Court Dismisses Emefiele’s Application Challenging Jurisdiction To Hear Suit

Ikeja Special Offences Court yesterday dismissed the application filed by the embattled ex-Governor of the Central Bank, CBN, Godwin Emefiele, challenging the jurisdiction of the court to hear his case.

Economic and Financial Crimes Commission, EFCC, had filed a 26-count charge against Emefiele, for alleged misuse of office, resulting in losses of $4.5 billion and N2.8 billion.

His co-defendant, Henry Omoile, is standing trial on related offences, including unlawful acceptance of gifts.

Justice Rahman Oshodi, in his ruling, held that the court had jurisdiction to try Emefiele on the charge, citing relevant authorities.

He, therefore, dismissed his application and held that the EFCC had established a territorial jurisdiction on counts eight to 26, with various facts in the proof of evidence attached to the case file.

The court, however, struck out counts one to four of the charge which bothered on abuse of office.

He said  allocation of foreign exchange without bid, which was the subject of counts one to four, was not punishable under the law.

Oshodi said: “Allocation of foreign exchange without reason is not defined as an offence in any written law.

“The objection to counts one to four succeeds and is hereby struck out.

“The objection challenging the court’s territorial jurisdiction over count eight to 26 fails, and is hereby dismissed.

“The prosecution has established sufficient territorial nexus in this case.”

The judge, thereafter, held that the case should proceed to trial and adjourned until February 24 for continuation of trial.

The News Agency of Nigeria, NAN, reports that Emefiele’s Counsel, Mr Olalekan Ojo (SAN), had on December 12 2024,  argued that the court lacked jurisdiction to hear the case in Lagos.

Ojo contended that the alleged offences, including abuse of office, fell outside the territorial reach of the court.

He said the charge violated Section 36(12) of the Constitution and asserted that the actions that Emefiele was accused of, were not legally recognised.

He stated that the Lagos State House of Assembly does not have legislative authority over matters on the Exclusive Legislative List.

Ojo, therefore, said Section 73 of the Criminal Law of Lagos State, 2011, under which counts one to four were filed, could not apply extra-territorially to any alleged abuse of office by Emefiele.

The learned silk argued that a court’s territorial jurisdiction referred to the geographical area within which its authority could be exercised.

According to him, outside of that territorial jurisdiction, the court can not act.

He urged the court to strike out counts one to four of the 18 amended information filed on April 4, 2024 on the grounds that the offences occurred outside the court’s jurisdiction.

EFCC’s Counsel, Mr Rotimi Oyedepo (SAN), in his counter affidavit,  argued  that the court has  authority to hear the case.

Oyedepo argued that the alleged offences were economic and financial in nature and therefore, within the jurisdiction of the EFCC.

He also added that  evidence in support of the facts proved that Lagos was the appropriate venue for the trial.

Oyedepo submitted that the subject matter of the charge falls squarely within the court’s jurisdiction, as they were committed within the court’s territorial reach.

He argued that the evidence and witness testimonies pointed to Lagos as the proper location for the trial.

He added that the objections raised by Emefiele’s legal team were not substantiated by facts or evidence. NAN

Chairman of Ovia North East Local Government Council, Mr Collins Ogbewi and his Vice, Ms Efosa Uyigue have been impeached.

They were  alleged to have been impeached for negligence  of duty, as well as huge financial misappropriation.

Leader of the Legislative Arm, Mr Igbinake Omoruyi and Mr Amed Asemota were sworn in as Acting Chairman and Vice Chairman of the council.

Earlier, the suspended chairman had led some councillors to pay a solidarity visit to the governorship candidate of the Peoples Democratic Party, PDP, in the  September 21, 2024 governorship election, Mr Asue Ighodalo and his Deputy, Mr Osarodion Ogie.

Asue  commended the commitment of leaders and PDP members in Ovia North East Local Government Area before, during and after the election.

