FCCPC Engages DISCOs On Replacing Meters As Phase-Out Begins

The Federal Competition and Consumer Protection Commission (FCCPC) has initiated discussions with Distribution Companies (DISCOs) and other key stakeholders in the electricity sector to ensure transparency and accountability in the ongoing metering process.

This engagement is in response to widespread customer complaints, particularly about the phase-out of Unistar prepaid meters by Ikeja Electric Plc and other DisCos.

In a statement released in Abuja on Tuesday, FCCPC’s Director of Special Duties and Strategic Communication, Ondaje Ijagwu emphasized that the discussions aim to clarify the phase-out procedure and ensure that consumers are not burdened with the cost of replacing the phased-out meters. The FCCPC is working to ensure that DisCos adhere to regulatory guidelines, preventing unfair charges or the imposition of estimated billing on consumers.

Ijagwu noted that Ikeja Electric Plc recently announced that Unistar prepaid meters, which were deployed over a decade ago, will no longer be supported starting November 14.

This is due to technological upgrades and the Token Identifier (TID) rollover issue. However, the announcement has raised concerns among consumers about potential financial implications, particularly whether they would need to bear the cost of meter replacement.

“Consumers are also worried about the possibility of being placed on arbitrary estimated billing during this transition, which would violate existing regulations,” Ijagwu said, adding that poor communication from the DisCos about the phase-out process has further fueled uncertainty and distrust.

In line with its mandate to protect consumers and promote fairness, the FCCPC is engaging with the Nigerian Electricity Regulatory Commission (NERC), the Nigerian Electricity Management Services Agency (NEMSA), and all eleven DisCos. The Commission aims to prevent any exploitation of consumers during this upgrade and will intensify its consumer education efforts on their rights regarding metering and electricity billing.

Ijagwu reaffirmed the FCCPC’s commitment to ensuring that consumers are treated fairly during this transition, stressing that the intervention aligns with President Bola Tinubu’s “Renewed Hope” agenda, which seeks to guarantee fair treatment for Nigerian consumers and access to essential services like electricity. The FCCPC will continue to advocate for consumer protection and ensure that service providers operate transparently and in the best interests of consumers.

WAEC To Commence WASSCE For Private Candidates Friday

West African Examinations Council, WAEC, will begin a Computer-Based West African Senior School Certificate Examination, WASSCE, for private candidates on Friday, October 25 with the second series running from October 25 to December 20.

The council, in a statement yesterday, also extended the registration period to Tuesday, October 29. 

According to the statement, “The examination will adopt the hybrid mode, which implies that the objective questions would be answered on screen, while on-screen essay and practical questions would be answered on the booklets provided.

“On this note, the council wishes to inform all candidates that the registration period has been extended to October 29.

“Final timetable for the examination is available for download on WAEC Nigeria’s website,”part of the statement reads.

Reps To Grant Full Autonomy To LGAs, Enhance Judicial Independence

Speaker of the House of Representatives, Tajudeen Abbas has reiterated parliament’s determination to grant full and operational autonomy to local government areas in Nigeria. 

The speaker gave the assurance yesterday in Abuja while delivering a keynote address at the ‘Learning, Dissemination and Inception’ occasion organised by UK Foreign, Commonwealth and Development Office, FCDO, in collaboration with Policy and Legal Advocacy Centre, PLAC, and the Partnership to Engage, Reform and Learn, PERL, project.

Abbas, who was represented by his Deputy, Benjamin Kalu, also stated that judicial reform is on the priority list, to enhance their independence, efficiency and accountability. 

According to him, the reforms were outlined in the 10th Legislative Agenda of the House. 

Abbas explained that the engagement offered a good opportunity to reflect and evaluate the critical lessons learned from FCDO’s interventions, which according to him, played an instrumental role in advancing democracy and governance in Nigeria, particularly within the legislature.

“As we approach the mid-term of the 10th Assembly, our commitment to collaboration with civil society organisations remains steadfast. We are working diligently to deliver on key areas outlined in our Legislative Agenda, particularly constitutional review, judicial and electoral reforms. 

