NSDC Affirms Commitment To Produce 2m Metric Tonnes Of Sugar

Executive Secretary/CEO of National Sugar Development Council, NSCDC, Mr Kamar Bakrin, has assured of his administration’s commitment to reach two million metric tonnes of sugar production by 2032.

Bakrin, who gave the assurance during an interview with “Industry Tracker,” a publication of the Commerce and Industry Correspondents Association of Nigeria, CICAN, at the weekend in Abuja, noted 

the ongoing reforms by the Council and expansion plans by operators which will make thousands of jobs available for Nigerians very soon.

He said the objective is part of broader national efforts to boost local sugar production, reduce import dependency and enhance the agricultural sector’s contribution to the economy.

According to him, “The pursuit of self-sufficiency in sugar production, as the most important element of NSMP II, remains the priority of the Council, adding that two million metric tonnes by 2032 is the utmost destination”.

The executive secretary said based on the mandate and new targets given to major sugar operators by the Council, they have embarked on aggressive expansion that will create high-paying jobs for Nigerians in the coming months. 

“You are going to see a lot of employment because each of the sugar operators have very aggressive expansion plans which we have seen and we have also engaged them on what they need to do.

“You will see a lot more economic activity. You know, both in terms of logistics and so on and so forth, a lot is going on in the sugar producing estates, and it will translate into jobs for the local communities, for suppliers, for contractors and all of that, because everybody is now scrambling to move. They are laying irrigation pipes, they are completing other infrastructure, they are expanding their factories and rehabilitating them and so on and so forth. So, you see a lot of that. Of course, we will still continue to import sugar for some time. I told you it has quite a significant gestation period, but at least we will see those benefits very soon. And you know, there is nothing better than employment. I can sit down and promise you we will crash the price of sugar and all that. But jobs are the real things. 

“I am talking about thousands of jobs. These are quality jobs. Some of them are factory jobs. Yes, some of them are farm jobs, some of them are seasonal. But there are quite a number of factory jobs that will be created that are sustainable. And the economic impact on that is going to be very significant,” he said. 

Mr Bakrin emphasised the need for a comprehensive approach to addressing community hostility, a long-standing challenge in the sugar industry. He highlighted key strategies incorporated into the Nigeria Sugar Master Plan, NSMP, II to ensure community acceptance. These include educating communities about the economic benefits of sugar production, allocating a portion of capital for community development projects, and mandating sugar companies to recruit local residents for various positions, thereby fostering greater community involvement and engagement.

“We are mandating a specified amount of capital that must be dedicated to community development, roads, schools, clinics, whatever makes sense for that community.

“We are also mandating a certain amount of recruitment that must come from the host communities, as well as the catchment areas for both field operatives, junior staff and workers, and so on, as well as for managerial staff.

“We have already engaged the operators around this and we have gotten their buy-in.

“We are also insisting that a certain quantity of the sugar produced must be by outgrowers sourced from the local communities.

“On top of all of these, we are also creating within the council, essentially a directorate level stakeholder management department that is going to be directly responsible for stakeholder management. So, this is both in terms of host communities as well as inter-governmental engagements. I mean, other government agencies and departments, ensuring that we are able to bring them on board and provide a one-stop shop solution to the challenges sugar operators are facing. Engaging state governments is also part of it. 

“This we have already started, by the way, where we have gotten a lot of very good engagement with the governors of the host states. I think we have met with all governors of states in which we are active. We have met with all the governors like Nasarawa, Adamawa, Kwara and Niger States. We have had very fruitful discussions. We have gotten their commitments. Not only are they giving verbal commitments, they have actually delivered. So, for example, one of the operators had an issue with 2,000 hectare piece of land, which the host community was denying them access to develop and plant cane there. We met with the governor, we explained to him what we are doing and so on and so forth, and he set up a committee and that has been resolved. That land has now been handed over to the operator to develop,” the NSDC boss explained.

In addition to the expansion plans of existing sugar producers, he said NSDC had identified 14 new “greenfield” sites with high viability for sugar production. 

“To these existing sites, NSDC has identified 14 greenfield sites, ranging in size from 6,000 to 18,000 hectares, across the sugarcane belt. These sites have not been previously cultivated and require further evaluation to determine their full viability,” he noted.

Bandits Abduct Catholic Priest In Kaduna

Parish priest of St Thomas Catholic Church in Zaman Dabo community, Zango Kataf Local Government Area of Kaduna State, Reverend Father Gabriel Ukeh has been abducted by bandits.

Ukeh was abducted at the parish rectory in the early hours of yesterday.