The occasion was also used as a consultative meeting with  leaders of the party and members of the House of Assembly in attendance.

 The PDP candidate extolled them for their “commitment and determination even in the face of challenges as they have stood firm behind the party.

Ighodalo hailed Ovia North East councilors for being “resolute and standing firm behind the chairman.”

Meanwhile, about eight other  chairmen and vice chairmen have been allegedly impeached by their legislative members despite the recent court rulings directing that the status quo should remain.

AGILE: Bauchi Targets 100,000 Girls For Life Skills Training Programme

Bauchi State government said it will train 102,811 girls on livelihood skills, to enhance women and girls social and economic development.

The programme would be implemented under the World Bank funded Adolescent Girls Initiative for Learning and Empowerment, AGILE, project.

The Director, Syndicate in Supporting Women and Children Initiative, SISWACHI, an implementing partner, Maryam Mohammed stated this at the maiden meeting of the programme yesterday in Bauchi.

She said adolescent girls would be trained under the first and second phase of the two-year project in over 100 learning spaces across the state.

The director said 58,749 girls would be empowered in 2025 with life and livelihood skills through cohorts, each designed to cover six modules.

Mohammed said 300 guidance/counseling teachers and community mentors would be trained to facilitate the smooth conduct of the exercise.

“For gender based violence, 100 primary healthcare centers were selected as referral pathways for cases in the state,” she said.

The Project Coordinator, AGILE, Ali Gar said the life skills programme is a key component of the project aimed at supporting girls with lifetime skills.

He noted that the implementation of the training exercise would be articulated to meet the desired goals and ensure quality data.

Gar tasked the implementing partners to ensure that religious and community leaders are abreast with the content of the life skills curriculum. (NAN)

2 Confirmed Dead In Ogbomoso Road Accident

Two persons have been confirmed dead in an accident that occured along  Ogbomoso/Ilorin expressway yesterday.

According to the Federal Road Safety Corps, FRSC, the crash involved a TVS tricycle and an articulated vehicle.

Spokesperson of the Oyo Sector Command, Mr Mayowa Odewo, said a male and female adult lost their lives in the accident.

Odewo, who spoke to newsmen in Ibadan, disclosed that six people, made up of four male adults, one female adult and a child, were involved in the accident.

He said a container fell off the DAF truck on the tricycle at Taakie roundabout, Ogbomoso, leading to the death of the two persons.

He noted that the male victim died at the scene of the accident, while the female victim was confirmed dead at Bowen University Teaching Hospital in Ogbomoso.

“The remaining victims of the accident are currently receiving treatment at Bowen University Teaching Hospital, while the crashed vehicles and other items recovered have been handed over to the police.

“Sadly, no victim was saved by seat belts or other defensive gadgets,” he said.

Odewa cautioned drivers and other road users against excessive speeding and indiscriminate parking.

Be Innovative, Professional, Mutfwang Urges Plateau Workers’

Plateau State Governor , Caleb Mutfwang  has advised workers in the state to be more innovative and professional in the discharge of their duties.

The Governor gave the advice while inaugurating the Chairman and members of the State’s Civil Service Commission, yesterday in Jos.

Mutfwang, represented by the  Deputy Governor Mrs Josephine Piyo, particularly called on the appointees to strengthen the civil service for effective service delivery.

He also urged the appointees to use their wealth of experience toward addressing all existing challenges within the civil service.

He further called on the appointees to introduce reforms that would lead to positive output in the system.

“The civil service remains the engine that drives government policies and programmes; its effectiveness and efficiency remain key to addressing the needs and aspirations of our citizens.

“Today, we are inaugurating a respectable group of distinguished individuals who have been carefully selected to provide visionary leadership and direction to the civil service, by ensuring professionalism, integrity and excellence.

“Your appointment is a call to serve, reform and reposition the civil service as a model of good governance and effective service delivery.