“Our Committees on Constitution Review and Electoral Matters are fully engaged, with ongoing support from PLAC and FCDO. We are determined to ensure that these reforms strengthen our democratic institutions and contribute to developing a more just and equitable society.

“One area of particular concern is the local government system, a vital but often neglected tier of governance. As our Legislative Agenda outlines, we 

are committed to ensuring that local governments have full financial and 

operational autonomy. These reforms are essential for empowering local 

governments to serve their communities effectively and restore public trust 

in grassroots governance,” he said.

The speaker assured of the commitment of the 10th House towards improving the lives of the citizenry through the enactment of all-inclusive legislations. 

“The 10th National Assembly remains focused on this approach, continuously seeking ways to improve the lives of our citizens through responsive and inclusive lawmaking.

“A notable example of our commitment to engage with citizens was convening the Citizens’ Town Hall on the 2024 Appropriation Bill. This event 

provided a platform for direct dialogue between lawmakers and the public, 

enabling legislators to understand citizens priorities better and reflect 

them in the budget. 

“This initiative also highlights the broader challenge of diminished public trust in government institutions in Nigeria and across Africa. We are gradually rebuilding confidence in the legislative process by facilitating such engagements.” 

Yobe Commissioner Assures Of Rejuvenated Information Sector

Yobe State Commissioner for Home Affairs, Information and Culture, Abdullahi Bego has stressed the need for more financial backing to reinvigorate the state’s media outfit, especially Yobe Television, YTV, for better performance.

Bego made the appeal when he led the management of the ministry and chief executives of various agencies under the ministry for the 2025 bilateral budget discussion.

The bilateral discussion, which was chaired by the Permanent Secretary, Ministry of Budget and Economic Planning, Alhaji Hamidu Babi took place in Damaturu.

The commissioner stated that it is high time for the state to have a standard television house that will not only defend the interest of the people, but compete favourably with other television stations across the country.

He said analysis showed that the equipment of the television station is obsolete to the extent that repairing it is as good as wasting public funds, taking into cognisance the modern and portable means of setting and operating a television station.

“If individual organisations and associations can establish, manage and operate modern satellite television stations 24/7, I see no reason why we as a state will continue spending huge sums on old technologies that are out of tune with today’s realities.

“It is quite unfortunate that we rely on other stations to air our stories due to their reach, as such we must work towards rejuvenating our media outfits for better wider coverage and services,” Bego stated.

He said plans had reached an advanced stage towards providing digital equipment for the state Printing Corporation, while for the state Radio, Yobe Broadcasting Corporation, very soon the signal, especially FM will cover the northern part of the state and even beyond.

He commended the Ministry of Budget and Economic Planning for its untiring efforts towards ensuring a realistic and people- oriented budget proposal.

Gov Mohammed Commends Emergency Medical System In Bauchi

Bauchi State governor, Senator Bala Mohammed has requested the Federal Ministry of Health to assist in the establishment of a functional Polymerase Chain Reaction, PCR, Centre in order to improve its capacity in the management of infectious diseases.

The governor, who made the request at the opening ceremony of the 2024 ministerial retreat of the Federal Ministry of Health held in Bauchi, noted that despite having qualified staff and molecular laboratories, Bauchi is currently taking samples to Gombe State, resulting in delays and increased costs.

Represented by his Deputy, Auwal Jatau, Governor Mohammed also appealed to the Federal Ministry of Education to facilitate the inclusion of health training institutions in TETFund’s intervention in a move to enhance healthcare training in the state.

He said his administration understands the importance of collaboration among stakeholders to build a healthy and prosperous nation, hence remain open for partnership with the federal government, international organisations, NGOs and the private sector to save lives and enhance the wellbeing of citizens. 

According to him, since the inception of his administration in 2019, it has declared a state of emergency in the health sector which paved way to prioritise healthcare in the state’s budgets with the allocation of over 15 percent of the total budget.

