2024 Africa Investment Forum: Sanwo-Olu Lists Expectations

Lagos State Governor,  Babajide Sanwo-Olu, has said that the state plans to attract the right investors to improve its infrastructure.

Sanwo-Olu, told the News Agency of Nigeria, NAN, on the sidelines of the Africa Investment Forum, Market Days 2024, taking place in Rabat, Morocco.

This year’s theme is ‘Leveraging Innovative Partnerships for Scale’.

The forum, running from Dec. 4 to Dec. 6, has attracted thousands of global investors, African business leaders, and government representatives.

It aims to advance high-impact projects and enhance networking among global leaders in business and development.

Sanwo-Olu, said being at the event offered the state government another opportunity to understand investors’ requirements to secure funding for public-private projects.

“In here is a broad spectrum of financial institutions and multilateral agencies that they have been able to put together. What you need is to have the right set of people in the room.

“Once you have the right set of people in the room and you have projects that could be funded by the private sector, by investing public, it will give you the opportunity to understand what they require, what they need.

“What are their appetite? Which growth area they’re looking at. What industry interests them.

“That way, you will be able to quickly actualise your own ideas, your own visions and plans. They become quicker to execute. You probably will not have all the money you need from your yearly budgetary system”, he added.

The Governor noted that the state government was unlikely to have all the money needed from local financial institutions.

According to him, sometimes some of the national funders come with long-term cheaper funds that will meet the long-term type of investment that will be required.

“And so, being to an investment like this, we know that over the last six years when it started, they usually take it from just signing ordinary MoU to actually executing; taking it to execution of projects”, he added.

The Governor urged investors to immerse themselves in the local environment to understand its realities, noting that while no environment is perfect, engagement helps investors assess and manage risks effectively.

He said it would be hard to get the same large number of investing institutions at the forum at any other one location.

“So, this is an opportunity. And it’s only when you come around that you will understand what they require. The environment will always be dynamic.

“The environment will always be changing, but it’s only when you are with the investors and they understand what your issues are. Then they can take further risks.

“Risk assessment is a function of risk dimension, how you dimension risk, how you allocate risk, and how you’re able to manage those risks.

“That’s what interests investors. And that’s what people usually want to see”, he said.

The Governor addressed concerns about divestment, stating that it is a natural part of the investment cycle.

“Money is always fungible. Investors would always go to places where they are needed the most”, he said.

Sanwo-Olu, however, added that divestment was not in itself a bad thing, because people had gone into those investments for a certain quantity expectation of return.

According to him, “Once you’ve made some of those returns, they really could divest, but you must always ensure that your environment is attractive enough for new investors to come in.

“So, you don’t expect people to, probably, stay there and to perpetuate their investment forever.

“People will want to move in and go out at times, but you must be able to have a bouquet of options for people.

“For them to always want to come back, and come back to your destination as a preferred destination. You know, that’s what the world is.

“The world has taught us well. We are a global player. So, we all need to oil our game. We all need to step up”, he said.

The Africa Investment Forum has mobilised nearly 180 billion dollars in investment interest since its launch in 2018. 

Reps Push For Lithium Industry Development To Boost Revenue

House of Representatives has called on the Ministry of Solid Minerals Development to request increased funding for the Nigerian Geological Survey Agency ,NGSA, to enhance mineral mapping and accurately estimate Nigeria’s lithium deposits to increase revenue generation.

This resolution followed the adoption of a motion titled “Need to Upscale the Lithium Industry and Value Chain as a Catalyst to Drive Energy Sufficiency and Economic Growth” moved by Rep. Victor Obuzor ,PDP-Rivers, during plenary

The move aimed to enable NGSA to conduct radiometric and electromagnetic surveys to determine the volume of lithium deposits, ultimately boosting revenue generation in Nigeria.

Obuzor noted Nigeria possesses abundant mineral resources, including metallic ores and gemstones, but its mining sector remains underdeveloped.

“The House noted that Nigeria’s vast mineral resources, including metallic ore, energy, industry, construction, and gemstones, are deposited across various geological groups, yet the mining sector remains underdeveloped. 

Mining was a major contributor to the economy in the 1900s, reaching a peak in the 1950s at roughly 4-5% of GDP, however, the industry declined as a result of the discovery of oil and gas, currently, mining accounts for less than 0.8% of GDP, which is much less than the average of almost 5% for the continent,” he stated.

