Obaseki Launches Technical Talent Devt Policy, Work-Based Learning Programme, Others

The Edo State Governor, Mr. Godwin Obaseki, has launched the Edo State Technical Talent Development Policy (EDO-TTDP) and the Edo State Work-Based Learning Programme (EDOWBLP) as part of a renewed effort to encourage entrepreneurship as well as Technical and Vocational Education and Training (TVET) development.

Obaseki launched the policy during the annual public-private sector business roundtable on technical talent development, held at the New Festival Hall in Government House, Benin City.

The governor, who reaffirmed his government’s commitment to TVET development, noted that the key to changing the narrative and overcoming the country’s myriad of economic challenges is to focus and encourage production and manufacturing.

He said, “As a Country, we have no choice but to emphasize manufacturing and production as that will get us out of the problems we are having today. We have to produce more for ourselves and need to train more persons to achieve this.

“Since I assumed office as governor of Edo State, we have focused on one thing and one thing only – our people. We are in power because of the citizens, the children of Edo State, and our purpose is to use our resources to place our people at the frontline of development and make them globally competitive.

He further said, When we came into office, we had to deal with the mass migration of our young people and we know these are aspirational people who want a better life for themselves and as an administration, we never condemned them but rather looked inward at their aspirations to find out how to meet their needs.

Stating that, If you create what they went to look for outside the home, they will stay at home and use their energy and brilliance to contribute their quota to the development of the State and nation.

He said, We thank our partners in this journey of seven and a half years as you helped us look at the problem. We cannot talk about vocational education without talking about basic education; we had to start from the foundation. For us, in the first four and half years, our focus was on consolidating the foundation of learning, which is basic education.

“We created a foundation of basic education to prepare our children to face the future and compete favourably with their peers across the globe.

According to the governor, We encouraged our students to look beyond certificates as certificates will not feed them but go through technical route to build themselves. This journey was supported by our partners.

“Fixing basic education was challenging and difficult but we had great partners, who are committed and dedicated people to champion it and today, we have been able to fix it. Edo State is one of the accelerator countries as other Africa countries are looking at what we have done to fix the basic education system.”

The governor further stated, Our next challenge is to look at how we can create a TVET system that really works and we need help in this area now. I want to thank the German Government and GIZ who worked with us, helping us to look back at our TVET curriculum and what to do with our TVET structure.

“We were sponsored on a nine-day trip to Germany which gave us the opportunity to look through the German system to understand how their educational system is based on TVET. That has given Germany a competitive advantage today in terms of manufacturing and production. We want to work with them and see how we can do same.

Obaseki said, We are launching the Edo State Technical Talent Development Policy (EDO-TTDP) and Edo State Work-Based Learning Programme because this is the culmination of what we started when we came into government.

We have re-enacted our educational system starting with our basic education. As a government, our role is to provide the framework and infrastructure but can’t provide all the jobs but the private sector can. We’ve gone to China and worked with two polytechnics to offer technical training and scholarships to improve the quality of our learning and certification.

Stating that, As a nation of 200 million people, it’s not possible and sustainable to continue to import all that we consume and wear as most of the materials to produce what we consume is here in our country.

Obasanjo Applauds Sokoto Gov’t For Executing People-Oriented Projects

Former President, Olusegun Obasanjo has lauded the governor of Sokoto State, Ahmad Aliyu Sokoto, for executing people-oriented projects in the state.

The former president made the commendation when the Governor led him to the residence of senator Aliyu Magatakarda Wamakko at Gawon Nama area for a courtesy visit ahead of the commissioning of the projects executed by the administration of Ahmad Aliyu Sokoto in the state.

The former president, while congratulating the governor for executing several developmental projects in the state, he also called on him to continue with the good work he started for the last one year of his administration.

Chief Obasanjo, further called on the Governor to ensure maximum usage of the media to publicize his administration’s activities as those far away from Sokoto can visibly see what the governor is doing for the development of his people.

The former Nigerian president also added that agri-business is the key to generating revenues and reducing youth restiveness and idleness for the socioeconomic growth of the state.

Obasanjo further explained that he is not surprising by the way governor Ahmed Aliyu Sokoto is succeeding in his administration as he has a political mentor who drives him towards that success.

Mr. Obasanjo thanked Senator Wamako for bringing Ahmed Aliyu Sokoto as governor of the state, which he said the son is following the footsteps of his father in terms of initiating good policies and programs for the overall development of the state.