The governor, who noted that the administration’s focus had also been on health infrastructure with major renovations in hospitals and health centers, said it had renovated 27 general hospitals and is working to upgrade over 1,200 primary healthcare centres, ensuring that they are equipped with state-of-the- art medical equipment.

“Our administration has made significant strides in providing physical infrastructure across sectors, recognising that the real asset of a prosperous state lies in human capital. This is why our focus has now shifted to building human capacity, particularly within the social sector. 

“Unfortunately. our healthcare system still struggles with a shortage of qualified personnel. To address this, we have lifted the long-standing embargo on the recruitment of healthcare workers and over 3,000 new staff have been employed.

“We are committed to ensuring that healthcare workers, especially those in rural areas, receive competitive salaries and allowances. A high-level committee has already recommended aligning state healthcare workers’ salaries with federal standards, and we are working to implement these changes. Additionally, we are cleaning up our payroll and eliminating ghost workers to ensure that resources are directed where they are needed the most.

“Today, we also celebrate the official handover of the General Hospital, Misau, to the federal government to serve as the new Federal Medical Centre. This demonstrates our administration’s commitment to improve access to healthcare for our citizens. In addition, we have pledged to continue paying staff salaries for the next six months to ensure a smooth transition,” he said.

In his speech, the Coordinating Minister of Health and Social Welfare, Professor Ali Pate explained that the retreat was important to enable the Federal Ministry of Health ensure full and effective implementation of the President Bola Tinubu’s Renewed Hope Agenda in the health sector.

Nigeria Needs $3trn Investment To Close Infrastructure Gap – Speaker

Speaker of the House of Representatives, Tajudeen Abbas disclosed yesterday that Nigeria needs to invest $3 trillion over the next 30 years to bridge the gap in infrastructure. 

Abbas made the disclosure during the flag-off ceremony for the construction of the access road from Ring Road 1 by N16 to Judges’ Quarters in Abuja.

He also said road network, power supply, housing, healthcare and education sectors are some of the critical areas in urgent need of attention.

The speaker, who was represented by his Deputy, Benjamin Kalu, informed that the infrastructure deficit in the Federal Capital Territory, FCT, is more glaring, as the city’s population continues to grow at an annual rate of five percent, thereby putting pressure on the existing facilities.

He, however, commended the administration of President Bola Tinubu for prioritising infrastructural development. 

He also assured that the House will give the necessary legislative backing to the FCT administration, more so, strengthen its oversight functions to ensure that government delivers on its determination to elevate the status of Abuja. 

“Here in Abuja, the infrastructure deficit is more glaring as the city’s population continues to grow at an annual rate of five percent. This puts pressure on existing facilities and highlights the need for more access roads, housing and essential services to cater to the needs of residents.

“Under the leadership of President Tinubu, there have been commendable initiatives aimed at addressing this infrastructure deficit. These initiatives show that government understands the role that infrastructure plays in national development and is committed to making the necessary investments.

“As the legislature of the FCT, the National Assembly has an important role to play in supporting these development efforts. The 10th National Assembly, which I am privileged to lead, is fully committed to collaborating with the executive to ensure that the FCT receives the necessary legislative backing to facilitate infrastructure development. We are ready to consider and pass laws that will enhance the governance structure of the FCT and approve appropriations that will make meaningful infrastructural projects, such as this road construction, a reality.

“Additionally, the National Assembly will continue to exercise its oversight functions to ensure that projects are implemented according to standards and within stipulated time frames”.

Speaker Abbas also commended the FCT Minister, Nyesom Wike for his transformative leadership since assuming office.

“The minister has hit the ground running, initiating projects that address the critical needs of this growing city. From road construction to urban renewal programmes, his dedication to enhancing the infrastructure of the FCT is evident. We have witnessed several flag-offs, not just as ceremonial acts, but as milestones in the commitment to make Abuja a world-class city.

“The ongoing rehabilitation of major roads,

clearing of illegal structures and the focus on environmental sustainability are all testaments to the minister’s vision of an Abuja that is not only beautiful but functional and efficient. I am confident that with the completion of this access road and other ongoing projects, residents and visitors alike will experience the positive impact of these developments”, he explained.