In a statement yesterday announcing the incident, the Vicar General, Emmanuel Kazah, condemned the incessant abduction of citizens for ransom and called on security agencies to up their game.

“While we solicit fervent prayers for his urgent and safe release, we equally condemn this act of incessant kidnapping for ransom and we call on government to horn its security intelligence as we approach the celebration of Sallah. 

“As we work with security operatives for his quick release, we wish to call on all to stay away from taking the law into their hands. We will use every legitimate means to ensure that Father comes back to us safe and sound.

“Through the intercessions of the Blessed Virgin Mary, the Mother of Priests and Religious, may Jesus the crucified hearken to our prayers and hasten the unconditional release of his priest and every other abducted person.”

Edo Govt Confirms Shooting Of 5 Soldiers By Gunmen

Edo State government has confirmed that three soldiers attached to Okomu Oil Palm in Ovia South West Local Government Area were last Friday shot by gunmen.

Commissioner for Communication and Orientation, Chris Nehikhare disclosed this in a statement made available to newsmen.

The state government disclosed this on the heels of the ban on Okhaigeles (youth leaders) in the seven local government areas that make up Edo South Senatorial District.

The ban had led to a disagreement between the state government and the Palace of the Oba of Benin.

While the state government insisted that there is no going back on the ban, the palace insisted that the Okhaigeles are part of the traditional institutions of Benin Kingdom and cannot be banned by government.

Giving reasons for the ban, the state government stated that “some so-called youths” on Friday, June 7 opened fire on three soldiers attached to Okomu Oil Palm in Ovia South West Local Government Area.

Nehikhare said the soldiers were injured, thereby throwing the community into pandemonium.

He vowed that in the coming weeks, government would proceed on a full-scale operation to disarm the criminal elements and neutralise their threat against public peace.

Governor Godwin Obaseki had on June 4, while receiving the Chief of Air Staff, Air Marshal Hassan Abubakar, who was on a courtesy visit at the Government House, Benin City, raised the alarm that the state government is having a running battle with bandits and terrorists. 

According to the governor, “We have a few challenges like the one that relates to the maritime border, particularly Ovia River axis where we have been having running battles with bandits and terrorists in the last few months.”

Obaseki stated that people are using Ovia River to bring in arms and engage in all sorts of nefarious activities.

“We need calm in that axis because we want to commence the development of Benin River Port and it is important to guarantee the safety and security of our partners that will be working in that axis,” he said.

He called for more surveillance in the area and solicited the support of the Nigerian Air Force in tackling insecurity in the locality.

It would be recalled that three staff of Okomu Oil Palm were on Monday, May 6 killed by gunmen while working on the plantation.

Also, on May 13, gunmen, who identified themselves as ‘Ijaw Freedom Fighters’, invaded Imariogha community close to Okomu Oil palm plantation, killed one person and set houses and cars ablaze.

It was gathered that the ethnic militia, who entered the community through the riverside, left a note of their demands on the chest of the victim.

Nigeria Will See Changes With Women In Power – UNICAL VC

Vice Chancellor, University of Calabar, UNICAL, Professor Florence Obi, said Nigeria would see more positive changes if women are given leadership positions.

She said this at the weekend in Calabar, during the First National Conference and Roundtable of the Association of Female Vice Chancellors of Nigerian Universities.

The News Agency of Nigeria, NAN, reports that the two-day conference, which started on Friday, had as theme: “Female Leadership in Higher Education Governance: Breaking Barriers and Building Bridges”.

She said when the nation elects two or three female governors, everyone would see the difference, adding that women are good managers of human and material resources.

The vice chancellor noted that she is not referring to women that lack capacity, but those who merited the opportunity and were discriminated against because of their gender.

According to her, the conference became necessary for them to mentor young women in education, governance and also encourage them to aspire to any position they desire in academics, politics and other spheres.

“Higher education governance has been in the hands of men since the days of University College, Ibadan, and as at today, only about 40 women have been given the opportunity to lead institutions of learning, since the inception of university education in Nigeria.

“From inception, we have had close to 500 or more men head such institutions. So, now that for the first time we have 24 women serving as vice chancellors, we taught it wise to mentor other women to aspire for greatness”, she said.

The vice chancellor said being a female leader in a Nigerian university comes with peculiar challenges, as some men do not believe that a woman should be on top.

She noted that they would also use the opportunity to network among themselves, which would open up more opportunities for women.

On her part, Chairperson of the conference, Professor Lilian Salami, added that women are dogged and gradually many organisations are picking them to lead.

The chairperson, who is the vice chancellor, University of Benin, UniBen, said the conference would also serve as a ground where women in academics will get encouraged.

