ICPC Commences Probe Into Alleged Discrepancies In Students Loan Disbursement

Independent Corrupt Practices and Other Related Offences Commission (ICPC) has initiated an investigation into alleged discrepancies in the disbursement of student loans under the Nigeria Education Loan Fund (NELFund).

The investigation was prompted by a recent media report claiming that 51 tertiary institutions were involved in illegal deductions and exploitation related to the NELFund scheme.

These institutions allegedly made unauthorised deductions ranging from N3,500 to N30,000 from each student’s institutional fees received through the loan fund.

A statement yesterday by ICPC spokesperson, Demola Bakare, said preliminary findings had revealed a significant gap in the financial records of the disbursement process.

He noted that while the federal government  released N100 billion for the scheme, only N28.8 billion was disbursed to students, leaving an unaccounted sum of N71.2 billion.

Bakare said commission’s chairman’s special task force immediately began its investigation upon receiving the report.

He said letters of investigation and invitations were sent to key stakeholders, including the director general of the budget office, the accountant general of the federation, and senior officials from the Central Bank of Nigeria.

Bakare said Akintunde Sawyerr, the managing director of NELFund, has also been invited to provide documentation and explanations relevant to the case.

According to the ICPC, the total money received by NELFund as of March 19, 2024, was N203.8 billion.

“The breakdown showed that N10 billion was an allocation from the Federation Allocation Account Committee, N50 billion was from the Economic and Financial Crimes Commission, N71.9 billion was from the Tertiary Education Trust Fund, while another N71.9 billion was also from the same Tertiary Education Trust Fund,” the statement reads.

“The ICPC found that the total amount disbursed to institutions from inception to date is about N44,200,933,649.00, with 299 institutions having benefited from the funds released. To date, the total amount disbursed to 299 beneficiary institutions stands at approximately N44.2 billion, with 293,178 students having benefited from the fund.

“The ICPC confirmed that a clear case of discrepancies has been established in the administration of the student loan scheme and announced that its investigation will now extend to beneficiary institutions and individual student recipients.”

Workers’ Day: Nasarawa Speaker Assures Robust Legislations For Enhanced Welfare

Nasarawa  State House of Assembly Speaker, Danladi Jatau, has reaffirmed the commitment of the 7th Assembly to continue to provide robust  legislations that will better the state workers’ welfare.

Jatau made the remark in a statement to mark the 2025 Workers Day, signed by his Press Secretary, Mr Jibrin Gwamna and made available to newsmen in Lafia on Thursday.

The speaker described workers as engine room of the government.

Jatau congratulated Nasarawa workers on the unique day, and further described them as ‘’hardworking, understanding and patriotic citizens that deserve every support and motivation”.

He commended the workers over their commitment to duty.

” I want to assure workers of full legislative support and partnership towards encouraging and supporting government to better their welfare at all times”, he said

He acknowledged the patience and understanding of workers with government at all times and called for more collaborative efforts for peace, unity and development of the state.

The speaker commended Gov. Abdullahi Sule for the enhanced workers’ welfare, training and retraining, prompt payment of salaries, pension and gratuity for retirees in the state.

Jatau also commended the employment of casual workers into mainstream civil service, while acknowledging other achievements of government in the civil service.

“Hence the need for the Assembly to give more support and encouragement to the government to do more”, he added

Jatau acknowledged the workers’ support to the government and called for a sustained and effective working relationship between the Labour Unions and government for the smooth administration of the state.

He urged workers to continue to work as a team and contribute positively to the development of the State.

The Speaker added that the State Assembly would continue to strive for their enhance welfare at all times.

Nigeria Must Intensify Strategies To Achieve Sustainable Devt – Gbajabiamila

 Chief of Staff to the President, Femi Gbajabiamila, says Nigeria must intensify its internal strategies to achieve sustainable development with shrinking global multilateral cooperation.

Gbajabiamila said this during the official validation of the 2025 Voluntary National Review ,VNR, the inauguration of Nigeria SDGs Progress Report 2024 and unveiling of Inclusive Data Charter ,IDC, Action Plan, on Wednesday in Abuja.

“In a shrinking multilateral space, we must look inwards for sustainable solutions to our economic, social and environmental challenges”, he stated.