…Says cultivation of more land for commercial farming has reduced kidnapping

Ekiti State Governor, Mr Biodun Oyebanji,  yesterday  inaugurated the Ikole Township road and Ilumoba- Ijesa Isu- Ikole 33kVA electricity project, with a declaration that the cultivation of more land for commercial agriculture has reduced the menace of kidnapping in the axis. 

The Governor said his administration, in addition to power and road infrastructure development, would focus on agriculture in order to ensure food security, create economic opportunities, ensure proper utilization of land and drive industrialization. 

The events presented the people of the area an opportunity to comment on the Oyebanji administration. Apparently impressed with the life-changing policies and projects executed to the benefit of their people in the last two years, traditional rulers, eminent personalities and residents of communities in Ikole Local Government unanimously endorsed Governor Oyebanji for another term in office.

They pledged their support in their respective speeches at the venues of the project commissioning in Ikole Ekiti. 

Governor Oyebanji, who personally inaugurated the projects,  said the commissioning of the Ikole Township Road was another gain of the continuity overwhelmingly voted by the people of the state in the 2022 governorship poll, noting that the project was started by his immediate predecessor in office, Dr Kayode Fayemi.

The Ekiti helmsman said the execution and completion of the power project was testament to his administration’s resolve to boost social and economic activities in the axis and breathe more life into grassroots economy and investment.

He said that his administration attached much importance to Ikole council area, which accommodates the state’s Special Agriculture Processing Zone ,SAPZ, and which has attracted government and private sector investment. 

He explained that the opening up of more land for commercial farming has reduced the incidence of kidnapping and other forms of criminal activities in the axis. He urged more citizens to embrace agriculture, adding that government would provide necessary support. 

The Governor also called on citizens of the state to take advantage of the investment opportunities offered by the Agric Processing Zone, while pledging that his government would continue to provide necessary infrastructural support that would make the state attractive to investors and make the environment conducive for living and investment. 

Speaking at the event, the Elekole of Ikole Ekiti and Paramount Ruler of Egbeoba Land, Oba Adewumi Ajibade Fasiku who spoke through the Olotin of Ikole Ekiti, Chief Oluwasayo Okunola, said the people of the kingdom are solidly behind Governor Oyebanji to continue his good works beyond 2026 owing to what he described as his very commendable performance.

The Alaaye of Oke Ayedun Ekiti, Oba Olufemi Aribisala, who spoke on behalf of other monarchs present said the people of the council areas were appreciative of what the Governor has done for them across all sectors and they would reward him with their votes at the right time.

The first elected Deputy Governor of the State, Chief Paul Alabi, asked the crowd present who they wanted as the Governor in the next dispensation and they replied that “we have agreed to re-elect BAO ,Oyebanji”.

The Speaker of the House of Assembly, Rt. Hon. Adeoye Aribasoye, said many good things are happening in Ikole LGA, Ikole West LCDA, Kajola LCDA and Ajoni LCDA under the watch of Governor Oyebanji and they must not be allowed to stop.

Rt. Hon. Aribasoye explained that under two years, economic activities in the axis have been on the upward swing with commercial farming in SAPZ in Oke Ako and Iyemero with investors like YSJ, FMS and Agbeyewa Farms turning around the fortunes of the youths.

He noted that apart from the township road and electricity projects, work is ongoing on Isinbode-Ara-Ikole Road in addition to many communities benefiting from the Rural Access and Agricultural Marketing Project ,RAAMP, rehabilitating roads leading to farmsteads.

The Governor urged the benefiting communities to protect the projects commissioned in their areas and prevent them from being vandalized noting that enormous resources were committed into them.

He promised to look into complaints of non-energizing of transformers in some localities explaining that the inauguration marked with the switching on of the electricity project was the first step to be taken while other issues would be looked into.