“The citizens of Plateau look up to you to nurture a civil service that is not only innovative and responsive but also fully committed to the highest standards of accountability and dedication”, he said.

The Governor, however, called on the appointees to tackle absenteeism and dereliction of duty among workers in the state.

“One critical area that demands immediate attention is the issue of absenteeism and dereliction of duty by some public servants.

“This challenge undermines service delivery and erodes public trust in government institutions.

“I charge you as the leaders of this commission to confront this issue head-on; you should establish robust mechanisms to monitor attendance, assess performance and hold accountable those who fail to uphold their responsibilities.

“Let us work together to instill a culture of discipline, dedication and professionalism across the civil service*, Mutfwang called.

The Governor further called on the appointees to be just, fair and ensure merit, particularly during recruitment.

Prof. Paul Wai, chairman of the commission thanked the governor for finding them worthy to serve in the commission and promised not to fail.

The News Agency of Nigeria (NAN) reports that other members of the commission were Da Francis Bot, Mrs Martina Dakur, Mr Ishaya Ilpiri, and Mrs Esther Danagei.

Jigawa Pensions Board Disburses N1.5bn To 609 Retirees

Jigawa State and Local Government Contributory Pension Board has begun payment of N1.5 billion pension entitlements to 609 beneficiaries.

The Executive Secretary of the board, Dr Bilyaminu Shitu, said this in a statement by the spokesman of the board, Ismail Ibrahim, on Tuesday in Dutse.

Shitu said payments were being made to pensioners who retired from the service and those who died in active service between August and December, 2024.

He cautioned the beneficiaries to be wary of fraudsters, adding that, “our services are free, never give a Kobo to any of our staff for your terminal benefits, as we work under guidelines establishing the board in line with consonant of pension regulations.”

Shitu, who lauded Gov. Umar Namadi for his support, said the prompt payment of pension and gratuity helped to enliven the hearts of the beneficiaries.

“This gesture will enhance service delivery as well as bolster the wellbeing of the retirees to enjoy a fulfilled life after service.

“The state government and the board will continue to ensure prompt payment of pension and other entitlements to workers for better service delivery,” he said.

FG Upgrades 2 Custodial Centres

Federal government has upgraded  Medium Security Custodial Centres in Kuje and Suleja to improve the living conditions and rehabilitation of inmates.

Speaking during the facility tour on Tuesday, Acting Controller-General, Nigerian Correctional Service, NCoS, Mr Sylvester Nwakuche, attributed the upgrade to the renewed hope of President Bola Tinubu’s administration.

According to Nwakuche, this is in reaching out to inmates and providing them with opportunities for rehabilitation and reintegration into the society.

The upgrade include the expansion and equipping of the clinic with modern medical equipment such as an ultramodern scanner and physiotherapy equipment, as well as the construction of a new command and control unit for real-time monitoring of the facility.

He added that: “The Minister of Interior, Dr Olubunmi Tunji-Ojo, has shown great commitment to better the welfare of NCoS  personnel, as well as inmates.”

He also stated that the minister’s efforts had transformed the facilities, providing inmates with a more conducive environment for rehabilitation and reformation.

“His commitment to improve the welfare of  personnel and inmates is evident in the upgrade, which include the provision of quality medical care to inmates, addressing their health needs and promoting their overall wellbeing.

“The clinic at  Kuje facility has been expanded and equipped with modern medical equipment, including an ultramodern scanner, physiotherapy equipment, X-ray machine and a standard medical laboratory,” he said.

He added that the agency had also emphasised its zero-corruption policy, with promotions based on merit to boost morale and promote excellence.

Nwakuche, however, warned personnel that “any misconduct would be met with disciplinary action” and urged them to “maintain the highest standard of professionalism and integrity, ensuring that the agency’s reputation is upheld.”