Gbajabiamila underscored the vital role of the SDGs as a strategic framework to guide these efforts.

He noted that Nigeria’s commitment – demonstrated by the successful conduct of VNRs in 2017, 2020, and now 2025 – reflected the government’s resolve to meet the 2030 target.

He commended Princess Adejoke Orelope-Adefulire, the Senior Special Assistant to the President on SDGs, for her tireless leadership in coordinating the process.

He explained that the 2025 VNR followed six regional consultations held in March 2025 across Nigeria’s six geopolitical zones.

He said exercise assessed progress, identified gaps, and gathered input for the upcoming High-Level Political Forum ,HLPF, at the United Nations in July.

He explained that the consultations underscored the importance of inclusive, participatory, and evidence-based approaches to fast tracking the implementation of SDG.

Gbajabiamila also called on ministries, departments, agencies, development partners, the private sector, academia and civil society to deepen collaboration and mobilise resources to ensure no one was left behind in Nigeria’s sustainable development journey.

He reiterated the Tinubu administration’s unwavering commitment to the SDGs, describing sustainable development as a cardinal objective within the Renewed Hope Agenda.

He conveyed President Tinubu’s best wishes, noting his strong interest in achieving the SDGs.

“When world leaders adopted the 2030 Agenda for Sustainable Development, they envisioned a just and truly egalitarian society where no one is left behind.

“Achieving the SDGs will mean ending poverty and hunger, safeguarding our ecosystem and ensuring our people live in peace and prosperity by 2030 and beyond,” Gbajabiamila said.

In her welcome address, Orelope-Adefulire told stakeholders that the national validation workshop reinforced Nigeria’s deepening commitment to the 2030 Agenda.

She noted that nearly a decade after the adoption of the SDGs at the 70th UN General Assembly, Nigeria continued to demonstrate resolve in achieving them.

She referenced the 2024 United Nations SDGs Report, which showed that only 17% of global targets were on track, with developing countries and the poorest populations bearing the greatest burdens.

“Lack of progress towards the SDGs is universal, but developing countries and the world’s poorest people are bearing the brunt,” she remarked.

Orelope-Adefulire described the VNR process as a critical component of the HLPF review mechanism, offering transparency and accountability at the national level.

She noted that Nigeria’s 2025 VNR was the product of extensive consultations across all six geopolitical zones.

North-east Governors To Adopt Multidimensional Approach Against Insurgency

 North East Governors’ Forum on Thursday has  resolved to adopt multidimensional approach through kinetic and non-kinetic strategies in tackling insecurity challenges in the region.

The form made the decision in a nine-point communiqué read by Gov. Agbu Kefas of Taraba at the end of its 11th meeting in Damaturu.

The governors said addressing insecurity in the region must go hand-in-hand with tackling youth unemployment, poor infrastructure, weak education systems and widespread poverty related problems.

The Forum while commending the Federal Government toward improving the national security also expressed concern with the resurgence of insurgents activities in some  parts of the region.

“The Forum calls on the Armed Forces, other security agencies, and community leaders to reappraise their strategies in the ongoing counter-insurgency operations,” the governors said.

The forum also drew attention to the deteriorating condition of federal roads in the region, which they said had worsened insecurity and hampered economic recovery.

The governors, however, called on President Bola Tinubu to prioritise the completion of abandoned federal road projects.

The Forum pledged to deepen collaboration in attracting investments in agriculture, renewable energy, climate adaptation, and vocational training to create employment and reduce youth vulnerability to extremist ideologies.

The governors expressed appreciation for the efforts of the North-East Development Commission (NEDC) and urged it to intensify stakeholder engagement and prioritise road and transport infrastructure projects.

The forum also supported the expansion of the Nigerian Law School Yola Campus and resolved to assist with hostel accommodation, water supply, and other facilities.

The governors further pledged to support the National Commission for Al-Majiri and Out-of-School Children Education by providing offices in each state and adopting a unified regional strategy to reintegrate out-of-school children into formal and vocational learning systems.

The News AgencyofNigeria ,NAN, reports that the meeting was attended by the Governors of Adamawa, Borno, Gombe, Taraba, and Yobe States, while Bauchi State wad represented by the Deputy Governor.