Oyebanji also assured that adequate compensation would be paid on any land used for development purposes assuring those who are yet to be compensated in agric processing zone would be duly compensated.

The Governor  further disclosed that the contractor handling Isinbode-Ara-Ikole Road has been asked to move to Oke Ako-Ipao-Irele Road for rehabilitation owing to its importance and being an access road to SAPZ.

He equally disclosed that the contractor handling Ado-Iluomoba Road will get to site next week, adding that government has secured assurances to extend the work from Iluomoba to Ikole.

The Governor urged the people of Ikole council area to cooperate with his administration to do more in years to come noting that their sons and daughters working with him are doing extremely well and adding value to governance.

Speaking on the impact of his administration in the area, the Governor said: “This local government hosts our Special Agriculture Processing Zone. We thank our Obas for their support and cooperation, we are going to sort out issues of compensation.

“Opening up more land for agriculture has reduced kidnaping in this axis. We are injecting more money into the grassroots economy to assist our local artisans, traders, beer sellers and others doing business in our localities.

“We are working with our National Assembly members to ensure that all dilapidated federal roads are rehabilitated. We are presently spending Ekiti resources on Ado-Ifaki Road which is a federal road but we cannot continue spending our money on federal roads because we will not be refunded; that is why we are collaborating with our National Assembly members”, he added.

Ondo Guber: 55,859 Newly-registered Voters Collected PVCs In 5 Days – Official

Independent National Electoral Commission, INEC, says 55,859 out of 89,777 newly-registered voters in Ondo State collected their Permanent Voter Cards, PVCs, within five days.

Mr Sam Olumekun, National Commissioner and Chairman, Information and Voter Education Committee, stated this in a statement issued by the commission yesterday in Abuja.

Olumekun said between Oct. 17 and Oct. 21, INEC made the PVCs from the last Continuous Voter Registration ,CVR, in the state available for collection in all the 203 wards across the state.

“The Commission is pleased to announce that at the end of the five-day period, 55,859 cards were personally collected by new registrants as well as applicants for transfer and replacement of lost or damaged cards as provided by law.

“This figure represents 62.2% of the 89,777 cards available for collection.

“This is the highest percentage of PVCs collected in five days in Ondo since the commission introduced the CVR in 2015″, he said.O

Olumekun said that detailed breakdown of the collection by Local Government Areas ,LGAs, had been uploaded to the commission’s website and social media platforms for public information.

He appealed to those who had yet to pick up their PVCs in person to do so from the commission’s LGA offices, saying no cards would be collected by proxy.

Olumekun said that the collection of the PVCs would resume in the 18 LGA offices in the state from Oct. 23 to Oct. 29 from 9 a.m. to 5 p.m. daily (including weekend).

He said that detailed information on the locations of INEC local government offices in the state was already available on the commission’s website.

Former union leader Dan Osborn’s independent run for U.S Senate in deeply Republican Nebraska has shown unexpected strength and if he pulls off an upset victory could make the Navy veteran a Washington wild card next year.

A series of recent polls has shown Osborn within striking distance of incumbent Republican Senator Deb Fischer, a surprise in a state where Republican presidential candidate Donald Trump leads Democratic Vice President Kamala Harris by 18 percentage points and that last elected a Democrat to the Senate in 2006.

Democrats stayed out of the race, setting up a one-on-one contest where Osborn has campaigned on a populist message that straddles the major parties’ priorities: supporting both abortion rights and gun rights, speaking out against the power of corporate America and describing illegal immigration as a “pool of cheap labor”.

“I am frustrated with both sides catering to the extremes”, Osborn, a mechanic, said in a recent televised town hall with local station KETV.

“Less than two per cent of our elected officials both in the House and Senate come from the working class, so I can bring a unique perspective to Congress”, he added.

Osborn, said that if elected, he won’t caucus with either major party, unlike long-serving independent Senators Bernie Sanders and Angus King, who normally vote with Democrats and are counted among their ranks for purposes of allocating power.

That could complicate Republicans’ hopes of erasing Democrat’s current 51-49 majority in the chamber.