According to him, the agency is working tirelessly to ensure that all inmates are safely and humanely detained, whilst also providing them with opportunities for rehabilitation and reformation. NAN

Asiwaju Adegboyega Adefarati, last year, presented a motion which he titled, “Need for urgent Dualization of Akungba-Ikare Federal Road (6KM) and the Downgrading of Akungba (Okerigbo) Hill to Avert further Carnage on the Road in Akoko South/East and South/West Federal Constituency, Ondo State”.

It will interest you to know that At the end, the House resolved that the Project (The Dualization of Akungba-Ikare Road and Downgrading of Okerigbo Hill) has beeb captured by the Federal Ministry of Works in 2025 Appropriation/Budget which is currently before the national assembly.

In addition to his legislative work, Hon. Adefarati has been tirelessly working to benefit his constituents. His efforts have focused on empowering youths, improving educational infrastructure, creating employment opportunities, and providing for the basic needs of the community.

His constituents have publicly hailed him as a “worthy ambassador” for his unwavering dedication and impactful contributions.

Regional Commissions: Short On Inclusion And Funding

The establishment of the North-East Development Commission by former President Muhammadu Buhari initially garnered widespread support, given the region’s devastating circumstances. The area had been severely ravaged by Boko Haram insurgency and sectarian crises, resulting in widespread infrastructure destruction, countless deaths, and the displacement of thousands of citizens who sought refuge not only within Nigeria but also in neighbouring Cameroon, Chad, and Niger Republic.

The trajectory of regional commissions mirrors Nigeria’s own contradictory journey; awkwardness in state creation and half-hearted approach to the country’s development. In no time, regional commissions became a bazaar of sort, such that in the 2025 budget, the federal government proposed to spend the sum of N2,493.12 trillion on the five existing regional commissions out of the six regions that we have, with the breakdown as follows: North-West Development Commission getting N585.93 billion; North-East DC, N290.99 billion; South-West DC, N498.40 billion; South-East DC N341.27 billion and Niger Delta DC N776.53 billion.

The timing and scale of these allocations raise serious concerns about fiscal responsibility and governance priorities. With the nation’s economy at its lowest point, the enormous funding required for these commissions and numerous Ministries, Departments, and Agencies (MDAs) seems to contradict President Tinubu’s earlier commitment to implementing the Oronsaye report. This report recommended streamlining government agencies from 263 to 161 to enhance efficiency and reduce costs. The apparent contradiction suggests these commissions might serve more as channels for political patronage rather than genuine development vehicles, casting doubt on the administration’s commitment to reducing governance costs.

The issue of equity and justice extends beyond mere proliferation and funding of these commissions. The deterioration of infrastructure is a nationwide phenomenon, evident to anyone who ventures beyond the relative comfort of major cities like Lagos, Abuja, and Port Harcourt into the heartland. If development initiatives are to be implemented, they should be distributed equitably. This makes the exclusion of the North-Central region from these arrangements particularly problematic and inexplicable.

What then informed the decision to leave the North-Central out of this bazaar? Is what is good for the goose no longer good for the gander? Since 1999, we have had two presidents from the North-West (Yar’adua and Buhari), two from the South-West (Obasanjo and now Tinubu) and one from the South-South, (Goodluck Jonathan). While the South-East is vocal about its marginalisation and is advocating for remediation, the North-Central seems comfortable.

The political representation of the North-Central region, comprising eighteen senators and numerous representatives from six states, appears to have failed in advocating for their constituents’ interests. Their silence during the establishment of these commissions through the National Assembly raises questions about their effectiveness and commitment to regional development. The North-Central’s position in Nigeria’s political landscape has been diminished by this apparent complacency, with both lawmakers and citizens seeming to accept their marginalisation quietly. And as Tinubu himself had noted, power/victory is not given ala carte, you must fight, plot, scheme and grab it by force.