She said sharing experience is a significant method in mentoring more women to aspire to get to the peak of their educational pursuit.

“We will share experiences to help other women surmount their challenges in their institutions.

“The communique of this conference will not just end on the shelves, but would be used for the development of universities”, she said. NAN

Wike Tasks Tinubu On Naming 2 Roads After Achebe, Clerk

Minister of the Federal Capital Territory, FCT, Nyesom Wike has appealed to President Bola Tinubu to name two roads in Guzape District after the late Professor Chinua Achebe and J. P Clark.

Achebe was a novelist, poet and a central figure of modern African literature, while Clark was a poet and playwright.

Wike made the request at the weekend, during the inauguration of Guzape Lot II Engineering Infrastructure by Tinubu, to celebrate his one year in office.

“I want to appeal to you, just like what you did last time when you approved the naming of Arterial N-20 Road after Nobel Laureate, Professor Wole Soyinka.

“There are a lot of Nigerians who also have in one way, or the other, made their own contributions, particularly in literary works.

“So many of them have made Nigeria proud. People like Achebe and Clark. 

“Your Excellency, I want to appeal to you to name this road after Achebe and another road within the same district after Clark”, he said.

The minister described Guzape as one of the biggest districts in the FCT and fast developing.

He explained that the contract was awarded in 2003 at N14 billion during former President Olusegun Obasanjo’s administration and divided into two lots.

He said Lot I was awarded to Dantata and Sawoe, while Lot II was awarded to Gilmor Engineering, adding that the contract was revised to over N18 billion in the third week of May 2023.

Wike noted that Dantata and Sawoe had left the site a long time ago until the Tinubu administration came on board, mobilised them back to site and work is currently ongoing.

For the completed Lot II, the minister said he had inspected the execution of the project over 15 times to ensure its timely delivery.

He disclosed that the project was delivered in spite of litigations by some residents to stop the contractor from blasting rocks to give way for road construction in the district.

He also said that the ongoing work at Guzape Diplomatic Zone would soon be completed.

FCT Minister of State, Dr Mariya Mahoud, commended President Tinubu for supporting the provision of infrastructure to Guzape and other districts.

The infrastructure, according to Mahmoud, would enhance the quality of life and benefit generations to come.

“The sustainable growth and development of any city relies heavily on infrastructure”, she said.

Earlier, the Executive Secretary, Federal Capital Development Authority, Mr Shehu Ahmad, said the entire Guzape District covered an area of about 1,070 hectares.

Ahmad explained that Lot I, being executed by Dantata and Sawoe, covered an area of 450 hectares, while Lot II being successfully executed by Gilmor Engineering covered 620 hectares.

He explained that out of the 1,074 total hectares, about 129 hectares have been encumbered by village settlement, of which about 66 fall within the area executed by Gilmor Engineering.

He said the scope of work involves the provision of power supply including a 33/11 mini-injection substation to power the district one each for Lot I and Lot II.

He added that other engineering infrastructure are a mini sewage treatment plant, transformers and street light poles that were erected and powered.

“The district is meant to provide services to about 1,017 plots of various usage and sizes – residential, commercial, as well as parks and recreation.

“The lot II we are inaugurating today covers 561 plots out of the 1,017 plots

“Lot II has 31.3 kilometers network of roads, out of the 73 kilometres in the entire district, while the one being executed by Dantata and Sawoe is about 30 kilometres.

“The remaining ones were encumbered by village obstruction areas and attention is being given by Wike to hasten the compensation and resettlement of the village obstruction areas”, he said. NAN

Lassa Fever: NCDC Records 162 Deaths

Nigeria Centre for Disease Control and Prevention, NCDC, said the number of confirmed Lassa Fever cases has increased significantly resulting to162 deaths so far.

NCDC disclosed this at the weekend via its official website, saying the country registered 10 cases of Lassa fever across four states in one week, spanning May 20 to 26.

Lassa Fever is an acute viral hemorrhagic (excessive bleeding) illness. It is transmitted to humans through contact with food or household items contaminated by infected rodents or contaminated persons.

Its symptoms include fever, headache, sore throat, general body weakness, cough, nausea, vomiting, diarrhoea, muscle pains, chest pain.

In severe cases, it manifests in unexplainable bleeding from ears, eyes, nose, mouth and other body openings.

The Centre said the number of confirmed Lassa Fever cases rose from four in week 20 to ten in the current reporting week 21.

It noted that in addition to the rise in confirmed cases, there is an increase in the number of suspected cases compared to the same period in 2023.