The motion also advocates for creating a Nigerian Lithium Production Agency in line with Part II Section 4(P) of the Nigerian Minerals and Mining Act 2007.

The agency would develop a lithium industry, infrastructure, and regulatory framework.

Mr. Obuzor stressed the framework aims to establish a lithium value chain policy that links mining approvals to significant investments in midstream and downstream segments of the value chain.

Mr. Obuzor underscored lithium’s pivotal role in advancing global clean energy initiatives, highlighting its use in energy-dense rechargeable batteries.

“Lithium, a reactive metal, is utilised in energy-dense rechargeable batteries, which are crucial for the global clean energy transition. These lightweight compact batteries store more energy per volume, making them ideal for portable devices and grid storage”.

He expressed concerns over the lack of comprehensive data on Nigeria’s lithium reserves, despite significant discoveries across several states, including Nasarawa, Kogi, Kwara, Ekiti, Cross River, Ogun, and Plateau.

“Concerned that there is no definitive estimate of the country’s lithium reserves, despite exploration surveys commissioned by the Ministry of Solid Minerals Development under the National Integrated Mineral Exploration Project ,NIMEP.

Significant lithium-bearing minerals have, however, been discovered in Nasarawa, Kogi, Kwara, Ekiti, Cross River, Ogun, and Plateau States”, he noted.

Obuzor highlighted the immense economic opportunities lithium offers, citing its skyrocketing value in recent years.

He revealed that the price of high-quality lithium carbonate had surged from $5,180 in 2010 to $46,000 in 2023, peaking at $68,100 in 2022.

“The IEA predicts global demand could rise 13 times by 2040″, he stated.

The motion expressed alarm over Nigeria’s missed opportunities in the lithium value chain due to inadequate funding and underdevelopment in midstream and downstream segments

“Alarmed that despite an estimated $700 billion worth of mining potential, lithium exploration in Nigeria remains poorly funded, with only a fraction of projects reaching full potential due to challenges in project design, construction, and production 

According to the Nigerian Geological Survey Agency ,NGSA, exploratory samples showed promise, with minerals containing up to 13% lithium oxide content, while the global average mine ore contains about 1-2% lithium oxide content”, he noted.

“The House was concerned that the Solid Minerals Development Fund ,SMDF, a sovereign fund aimed at catalyzing private sector investments in Nigeria’s mining sector, has not made any significant investments in lithium mining”.

Obuzor also criticized the lack of significant investments by the Solid Minerals Development Fund ,SMDF, a sovereign fund designed to catalyze private sector investments in mining.

Tax Reform Bills: We’ll Resist Distractions — Senate

Senate has said that any attempt to intimidate the parliament will be undemocratic and it will not allow itself to be distracted.

Besides, the upper legislative chamber stated that it did not suspend deliberations on the Tax Reform Bills as reported in some quarters.

Leader of the Senate, Opeyemi Bamidele, made these known when he raised Senate Point of Order 42, during plenary.

Raising the order, Bamidele said that it was reported by a news medium that “The hallowed chamber suspended further consideration of the Tax Reform Bills before the Senate”.

“No where in our votes and proceedings was it stated that we suspended further deliberations on the tax reform bills, because we did not.

“I felt it will be important to place on record that this Senate did not suspend or withdraw. This Senate did not suspend and does not intend to suspend deliberation, consideration of the tax reform bills.

“It was a misunderstanding of legislative process for anybody to have even reported that we have withdrawn the bills.

“The bills were executive bills; transmitted to us by the Executive Arm of Government, through the Office of the President, Federal Republic of Nigeria.

“It is only the executive arm that can withdraw these bills. They are not private member bills sponsored by any senator.

“So, no senator is going to withdraw the bills and there is no reason for these bills to be withdrawn. In a legislative process, it is normal that some people will have concerns”, he said.

According to him, it is normal that people will sit around those concerns and discourse, hence, in its wisdom, the Senate referred the matter to the Committee on Finance and gave them six weeks to report back .

“Six weeks is long enough in a country that wants progress for a consensus to be reached for anybody who has concern to sit down and allow such concern to be addressed in overriding public interest.

“So, the essence of what I am saying is that it is important that members of public are patient with us.

“They understand the legislative process that we have to follow. They understand our role in the Constitution.