The meeting was chaired by Gov. Babagana Zulum of Borno and Chairman of the Forum

NAN reports that the forum announced that its 12th meeting will hold from July 27 to 29 in Jalingo, Taraba. 

Arewa Youth Fault Calls For Emergency Rule In Zamfara

The Arewa Youth Vanguard, AYV, on Thursday, condemned recent calls by some unnamed groups for the imposition of emergency rule in Zamfara State, describing the demands as “misguided and dangerous.”

The group alleges that these statements were orchestrated by the Minister of State for Defence, Dr. Bello Matawalle, in a bid to advance personal political ambitions.

In a statement by its National Coordinator, Lawal Dantala Mani, the AYV warned against politicizing Nigeria’s security gains and accused Dr. Matawalle of undermining the very government he serves.

The AYV emphasized that security governance in Nigeria remains the exclusive responsibility of the federal government, and it is therefore inappropriate for any senior defence official to suggest otherwise.

Mani said: “It is evident that some individuals are weaponizing the successes of the Nigerian Defence Forces to further their ambitions, hoping to ascend to higher political positions without regard for the implications of their actions on the government they serve and the national security of our beloved country.

“First and foremost, we challenge the writers of the statement to elucidate the precise authority over Nigeria’s security assets. It is imperative to understand that the command and control of the Army, Police, and other security agencies fall solely under the purview of the federal government.

“This fundamental structure of governance is enshrined in our constitution, and it is therefore, disconcerting for a high-ranking defence official casting doubt on the established framework that governs our national security.

“Moreover, it raises critical questions as to why the statements believed to be sponsored by Dr. Matawalle, have chosen to single out Zamfara State in his calls for emergency rule while neglecting the pressing security challenges faced by other states such as Borno, Benue, Niger, and Plateau.

“Is the plight of the people in Zamfara more significant than that of their compatriots in these states, who have endured similar or even more severe security threats? Such selective attention to regions in distress undermines the collective struggle of all Nigerians against insecurity and sends a troubling message about the motives behind these calls.

“It is worth noting that the narrative surrounding security in Nigeria is not as bleak as some would have us believe. The recent improvements in security across many parts of Northern Nigeria, including the Kaduna-Abuja highway, where citizens can now travel without the paralyzing fear that once gripped them, is a testament to the efforts of our security forces.

“These achievements should be acknowledged and celebrated rather than undermined by calls for emergency measures that could further destabilize the region.

“The actions raise serious concerns about the credibility and integrity of the government he serves. It is curious that a Minister of State for Defence would undermine the very government that appointed him. Such behavior not only erodes public trust but also jeopardizes the collective efforts being made to combat insecurity in our nation.”

Highlighting improvements in national security, the AYV pointed to recent successes such as increased safety along the Kaduna-Abuja highway as evidence of progress.

It warned that calls for emergency rule threaten to destabilize the region and discredit the achievements of Nigeria’s security forces.

He said: “The statements raise alarms about the potential for political opportunism, especially when set against the backdrop of the broader security challenges faced by several states across the nation.

“We must sound a warning regarding the dangers of appointing individuals who lack the requisite competence and experience to serve in critical roles within our government. When individuals are driven by greed for power and excessive ambition, they risk undermining the very institutions they are meant to protect and serve.

“This is particularly troubling in the context of national security, where the stakes are incredibly high, and the consequences of mismanagement can be dire. The AYV urges the government to be vigilant in its appointments, ensuring that those who hold positions of authority are not only qualified but also committed to the welfare of the nation.

“In light of this, the AYV calls upon President Bola Ahmed Tinubu, the National Security Adviser, and the Defence Ministry to take immediate steps to restore law and order in the state.

“Such actions must be accompanied by a thorough investigation into the allegations of the involvement of top government appointees in the misinformation and manipulation that threaten the integrity of our security forces.”

May Day: Gov Yusuf Announces Major Civil Service Reforms In Kano

Kano State governor, Abba Kabir-Yusuf said his administration has embarked on comprehensive reforms aimed at revitalising the civil service, pension management and institutionalising continuous training for workers.

Yusuf disclosed this on Thursday in his address at the May Day celebration held at Sani Abacha Stadium, Kano.