Cumulatively, it said that the country has recorded 897 confirmed cases and 162 deaths in 2024 with a Case Fatality Rate, CFR, of 18.1 percent, which is higher than the CFR for the same period in 2023 (17.1 percent).

According to it, 28 states have confirmed, at least, one case across 125 Local Government Areas, LGA, in 2024.

It noted that 65 percent of the confirmed cases were recorded in four states: Ondo, Bauchi, Edo and Plateau, while 35 percent were reported from 25 states.

Of the 65 percent, it said Ondo State accounted for 25 percent, Edo, 22 percent, and Bauchi, 18 percent.

NCDC added that people between the ages of 31 and 40 were predominantly affected by the disease, stressing that no health worker was infected in the reporting week.

It said the surge highlighted the growing concern and the need for heightened surveillance and preventive measures across the country.

The public health agency urged the public to adhere to recommended safety protocols and report any symptom to local health authorities promptly.

NCDC said it is also intensifying its efforts to trace contacts and implement control measures to curb the spread of the disease.

The agency said it would continue to monitor the situation closely and is working with state health authorities to ensure a coordinated response.

“The National Lassa Fever Multi-partner, Multi-sectoral Technical Working Group, TWG, is coordinating the response at all levels”, it said. NAN

Group Urges Gov Kefas To Investigate Diversion Of FG’s Palliatives

A Non Governmental Organization, Taraba Concern Citizens, TCC, has urged Taraba state governor Agbu Kefas to  investigate alleged diversion of federal government palliatives sent to the sixteen local government and two development areas of the state.

Coordinator of the organization Mr. Timothy Gayus and secretary Hamisu Salejo while speaking  to journalists in Jalingo, yesterday, call on the governor, Dr. Agbu Kefas to probe the local government council chairmen who were handed the palliatives for onward distribution. 

Our correspondent reports that there  have been widespread allegations of diversion of palliative sent to Taraba State by the federal government to cushion the effects of hard times, comprising bags of Rice, Maize, Guenin Corn and Fertilisers.

 The commodities were allegedly found being  sold in major markets in the state, a development that prompted the call for immediate investigation into  the division. 

 Gayus and Sirajo are demanding immediate action from the governor to probe the local government council chairmen who were handed the federal government palliatives for onward distribution to the locals.

“We demand to know why the palliatives meant  to be distributed free to the masses have dominated all the major markets in the state without getting to the locals. who sold them to the marketers? the palliatives were given to the state to cushion the present hardship the people are passing through, not to be sold, the people are hungry but the local government council chairmen choose to sell the palliatives.

“The people behind the diversion of the palliatives must be exposed and made to face the wrath of the law. Gayus stated”.

When contacted, the state Commissioner for Humanitarian Affairs, Hon. Saviour Nokun confirmed that it was local government areas that first got the allocations, adding  that if there was cases of diversion then it should be the council Chairmen. 

He confirmed that because of widespread outcry of alleged diversion of the commodities, he personally visited the Jalingo main market and found the commodities in some market stores

The Commissioner also express sadness over the development, stating that the government will do everything possible to unmask those behind the diversion.

Chairman, Yobe State Independent Electoral Commission, YOIEC, Dr Mamman Muhammad, has confirmed that APC won all 17 local government chairmanship and councilorship elections across the state.

Mamman, who announced this at the  commission’s office in Damaturu, yesterday, said APC won all the 17 local government chairmanship seats and the 178 councillorship seats.

He also commended the electorate for ensuring that the polls were free and peaceful.

He added that the commission had received, considered, validated and adopted the results of each of the 178 councillorship of the wards.

“In Damaturu Local Government, Bukar Adamu of the APC, having satisfied the requirement of the law and scored the majority of valid votes cast at the election, is hereby returned as duly elected”, he added.

AljazirahNigeria reports that most states in Nigeria have not conducted local government elections thus attracting condemnation from keen observers in the country.

Besides, Chairman, Independent National Electoral Commission, INEC, Prof. Mahmood Yakubu, recently challenged Chairmen of State Independent Electoral Commissions, SIEC, to conduct credible local government council elections with a view to enhancing democracy in the country.

Yakubu, gave the charge when he received the chairman and other executive members of the Forum of State Electoral Commissions, FOSIECOM, at the INEC Headquarters, Abuja, saying “It is time to stop the coronation and conduct proper elections. State Governors should allow the SIECs to have greater capacity for independent action”, he said.

According to him “Many of the SIECs have no functional offices in the Local Government Areas in their States and cannot recruit their permanent staff”.

He pointed out that “Some SIECs are only constituted on the eve of elections and dissolved thereafter. They are also severely under-resourced to the extent that some of them rely on INEC even for basic facilities such as ballot boxes and voting cubicles.

