it began operations in April 2023. 

The first shipment, loaded onto the vessel “Doric Breeze”, left the Lekki Free Trade  Zone in Lagos on May 27 and is now on its way to Rotterdam, Netherlands, as per data from S&P Global Commodities at Sea. 

The shipment includes 45,000 metric tonnes of jet fuel, which was allocated to BP as part of a tender for 120,000 metric tonnes issued by the refinery.  

Spanish refiner, Cepsa, also won part of this tender and is anticipated to deliver jet fuel to the continent shortly. 

The recent shipment of jet fuel to Europe is one of several accomplishments in recent months. To date, Dangote has exported six cargoes of jet fuel/kerosene, all of which were delivered to Senegal, Togo, or Ghana. 

S&P reports that the company is projecting the commencement of its first petrol supplies this month, with ultra-low sulphur diesel anticipated to qualify for export to Europe by the third quarter. 

So far, Dangote has shipped naphtha, fuel oil, and gasoil to markets across Europe, Africa, and Asia.  

In a recent statement in May, the CEO of Dangote Refinery, Aliko Dangote said the refinery will supply its refined products such as petrol, diesel and aviation fuel not only to the Nigerian market but also export to other African countries once the refinery reaches full operation. 

Africa’s richest man said that the refinery will have sufficient supplies of gasoline, diesel, and aviation fuel to meet the needs of the African continent and also to export to Brazil. 

“We started producing jet fuel, we are producing diesel, by next month, we’ll be producing gasoline. What that will do, is it will be able to take most African crudes. 

“Our capacity is too big for Nigeria. It will be able to supply West Africa, Central Africa and also Southern Africa”, Dangote said.  

According to him, the next phase of the refinery will start early next year. 

The Dangote refinery was completed by Africa’s wealthiest individual, Aliko Dangote, with an investment of $20 billion. 

The refinery, with a processing potential of 650,000 barrels per day, is the biggest in both Africa and Europe upon achieving full operational status, which is expected either this year or next. 

The Dangote refinery is expected to significantly reduce Nigeria’s dependence on imported petroleum products. 

Nigeria, despite being the most populous country in Africa and its top oil producer, ironically imports almost all of its fuel. 

Primarily, this is attributed to the nation’s lack of sufficient refining infrastructure, a gap that the new refinery seeks to fill. 

The refinery began operation last month as it sold its first batch of aviation jet fuel and diesel to local marketers in the country.