Depending on the overall margin of control, it could give Osborn a pivotal vote, akin to the role that once-Democratic, now-independent Senators Joe Manchin and Kyrsten Sinema played in alternately advancing and blocking parts of Democratic President Joe Biden’s agenda.

Nebraska is one of just two states that allocate its votes in the Electoral College that picks presidents by congressional district, which has inspired a heavy Democratic get-out-the-vote effort focused on the liberal-leaning areas around Omaha.

“This Senate race is closer than anybody expected”, said Elizabeth Theiss-Morse, political science professor at the University of Nebraska-Lincoln.

But in a deeply conservative state, she added, “Republicans are likely to stay with their party when push comes to shove”.

The four most recent polls on the race, all this month and funded by Osborn’s campaign or Fischer’s campaign, range from giving the incumbent a six- percentage-point-lead to favoring Osborn by a similar margin.

Osborn rose to prominence for leading a 2021 strike against cereal maker Kellogg’s in Omaha, and major unions have powered his campaign through endorsements and donations, though Osborn’s campaign eschews corporate PAC donations.

The Republican Fischer, a cattle rancher first elected to the Senate in 2012, touts herself as “Nebraska’s voice, Trump’s choice”, and campaigns on a slate of agricultural and rural issues affecting veterans, law enforcement and senior citizens.

“I have a long, conservative record that’s helped build Nebraska and keep America strong”, Fischer said in a statement.

If elected, Osborn could face unique hurdles, given that Senate jobs and perks are allocated by the two major parties.

“The introduction of an independent who declines to even nominally caucus with either party would introduce an exciting – but confusing – dynamic to the Senate, especially with the chamber so closely divided”, said John LaBombard, a bipartisan strategist and former aide to Sinema.

Osborn’s campaign said he is confident that Senate rules allow for him to be on at least two committees, but LaBombard said the process to obtain these assignments is ambiguous and could require negotiation with one party’s leadership or approval from 59 other senators for this go-it-alone approach.

Some Nebraskans said the mild-mannered politics of the state, where more than 20% of registered voters are unaligned with one of the major parties, could help Osborn.

“With our politics it’s not just party line”, said Ruth Huebner-Brown, co-founder of the “Blue Dot Nebraska” movement that aims to drive up Democratic support in the Omaha-area district with almost 11,000-yard signs that feature a simple blue dot in the state’s shape.

“I wish there were more people like him”, she said.

Jigawa Tanker Inferno: Gov Gives Update Confirms 181 Dead

One week after a truck carrying petrol from Kano to Nguru in Yobe State, exploded in Majia, located in the Taura Local Government Area of Jigawa State, the state Governor, Umar Namadi, yesterday said that death toll in the tanker explosion has so far risen to 181 while 80 injured persons are in critical conditions in hospitals.

Gov Namadi, who was at the Presidential Villa, Abuja, to brief President Bola Tinubu on the situation, also said that a total of 210 families had member affected by the inferno.

Speaking to State House correspondents, the Governor said, “I came here to brief Mr President about what happened to us, the tragic incident that happened in Jigawa State which claimed a lot of lives.

“We felt it is important to come and brief Mr President on what we are doing as a government and also to thank him for sending a delegation immediately this incident happened.

“Of course, the state government has taken the medical bill of all the affected people. We have done a lot of intervention to the families, to ensure that they continue their livelihood, and also Mr President has promised to intervene and assist the victims”.

The governor said, the State government has already “established a high powered committee under the chairmanship of a retired DIG to investigate the remote causes of that incident and then advise the government on what to do.

“You should also remember that Mr President has given a directive immediately to the Corps Marshal that he should investigate this matter, and he should come up with a permanent solution to this problem in this country”.

AljazirahNigeria reports that residents of Majia town were  scooping petrol from an ill-fated tanker when it exploded resulting in about 200 deaths.

Meanwhile, the state has already established a high powered committee under the chairmanship of a retired DIG to investigate the incident and then advise the state government on the next line of action, Namadi said.