Spokesman to Senator Wamakko, Bashar Abubakar said the Senator while welcoming the August visitor to his residence on behalf of the governor and the former Minister of Police Affairs Muhammad Maigari Dingyadi, Senator Wamakko appreciated Chief Olusegun Obasanjo for honoring the invitation of the governor to come to Sokoto and partake in the commissioning of many developmental projects executed by the administration of Governor Ahmad Aliyu Sokoto.

Senator Wamakko urged the former President not to relent in his efforts in advising the present leaders to ensure doing good for the betterment of the country.

On the current economic challenges facing the country, Senator Wamakko expressed confidence that all that will be the thing of the past,even as he said, is a global phenomenon.

He charged all to join hands to make Nigeria a better and prosperous nation.

He also called on the importation of the products rather than exportation for economic growth of the nation.

Senator prayed Allah Almighty to take the visiting guest back to his hometown safely.

Governor Malam Umar A. Namadi, has approved a minor adjustment on the portfolios of 3 Special Advisers.

This was contained in a statement signed by the Secretary to the Government of Jigawa State, Malam Bala Ibrahim.

Those affected by the adjustment are:
Hudu Babangida, Special Adviser on Chieftaincy Affairs (Dutse Emirate) now Special Adviser to the Governor on Senior Citizens Affairs, Samaila Dawaki, Special Adviser on Chieftaincy Affairs (Hadejia Emirate) now Special Adviser to the Governor on Micro Finance Banks while Lawan Muhammad Garba (Bullet) Special Adviser on Inter- Party Affairs is reassigned to Special Adviser to the Governor on Political Affairs.

TCN Resumes Bulk Power Supply In North-East

The Transmission Company of Nigeria, TCN, says it has restored bulk power supply in the North-East.

According to a statement issued on Tuesday by the TCN’s General Manager, Public Affairs, Ndidi Mbah, the wheeling of power to the zone which commenced on Monday at 9:37 pm followed the restoration of the Jos-Gombe 330kV Single Circuit Transmission line.

“The line now wheels normal load allocation from the National Control Center, NCC, to transmission substations in the North East and to distribution load centers for Kano and Jos DisCos to offtake and distribute to its customers in the North-East.

“We are thankful of every assistance rendered by the governors in the North East and patience displayed by all the affected electricity consumers. Our gratitude also goes to the security operatives who always escorted our contractor and staff to the sites of the incidents as well as the contractor and TCN engineers who quickly mobilized to site at a very short notice.

“TCN is by this release, appealing to residents in communities hosting or close to power installations to be vigilant, and to report any act or suspicion of vandalism to security operatives. This would help us quickly arrest the situation, so as to preserve our power transmission towers and lines nationwide,” TCN said.

TCN originally set a timeline of 27 May to restore supply to the zone which has been in darkness for the past one month due to vandalisation of four towers and transmission lines, but witnessed another setback when the fourth tower collapsed during reconstruction and restringing by engineers, and additional towers and lines were vandalised in the area.

The company had earlier announced the completion of work on the vandalised towers.

The House of Representatives has called on the federal government to set up.strategies for the protection of Nigerians living in Diaspora over cases of
unlawful killings and torture.

The lawmakers at the Green Chambers also urged the Federal Government to prioritize the protection of lives of Nigerians living abroad and leave no stone unturned in pursuit of justice for compatriots who have suffered injustice and oppression in the hands of foreign nationals.

This was sequel to the adoption of a motion of urgent national public importance moved during plenary yesterday by Hon Tochukwu Chinedu Orere.

In his defense for the motion, the lawmaker raised concern over the recent reports of unlawful killings, torture, and inhumane treatment of Nigerian citizens living in South Africa,S/A.

According to the lawmaker, Ebuka Nwoko, 43, popularly known as Jeff, was allegedly murdered while in the custody of South African security officials in Danielskuil, Northern Cape, South Africa.

The lawmaker who is also the
Chairman, House of Representatives Committee on Diaspora and a Member Representing Owerri Municipal, Owerri West and Owerri North Federal Constituency in the National Assembly used the occasion to condernmed in strong term the actions of south African police.

He further expresses profound disappointment and condemnation of what he called” avoidable actions” by members of the South African Police Service, SAPS, adding that such illegality were in violation of human rights and the rule of law.

The lawmaker also cited section 11 of the South African Constitution which he explained supposed to guarantees the right to life and as such, upholds the dignity of human life.

He informed that South Africa as a democratic state is obligated to treat all people with dignity and afford full protection of the law, regardless of nationality, color among others most especially by law enforcement Officers.