“We will encourage consensus. We will encourage discussions, engagement at all levels”, he noted 

In his remarks, President of the Senate, Senator Godswill Akpabio, said that the members of the National Assembly were all elected to work, which was the work of lawmaking, in the overall interest of Nigeria.

Akpabio, pointed out that  the work was not done through social media, committee or any forum of any nature, but was done according to their conscience, in the best interest of Nigeria.

He said that the moment the bills went through second reading in the Senate, it simply meant that the bills were alive.

According to him, the next procedure is for the committee on finance to commence the process of consultations and public hearings, with a view to bringing recommendations back to the chamber

“But in the wisdom of the Senate yesterday (Wednesday), we had, in a closed session, set up a committee to be headed by the minority leader before the passage of the second reading.

“That committee was an internal mechanism of the Senate, different from the committee on finance.

“I think that was what was announced that the committee should immediately move into work”, he said. 

AljazirahNigeria reports that the four bills since they were sent to the National Assembly have been a subject of heated national debate for and against. However,.the bills have passed a second reading , referred to the Committee on Finance for further deliberation and public hearing.

President of the Senate, Godswill Akpabio’s quick rebuttal to a large extent has changed the narrative in the mdia space . Sen.Akpabio reassured that “No amount of intimidation and distractions will stop them”.

60th Anniversary: NYCN To Confer Award On Tinubu, Past Leaders

In celebration of its 60 years of existence, the National Youth Council of Nigeria (NYCN), has said it has concluded plans to confer the Grand Patron of Nigerian Youths award on President Bola Ahmed Tinubu.

NYCN President and Secretary, Board of Trustees, the council said past leaders of NYCN will also be recognized for their outstanding contributions to youth development in a ceremony to be attended virtually and physically by over 200,000 Nigerian youths.

The statement read: “The National Youth Council of Nigeria (NYCN), under the dynamic leadership of Amb. Sukubo Sara-Igbe Sukubo, is proud to announce a landmark event celebrating six decades of impactful youth leadership.

“As part of this milestone, the Council will confer its highest honor, the Grand Patron of Nigerian Youths award, on His Excellency, President Bola Ahmed Tinubu. Additionally, past leaders of NYCN will be recognized for their outstanding contributions to youth development in a ceremony to be attended virtually and physically by over 200,000 Nigerian youths.

Dele Farotimi’s Book Gets #BestSeller Rank On Amazon Amid Defamation Saga

Amazon has listed ‘Nigeria and Its Criminal Justice System’, a book by Nigerian author Dele Farotimi, as a bestseller, following the author’s arrest after a petition filed by Afe Babalola, a lawyer and businessman.

The book climbed to the top of Amazon’s rankings on Thursday evening, according to checks by Vanguard.

A bestseller is a book or other product that sells in very large numbers.

The surge in demand on global platforms like Amazon mirrored a rush to bookstores across Nigeria, as citizens sought to uncover the book’s controversial content.

Farotimi’s arrest on Tuesday, reportedly on orders by Babalola, fueled interest in the book.

The 93-year-old senior lawyer alleged being accused in the book of compromising Nigeria’s judiciary.

The book, published in July 2024, critiques systemic corruption in Nigeria’s judiciary and highlights specific instances of alleged misconduct by legal figures.

Although the book recorded low sales initially, Farotimi’s arrest ignited public curiosity and propelled it to bestseller status.

The author was detained by armed policemen in Lagos on Tuesday and transported to Ado Ekiti, about 300 kilometers northeast of the city, where Babalola is a prominent figure.

Yahaya Bello: All Eyes On EFCC, Judiciary

One very interesting case of the Economic and Financial Crimes Commission, EFCC, in recent time is the one it has against Yahaya Bello, the immediate past Kogi State governor.

A number of issues make it interesting but three of them stand out.

One is the way and manner operatives of the commission attempted to arrest him in April at the Kogi State Governor’s Lodge in Abuja. They met a resistance by security operatives at the governor’s lodge, and could make arrest.

The second interesting part was when in September, he honoured the invitation of the Commission at its Abuja headquarters but was neither arrested nor detained.

The third issue was the turn of events in the night of the same day when operatives of the commission attempted to arrest the same person that had earlier presented himself but allowed to go free.

He however, again presented himself to honour the commission’s invitation on 26th November,
following the previous hearing of November 14, where the EFCC had sought for adjournment of his case till November 27. He was arrested and detained by the commission, and his trial commenced in the court of law on Friday, November 29.