He described the celebration as a tribute to the historic struggle for workers rights, dignity and justice, noting that the day goes beyond a public holiday.

“Today is not merely a public holiday; it is a day rooted in sacrifice and the pursuit of justice, equity and the dignity of labour,” he said.

The governor recalled that Kano was the first state to host an official May Day event in 1980, under the late Governor Abubakar Rimi and pledged to sustain that legacy through policies focused on the welfare of workers.

Yusuf announced that the state government had adopted a new minimum wage of N71,000 for civil servants, placing Kano among the first states in the country to implement the wage increase.

“Through deliberate and determined efforts, we have ensured that the new minimum wage in Kano State now stands at ₦71,000. This step is critical in boosting morale, reducing economic hardship and enhancing productivity,” he said.

The governor highlighted key initiatives targeting the revitalisation of the civil service, including institutionalising regular training and capacity building through workshops and partnerships with institutions such as the Administrative Staff College of Nigeria, ASCON.

“These efforts are part of our broader strategy to modernise administrative processes and ensure that civil servants are equipped with the skills needed to meet contemporary governance demands,” Yusuf said.

He stated that his administration is also reviewing critical operational documents such as the Civil Service Rules, Financial Instructions and the Scheme of Service to bring them in line with best practices.

According to him, the reforms are expected to improve productivity, enhance discipline and streamline service delivery across government ministries, departments and agencies.

The governor said similar reforms are being introduced into the pension system to ensure timely and equitable payment to retirees.

“Pension reform is not just an administrative task; it is a moral obligation to those who have served the state with honour,” he said.

Yusuf reaffirmed his commitment to transparency, professionalism and the welfare of civil servants and pensioners, describing them as central to the success of government’s operations.

He called for the cooperation of all stakeholders in the public service to support the successful implementation of the reforms. (NAN)

Oyo: Tertiary Institutions, Judiciary Yet To Enjoy New Minimum Wage – NLC

Nigeria Labour Congress, NLC, Oyo State Council said  state-owned tertiary institutions, judiciary and some Ministries, Departments and Agencies, MDAs, are yet to receive the new minimum wage.

Chairman of the council, Mr Kayode Martins stated this during the 2025 Workers Day celebration in Ibadan, on Thursday.

Martins said though Governor Seyi Makinde had approved N80,000 as minimum wage which have been paid to some workers,  the approval  requires the increment of subvention for some MDAs, state owned tertiary institutions and the judiciary for them to be able to pay the new wage.

“As we are talking, some MDAs, judiciary and state tertiary institutions are finding it difficult to pay the increment in salary, as a result of the approval of N80,000 as new minimum wage, even  retirees have not been enjoying it too.

“We want the state government and other authorities to take note  and act on it,” he said.

Martins, however, appreciated the Oyo State government for paying N80,000 minimum wage, an amount higher than the one approved by the federal government for workers.

He  said the new minimum wage is no longer enough for workers due to some policies of  government which had caused hardship. 

The chairman said the 2025 Workers’ Day celebration was to call the attention of the federal government to the hardship faced by workers and citizens in the country.

Also speaking, State Chairman of the Trade Union Congress, TUC, Mr Bosun Olabiyi-Agoro said Nigerians are currently experiencing hardship due to the policies of the Bola Tinubu-led administration.

Olabiyi-Agoro said the organised unions in the country would not relent in fighting for the rights of workers and citizens. 

He called on government at all levels to prioritise education, welfare and protection of citizens.

Olabiyi-Agoro said the union would not act as an antagonist to the favourable policies of government and would continue to provide useful advice.

State Secretary of Nigeria Union of Pensioners, NUP, Dr Olusegun Abatan commended Governor Makinde for approving the review of pension.

Abatan said the review had placed  pensioners in Oyo State as one of the highest paid  in Nigeria.

Speaking, Governor Makinde represented by his Deputy, Adebayo Lawal, pledged his commitment  to the welfare of workers  and promised not to marginalise them in the scheme of things.

Makinde, who reeled out his achievements to workers since assuming office to include prompt payment of salary, promotion among others, said government would continue to support and create a conducive environment for workers to discharge their duties effectively.