He pointed out that the recent tragic and paintul death of Ebuka Nwoko, a 43vear-Old Nigerian allegedly murdered while in the custody of South Atrican security officials, is yet another harrowing example of the severe mistreatment being faced by Nigerians living in that country.

He expressed Saddness, that Nigerian lives are continuously devalued and disregarded, even in nations that claim to uphold democratic values and the rule of law such as South Africa, a nation Nigeria once looked up to as a beacon of hope and progress.

Most lawmakers who contributed during the debate emphasizes the need to engage with the relevant authorities in South Africa, including the South African Government and law enforcement agencies, to ensure that justice is served, and measures are taken to properly investigate the circumstances surrounding the death of Ebuka Nwoko.

“We owe it to our citizens, both home and abroad, to take a stand against the systemic injustice and abuse they face”.

2022 FIFA U20 Women’s World Cup quarter-finalists Nigeria have been drawn to play three-time winners Germany, Venezuela and Korea Republic in Group D of this year’s FIFA U20 Women’s World Cup finals.

Herders-Farmers Conflicts: Bill On Ranching Divides Senate

Heated debate on a bill seeking to outlaw open grazing in Nigeria and replace it with Ranches in states of origin of Pastoralists, divided the Senate on Wednesday but scaled second reading.

The division among Senators on the bill centred around infractions on relevant provisions of the 1999 Constitution, protocols of the Economic Community of West African States ( ECOWAS ) as regards free movements of persons and their property from State to State and country to country .

The sponsor of the bill, Senator Zam Titus Tertenger ( APC Benue North West ) had in his lead debate, submitted that the bill among others, proposes ranching as the only viable alternative for cattle breeding in Nigeria, advocates for the urgent need to transit from traditional livestock keeping method to the modern methods which are safer and healthier to both the herds and the herders.

He added that the ranches be established in the pastoralists state of origin without forcing it upon other states or communities that do not have pastoralists as citizens just as according to him, interested parties in livestock business, must seek and obtain approvals of their host communities to establish ranches for the purpose of peaceful co-existence.

According to him, “reports have it that, since 2016 more than 4000 lives have been lost as a result of farmers herders conflicts.

“Also over 5 million people have been displaced particularly in the Middle Belt Region and other parts of Northern Nigeria. With dwindling productivity in crops production and herds which has reportedly cost the country an average of $3.5 million dollars or 47% of its internally generated revenue “.

“Mr. President, Distinguished colleagues, this 10th Senate has a date with history. We must rise in one accord to sort out this problem of herders-farmers violent conflicts that would, if allowed to linger longer, consume even more lives and properties than the civil war of 1967-1970.

“Therefore, now is the time to put a permanent stop to the endless circle of attacks and counter attacks by our people and their external collaborators.

“Mr. President, now is the time to adopt international best practices in animal husbandry. My

distinguished colleagues, now is the time to bring about a law to stop open grazing. It is old fashioned, hazardous, burdensome and must be discarded”, he stressed .

But during debate on the bill, while Senators Enyinnaya Abaribe ( APGA Abia South) , Garba Musa Maidoki ( PDP Kebbi South), Abba Moro ( PDP Benue South ) , supported the bill , others like Senators Adamu Aliero ( PDP Kebbi Central) , Suleiman Kawu ( NNPP Kano South) , Danjuma Goje ( APC Gombe Central ) , kicked against the bill .

Senator Aliero in opposing the bill, raised constitutional point of order by quoting section 41 of the 1999 Constitution which gives all Nigerians free movement into any state with their property.

He specifically told the Senate that it was wrong for the sponsor of the bill , to propose establishment of ranches in the state of origin of pastoralists alone .

Senator Kawu in his own opposition to the bill, said it was totally against provisions of Nigeria Constitution .

“This bill is against provisions of the constitution and in fact, will compound the crisis of herders / farmers in Nigeria, if allowed to become law,” he said.

As a way of getting the bill stood down, the Deputy President of the Senate, Senator Jibrin Barau ( APC Kano North), said he had advised the sponsor to step it down for limiting establishment of Ranches to states of origin of Pastoralists.

The bill however narrowly scaled second reading when put to voice votes by the President of the Senate, Godswill Akpabio after refusal of the sponsor to step it down.

It was thereafter forwarded to the Senate Committees on Agriculture, Trade and Investment, Judiciary and Legal Matters for more legislative inputs within the next four weeks.