“Both INEC and SIECs are creations of the Constitution of the Federal Republic of Nigeria 1999 (as amended). The conduct of Local Government elections is fundamental to the proper functioning of our democracy. Sections 153 and 197 of the Constitution establish INEC and SIECs as two distinct and independent bodies with powers under the Third Schedule Part I (F) (14-15) and Part II (B)[3-4] to organize, undertake and supervise elections.

“While SIECs are responsible for the conduct of Local Government elections for Chairmen and Councillors, INEC conducts all other executive and legislative polls from presidential and governorship to national and State legislative elections. Our mandates are therefore clearly defined by the Constitution.

“However, INEC is also empowered by Section 98 of the Electoral Act 2022 to conduct Local Government or Area Council elections in the Federal Capital Territory, FCT, Abuja,  the INEC Chairman said.

Hardship: Do Something To Assuage Hunger, Bishop Onuoha To Fed, State Gov’ts

As the hardship in Nigeria increases on a daily basis, governments at all levels have been called upon to come up with life changing policies and programmes to lift people out of hunger, hardship and starvation, stressing that the faces of Nigerians are scary.

The President and founder, Vision Africa International, Bishop Dr. Sunday Ndukwo Onuoha, who made the appeal on Sunday, said beyond rhetorics that it was working hard to reposition the economy, the federal and state governments must hurry with whatever good policies and programmes they have for the dying masses.

In a statement he made available to newsmen in Umuahia, the State capital, titled, “Listen to the Cries of the Poor Now to Avert Anarchy”, the 2023 Governorship candidate of the African Democratic Congress (ADC), said it was not an exaggeration that the masses are hungry. He said the look on the faces of Nigerians suggest that they are in dire need of help.

He decried that most families in Nigeria battle to feed once a day, while some who manage to eat are not sure of where the next meal will come from, stating that it has become a matter of urgency that government at all levels hasten up, come up with policies to check rising prices in food commodities and other essentials.

The release reads, “The look on people’s faces on a daily basis portray anger, vexation , hunger among others. Nigerians are passing through a whole lot in meeting up with daily demands of their families. Interactions I have had with people over the last couple of months, has further prompted me to believe that Nigerians need a lifeline, quickly too”.

The Global Peace Award Winner, 2013, urged government at all levels to at least revisit their manifestoes and promises made to the masses in order to renew their promises, emphasizing that they are sending a wrong signal to the masses by constantly reneging on election promises made.

“Another missing link I have discovered among the government is their inability to fulfill their election promises to the electorate. I believe that before these promises were made, the ruling class did proper findings regarding the plights of the people. For me, it is an aberration if after you are elected, one fails to impact the people positively”.

The Methodist Bishop advised Government at all levels to avert the impending anarchy in the land, stating that the voices and faces of the governed suggest that they are not finding the situation in the country funny and at the same time not happy with the political class.

Troops Neutralise 6 Terrorists In Abia Forest

The troops of Joint Taskforce ‘Operation UDO KA’ has neutralised six members of Indigeneous People of Biafra, IPOB and its affiliate Eastern Security Network (IPOB/ESN) terrorist group in Igboro Forest in Arochukwu Local government Area of Abia State.

The clearance operation was conducted to apprehend the perpetuators of the attack on own troops (three out of five of those killed are from the South-East) at Aba on May 30 as well as to recover arms and ammunition from IPOB/ESN terrorist group.

The Taskforce Spokesman, Lt.-Col. Jonah Unuakhalu, said on Sunday in Enugu that the successful raid was conducted on June 8.

Unuakhalu noted that during the intelligence led operation, troops encountered Improvised Explosive Devices (IEDs) along its axis of advance and one soldier sustained minor injury from the fragment.

“The terrorists’ feeble firefight were adequately subdued with superior firepower that led to the neutralization of six members of the criminal terrorists group while others escaped into adjoining bushes with varying degrees of gunshot wounds as blood stains were seen along their escape routes.

“The gallant troops recovered three locally fabricated Rocket Propelled Grenade Launchers, two locally fabricated Artillery Guns with tripod and its bombs.

“Other items recovered included dane guns, Biafran flags as well as Toyota Tundra and Hilux vehicles that were burnt on the spot immediately.

“Also, all of their camps with different inscriptions were destroyed,” he said.

The spokesman said that the taskforce is calling on the good people of Abia to continue to cooperate with security agencies by giving credible and timely information that would help to annihilate the criminals in the state and entire South-East.

“Any information should be passed to Operation UDO KA by dialling 193 and press option 2 on your phone,” he added.