Bello’s eventual arraignment before Justice Emeka Nwite at the Federal High Court, Abuja, was however, stalled due to the absence of his lawyers in court.

The court thus adjourned the ruling on the bail application for Bello and two others to December 10.

The Commission charged Bello with 16 counts, and he pleaded not guilty.

Alongside Bello, Umar Oricha and Abdulsalami Hudu are facing prosecution as the 1st, 2nd, and 3rd defendants, respectively, in the EFCC‘s N80 billion fraud case.

During the proceedings, Bello, the primary defendant, firmly denied the allegations when they were presented before Justice Maryanne Anenih.

Following the defendants’ pleas, their counsel, Joseph Daudu, requested bail. However, Kemi Pinheiro, the EFCC’s counsel, opposed the application, claiming that it had expired in October.

The Defendant’s Counsel emphasised that the sole relevant application before the Court was the petition for bail in relation of the first defendant, filed on November 22.

Relying on all the paragraphs of the affidavit, he said that the bail application was also backed with a written address.

The quest of the commission to arraingn Bello even in the absence of lawyers in court calls to mind the it’s previous efforts to arraingn him in absentia.

It could be recalled that the EFCC, on Wednesday October 30, 2024 asked Justice Emeka Nwite of the Federal High Court sitting in Maitama, Abuja, to proceed with the trial of Bello in absentia, arguing that his non-appearance in court for arraignment should not be allowed to frustrate his trial.

The EFCC through its lead counsel, Kemi Pinheiro, SAN, also urged the court to enter a plea of “not guilty” on behalf of Bello.

Bello had been relying on the appeals he filed at the Supreme Court against the order of the Court of Appeal directing him to appear for arraignment and against the warrant of arrest issued against him.

Now that Bello is in court and he’s case billed to come up on next week, as scheduled, it is expected that all the previous drama and media trial has come to an end, as court trial would resume.

According to the law of the land, Bello remains innocent until his case is proven otherwise.

It is now time for the EFCC to prove it’s case against the former governor in court. Bello should also be prepared to defend himself against the allegations.

The media trial and other dramas surrounding his invitation, arrest and arraingment have ended and Nigerians are waiting to see how the judiciary will handle the case.

The judiciary however, appears to have started on a good note with Justice Nwite adjourning the case to allow Bello’s lawyers present in court before going ahead with it.

ADC Seeks Release of Human Rights Lawyer Farotomi

African Democratic Congress, ADC has called for the immediate freedom of human rights lawyer , Bar Dele Farotomi .

Farotomi was arrested and detained by the police over alleged defamation against a senior member of the bench, Afe Babalola

Addressing Journalists at the party’s headquarters, Abuja during the official Launch of Digital Political Academy, National Chairman, Chief Ralphs Nwosu decried the high rate of human rights abuse in the country.

He called on the opposition parties to rise to the occasion and defend the rights of citizens and hold the government to account.

Nwosu said “I am sure you are aware of the arrest of Dele Farotimi I call on the federal authorities to ensure the safety and wellbeing of this honourable gentle man. As member of a disciplinal party ADC, we call for his immediate release and also ask the authorities to call their operatives to order. Institution are being desecrated; Citizen Right are being trampled upon. All this must Stop.
The state of the nation, worsening economy and security situation under the APC should challenge all opposition parties. The signal, from the Edo and Ondo elections and the human right abuse, show the weakness of the opposition.

“The weakness of the opposition threatens our democracy, the nation, and expose our citizens to great harm. For the many families who cannot feed and poverty ravished, for our unemployed graduates, the opposition must stand up to be counted. Our Party ADC and the PRP are committed to building a virile opposition and are standing firm together on Justice.

Education Sector: CNG Rejects Proposed TAX Reform Bill

The Coalition of Northern Groups (CNG) has rejected the proposed tax reform bill, calling for its immediate suspension.

According to the CNG, the proposed tax reforms currently before the National Assembly are unacceptable and require urgent attention.

It’s worth noting that the CNG’s rejection of the tax reform bill is part of a broader debate about the role of taxation in Nigeria’s economy. As the National Assembly continues to deliberate on the proposed tax reforms, it’s likely that we’ll see more discussions and debates about the potential impact on various sectors, including education.

In a statement Signed by the National Coordinator, Hassan Adamu the reform will have a deteriorating effect on critical Institutions that has support the educational development in the country.