Peter Obi, the Labour Party’s presidential candidate in the 2023 election, has highlighted this inequity, emphasising the North-Central’s critical need for attention due to persistent security challenges. “The exclusion of the North-Central Regional Commission from the budgetary allocations provided to other regional commissions in the 2025 proposed budget is deeply troubling and must be urgently reversed. Such an anomaly does not make for even development and peace that is needed for progress in the country.

“A total of N2.493 trillion has been allocated to five regional development commissions, with the North-Central Regional Commission glaringly omitted. The North-Central region is one that urgently requires special attention due to the severe challenges it faces today. Relentless terror attacks and banditry in Plateau, Benue, Kogi, and Niger States have caused immense suffering, resulting in significant loss of lives and forcing countless families into internally displaced persons (IDP) camps. These persistent tragedies have made the North-Central one of the most affected and vulnerable regions in Nigeria.

“Known as the agricultural backbone of the nation, the North-Central region deserves robust support to enhance security, stability, and development for the benefit of the entire country. I therefore call on the government and National Assembly to urgently review and rectify this decision that will impact negatively on the region and area most needed for the development of the country. Together, we must work toward a more inclusive and equitable Nigeria”.

The proliferation of these commissions may have an unexpected consequence: state governors will increasingly abdicate their responsibilities in areas where commission interventions exist. The overlapping mandates between state governments and commissions will result in the latter becoming conduits for political patronage rather than effective development vehicles. The Niger Delta Development Commission (NDDC) serves as a cautionary tale – after two decades of existence, the region’s fundamental challenges, particularly environmental degradation persists and largely unaddressed.

Moreover, the centralisation of these commissions in Abuja raises fundamental questions about Nigeria’s commitment to true federalism, restructuring and power devolution. This centralised approach appears to contradict the growing calls for restructuring and local government autonomy, suggesting a disconnect between stated political aspirations and actual governance practices.

As Nigeria grapples with these challenges, the establishment and funding of regional commissions must be reconsidered within the broader context of national development, equity, funding, and efficient governance. The current approach not only perpetuates regional inequalities but also raises serious questions about the country’s commitment to comprehensive and sustainable development strategies and fiscal discipline.

Niger: Furniture Makers Lose N600.5m As Fire Destroys Shops In Suleja

No fewer than 20 shops were razed to the ground in an early morning fire that occured at one of the busiest furniture markets in Suleja, the commercial nerve centre of Niger State.

The shops located outside a mini estate, popularly known as former Foreign Affairs Quarters, in Rafinsayin area of Suleja, were engulfed in fire at about 3am on December 26, 2024. The cause is still unknown.

The ravaging inferno also consumed three flats inside the estate.

Commenting on the incident, the furniture makers association’s lawyer, Idris Abdullahi told AljazirahNigeria that “the victims are up to 20 and are mostly furniture makers who lost all their properties and equipment.

“In fact, they have lost their source of  livelihood, including already made furniture and beds belonging to customers. Occupants of the three houses within the estate suffered the same  damage, as all their properties including credentials among others were burnt to ashes.”

According to Abdullahi,  “all efforts to put out the inferno proved abortive.”

The victims, he added “have reported the matter to B Division Police Station,” in Suleja.

The one time branch chairman, Nigerian Bar Association appealed to relevant government agencies to come to the aid of the affected business owners, saying the furniture makers, as well as others whose shops were razed are employers of labour with significant contribution to the local economy.

Besides, Chairman of the furniture makers association, Mallam Ibrahim Moshood, while fielding questions from AljazirahNigeria, “said his attention was drawn to the incident by a good samaritan.” 

Moshood recalled that “unfortunately, the fire service in Suleja could not act when we reported the  outbreak because the available fire fighting vehicle was not functioning. The fire fighters tried to make up for their inability to put out the fire by contacting a sister agency in Zuba, but to no avail.”

The visibly disturbed chairman said the cause of the fire has not been ascertained. 

He also called on relevant government agencies, as well as public spirited individuals or organisations to assist victims of the incident.