EET Presents Emergency Plan For Economic Stability To President Tinubu

The Economic Management Team’s Emergency Taskforce (EET), established to formulate an immediate action plan required to restore stability, growth, and confidence, in the nation’s economy has developed a comprehensive plan to restore economic stability.

The EET, following its mandate, has identified five key sectors – agriculture, energy, support to businesses, health and social welfare, and macro-fiscal alignment – and proposed necessary interventions to achieve urgent economic stability.

The team comprised participants from the federal government, state governments, and advocacy groups such as the Manufacturing Association of Nigeria and the Nigeria Economic Summit Group to ensure a collaborative approach.

The proposed emergency package, the Accelerated Stabilisation, and Actualisation Plan, has been presented to President Bola Ahmed Tinubu at the Presidential Villa, State House, and Abuja by the Honourable Minister of Finance and Coordinating Minister of the Economy, Mr Wale Edun.

During the presentation, the Minister informed that the plan aims to alleviate the impact of price increases on families, farmers, and businesses, in line with the Renewed Hope priorities.

RMAFC Advocates  Full Autonomy for Local Governments, Backs FG

The Revenue Mobilization Allocation and Fiscal Commission (RMAFC) has advocated for full autonomy for Local Government Councils (“LGCs”) in the country just as it backs the Federal Government in its ongoing efforts to free LGCs from the firm control of State Governments through legal means by giving effect to the provisions of the Constitution.

The RMAFC Chairman, Mr. Mohammed Bello Shehu, in a statement, signed by the Head, of Information and Public Relations Maryam Umar Yusuf revealed that LGCs, as the third tier of government domesticated at the grassroots level, ought to be outside the control of State and Federal governments as they are solely established to ensure effective governance at the grassroots level. The Constitution of Nigeria recognizes federal, state, and local governments as three tiers of government and that the three recognized tiers of government draw funds for their operation and function from the Federation Account created by the Constitution

Mr. Shehu decried State governments’ dominance over the affairs of LGCs which emasculates their political, administrative, and fiscal independence hence their inability to provide quality service delivery in the area of infrastructure and social services to the grassroots as provided for in the Constitution.

He noted that the political control of LGCs has made it virtually difficult and almost impossible for the masses to decide who becomes their leaders at that level of governance, which is closest to the people. 

The statement added that the Commission thinks that giving full autonomy to LGCs will reduce the rate of poverty and rural-urban migration, and bring more dividends of democracy to the people just as it will attract more qualified candidates for council elections that will improve the governance system at all levels in the long run.

“Full autonomy will engender good governance, transparency, and accountability at the local level. Security challenges like banditry, kidnappings, terrorism, electoral violence, etc, would be reduced to the barest minimum if the quantum of funds meant for local governments is channeled towards rural development.” 

He added.  “This will raise agricultural productivity, increase income generation, arrest rural-urban migration, create wealth, and generally improve the socio-economic living conditions of the rural populace”.

The Chairman posited that the current spate of insecurity in all parts of the country could be arrested if LGCs are granted full autonomy as local government administration being the closest level of government for effective participation of the teeming population of the country in its governance system would avail the local population greater independence to determine their development needs.

Mr. Shehu emphasized the importance of granting full autonomy to LGCs, allowing them to recruit, manage staff, raise finances, make bylaws, and discharge their functions without State government interference, thereby ensuring their full bureaucratic autonomy.

 “Financial autonomy of local government entails the freedom to impose local taxation, generate revenue within its assigned sources, allocate its financial and material resources, determine and authorize its annual budgets without external interference. It also relates to the disposition of tax powers, retention of revenue, and methods adopted in sharing centrally collected revenue by the constitutional responsibilities of all levels of government”. He maintained. 

The Chairman further said,  “It is worth noting that the Constitution has made it explicitly clear that there must be a democratically elected local government system in place and that the Constitution has not made provisions for any other systems of governance at the Local Government level other than democratically elected local government system”

It is the position of the RMAFC that Local Governments should be granted fiscal autonomy by paying statutory allocations from the Federation Account directly to their coffers.

The Commission therefore fully supports the ongoing suit instituted by the Federal Government asking for an order permitting the funds standing in the credits of local governments to be directly channeled to them from the Federation Account. 

 He stressed that RMAFC would continue to be a strategic partner in the efforts to reposition local government councils to discharge their constitutional responsibilities in Nigeria, calling on CSOs and the

 media to be at the forefront of efforts to ensure that local government autonomy becomes a reality in Nigeria.