“We are committed to eliminating backlog of arrears workers and ensure that workers are given their dues,” he said. (NAN)

Ebonyi State governor, Francis Nwifuru  has announced N10, 000 May Day celebration gift to  workers in the state.

Nwifuru made the disclosure at the May Day celebration in Abakaliki, on Thursday. 

The governor described the workers as the “engine room” of government and pledged his continued support to their well-being.

“According to him, I will remain indebted to  workers in the state and under my watch, they will remain a symbol of excellency.

“Today’s May Day celebration is the reflection of workers contributions to  nation building.

“I understand the challenges you face; my administration is committed to tackling them. We are committed to promoting a conducive civic space for workers.

“We must stay together as partners in progress for a better Ebonyi,” he said.

Earlier, the State Chairman of Nigeria Labour Congress, NLC, Professor Ogugua Egwu, and his Trade Union Congress, TUC, counterpart, Mr Chidi Igboji, in a joint address, commended Nwifuru especially on the implementation of the N75, 000 minimum wage.

On the unions demand from the governor, they expressed worry over the delay to deploy shuttle busses to the state secretariat, Centenary City.

“Workers in the state are in serious need of housing  due to the high cost of rentage in the state. Provide more housing estates for our members.

“There is the need to increase the pension of retirees as it is obtainable in other parts of the country. Equip government offices in the secretariat among others,” the organised labour union added.

Niger State governor, Umaru Bago has praised  civil servants  for their commitment to the service of their fatherland. 

While addressing workers  to commemorate the 2025 May Day in Minna, the governor acknowledged the significant role of workers in nation-building.

He noted that civil servants are indispensable in governance, as  they serve as the engine room that drives the effective implementation of government policies and programmes.

The governor commended   organised labour and the entire workforce  for demonstrating resilience and understanding with the present administration, especially in the face of the prevailing harsh economy.

He reminded  workers of the need to ensure professionalism and keep to the Civil Service ethics, while remaining focused, dedicated and committed to their duties.

Bago expressed the determination of his administration to reposition the civil service and make it more efficient and effective in service delivery. 

He assured that the welfare of workers remains paramount to him.

In his address, the State NLC Chairman, Comrade Idrees  Lakpene commended the governor for his commitment to the welfare  of civil servants.

Lakpene expressed optimism that the governor would provide more succour to civil servantsz just as he has exemplified in the payment of the new minimum wage.

Workers Day: Okpehbolo Raises Minimum Wage  To N75,000

Edo State governor, Senator Monday Okpebholo has increased the minimum wage for Edo State workers from N70, 000 to N75,000 to  improve their standard of living.

Okpebholo made the announcement while delivering his May Day speech at the Samuel Ogbemudia Stadium in Benin City.

While appreciating the contributions of workers to the growth and development of Edo State, the governor  said his administration would always seek ways to improve the welfare of workers.

Okpebholo noted that May 1 is a special day set aside to honour the hardworking men and women who keep the state moving forward as they support their families with dignity and strength.

“Today, I am proud to announce that our administration has approved a new minimum wage of N75,000 per month for Edo workers.

“It is our way of saying thank you. We believe that this will make a real difference, and in return, we count on your renewed dedication as we build a better Edo together,” the governor said.

He stated  that the recruitment of 450 clinical and non-clinical staff for hospitals and the regularised 126 contract staff at Edo State Specialist Hospital will strengthen the health system and also improve job stability for health professionals.

The governor also   disclosed that his administration had cleared outstanding salary arrears owed  Edo State Polytechnic staff. 

He promised   timely payment of salaries and pension; steady recruitment where needed to improve service delivery; staff welfare and development and ensuring that Edo workers are treated with dignity and fairness.

Speaking, the Acting State Chairman of Nigeria Labour Congress, NLC, Comrade Bernard Egwekhide commended the governor for the  implementation of laudable policies and programmes towards alleviating the suffering and hardship faced by  workers and pensioners.

He noted that the theme, ‘Reclaiming the Civil Space in the Midst of Economic Hardship,’ is apt and thought provoking, as it bordered on the very serious challenges faced by workers and the people as a result of the present day economic hardship in the country.

Egwekhide thanked the Okpebholo-led administration for taking the welfare of Edo workers  seriously and embarking on interventions that, to a great extent, enabled workers  to enjoy their civil rights.