“We see the Tax Reform Bill as a deliberate attempt to attack our critical National Institutions that are responsible for basic infrastructure in Tertiary institutions, thereby ensuring that the institutions become a mortuary”.

The CNG- Students-Wing said, “we rejected the reform in totality the proposed TAX Reform Bill on eduction that is designed by the enemies of the state to undermine our already paralysed educational sector. As a matter of fact the bill is designed to undermine our existing educational institutions and equally ensure that anything good in the sector becomes a history, which Nigerian students will vehemently resist no matter what”.

CNG-SW said they have watched carefully in the recent weeks and months about activities of the Nigerian Government regarding certain policies on education and has x-rayed its negative impacts and detrimental consequences to the educational sector in the country and Nigerian students in particular.

“Without any fear of contradiction, we say the committee is any enemy to the teeming Nigerian students that have struggled to bring the current democratic dispensation in the country. As a matter of urgency we draw the attention of all well-meaning Nigerians on the following and necessary action must be taken within a shortest period of time”.

The CNG noted, the Tertiary Education Trust Fund, TETFUND, contributions of this single institution since its inception can not and will not be over emphasised having played a pivotal role in financing researches, physical infrastructure, Staff training and development, TETFUND which is currently funded through 3% of Tertiary Education tax on companies annual accessible profit; will now receive 50% of the levy by 2025 and 2026 it will increase to 66% from 2027 to 2029 be for diminishing to 3%.

“According to the proposed Tax Reform Bill. TETFund will not have any allocation by 2023 which by implication will lead TETFund to extinction, a situation which is tantamount to degrading the Tertiary Education system in Nigeria”.

“It is imperative to state that the Bill will favour NELFUND with its long-term negative consequences which will increase access to student loans which will trap our youth in bondage and possibly turn the institutions into revenue generating agencies”.

“NELFUND is currently funded by 1% deduction collected from Taxes, levies, and duties collected by federal inland revenue service (FIRS), it will now receive 25% of the levy in 2025 and 2026, 33% from 2027 to 2029 And 100% by 2030 according to the new Tax Reform Bill”.

According to the Group, the implication of this is that, the proposed bill if passed will divert funds to critical sectors such as infrastructure, innovation initiatives with long-time development impact. It shifts attention to Students loan, this could also give reason for the public Tertiary institutions to increase their tuition fees.

“It could also make our public Tertiary institutions to be one revenue generating entity, paving way for privatization of our Tertiary institutions there by making it inaccessible to the masses. This will also saddle our youth with unsustainable debt burden”.

“This mirrors the country’s chronical national indebtedness, and as well risks creating a generation of financially constrained youth that are capable of contributing meaningfully to our economy”.

CNG-SW therefore call on the federal government for the interest of Nigerian Students to discontinue the reform process and give room for a holistic consultation and amendment before legislation.

CNG-SW also call on all patriotic legislators and all well meaning Nigerians to study the Bill with a keen interest and ensure justice to our educational institutions and Nigerian students.

IDU Fire Disaster: Minister Expresses Sadness, Constitutes 5-man C’ttee To Ascertain Cause

The Minister of State, Federal Ministry of Humanitarian Affairs and Poverty Reduction, Dr. Yusuf Tanko Sununu has expressed sadness over the fire incident that gutted the warehouse belonging to the National Social Investment Programme Agency at Idu Abuja.

Director, Information & Public Relations, Iliya, Rhoda Ishaku said in a statement that the Minister referred to the incident as unfortunate and measures would be put in place to prevent future occurrence.

The Minister stated this during his inspection of the incident at the warehouse which damaged tools worth billions of Naira meant for N-Power training under the National Social Investment Programme Agency.

He said that a 5-Man Committee will be constituted to ascertain the immediate and remote cause of the fire incident and the Committee has two weeks to submit its report.

He further stated that the Committee will estimate the cost of the items gutted by the fire “with what has happened, we will put measures in place to ensure that all other items in our warehouses are well protected. We will also commence as soon as possible the training of beneficiaries so that what has been procured so far can be put to use”.

Sununu commended the Federal Fire Service, FCT Fire Service and Julius Berger for their assistance to ensure that the fire was brought down, if not a lot of adjacent Warehouses would have been affected while appreciating the Nigeria Police, Life Camp for providing security to ensure that what was left in the Warehouse was not vandalized.
