Edo LP Crisis: Guber Candidate, Apkata Rejects Change In Leadership

FROM IKHILI EBALU, BENIN CITY

Mr Olumide Akpata, the candidate of the Labour Party in the September 21 governorship election in Edo State, has rejected the recent dissolution of the party’s executives in the state and declared his support for the Kelly Ogbaloi-led executives in the state.

Akpata insisted that Ogbaloi was the authentic State Chairman of the party because according to him, there was no ‘legal instrument’ by the party organs stating that he had been removed from office.

The former Nigerian Bar Association President stated this during an enlarged meeting of the party in Benin City.

Akpata added that the leadership crisis rocking the party in the state was a distraction, but noted that it won’t affect his chances of winning the September 21, 2024 election.

He stated that “…voters would only listen to the message Akpata has for them and if they are convinced, they will vote for me.

“I am a lawyer and have practised for 30 years and also a former president of the Nigerian Bar Association (NBA). In this situation, you follow the rules.

He said, as a member of the Labour Party and a key stakeholder in the process, I am yet to see any instrument appointing anybody else as chairman.

“Secondly, we know the procedure for changing the State Working Committee, and I have not seen that procedure being activated.

Akpata further said, I am aligning with legitimacy and the law is with Ogbaloi. We have organs that are responsible for our party.

By ABAH ADAH, Abuja

The federal government has mobilized first responders to the scene of a collapsed mining site in Galadima Kogo, Shiroro Local Government Area, LGA, of Niger State.

Speaking, Minister of Solid Minerals Development Dr Dele Alake  said the rapid response demonstrates the government’s commitment to rescuing those still trapped and mitigating the impact of the incident.

A statement from the Ministry disclosed that federal officials and the mining company have already rescued seven victims, some with injuries, adding that rescue operations were still in progress with the use of excavators to prevent further loss of life.

In a statement confirming the collapse of the mine in Minna on Tuesday, the Director General of the Niger State Emergency Management Agency, NSEMA, Alhaji Abdullahi Baba Arah, said rescue efforts are further hampered by the difficult environment, compounded by the heavy downpour that led to the ugly incident, as well as  banditry.

One life was reportedly lost in the incident said to have occurred Monday, while about 30 others, including the site manager, Alhaji Ibrahim Ishaku, were trapped aside from the about 7 that were rescued.

The Minister recalled that the ministry recently implemented a policy mandating remedial measures for mining pits as a prerequisite for obtaining mining licenses, aimed at minimizing such accidents.

He assured Nigerians that the federal government thoroughly investigate the causes of the disaster to prevent future recurrence.

“The Minister is closely monitoring the situation at the site, operated by African Minerals and Logistics Ltd., and has reaffirmed the government’s commitment to ensuring safety in mining operations,” the statement said.

Oborevwori, for his unwavering support in facilitating the smooth functioning of the legislative body. He also commended the dedicated team of Principal Officers and Honourable Members for their relentless efforts and the Assembly’s bureaucracy for their role in ensuring efficiency and effectiveness in service delivery.

According to the Speaker, the 8th Assembly, renowned as “the most vibrant House of Assembly in the country,” has maintained its reputation and even raised the bar of excellence. The drafting and adoption of the 8th Legislative Agenda, a responsible and responsive policy trust aligned with the M.O.R.E Agenda, stands as a testament to their commitment to serving the people of Delta State.

Notably, Speaker Guwor said the House fulfilled its constitutional duties by screening and confirming nominees for various government agencies, boards, and commissions. This comprehensive list includes the Advisory Council on the Prerogative of Mercy, Delta State Internal Revenue Service, Delta State Local Government Service Commission, and many others. Such confirmations aim to ensure efficient and effective governance in the state, with regular oversight conducted by the House’s committees.

He pointed out that Legislative productivity was evident in the consideration of eighteen bills, of which nine have been passed and three have received assent. The bills cover a range of sectors, such as finance, social investment, disability rights, and justice administration. The remaining bills are currently undergoing consideration before the House, demonstrating their dedication to positively impacting the lives of Deltans.

The Speaker took the opportunity to clarify recent concerns regarding the Consolidated Legislative Salary Structure (CONLESS). He emphasized that the incident was not unique to the Delta State House of Assembly, as it is part of a national issue. The State Government has already established a committee to address the matter, with implementation details being finalized. The welfare of the Assembly’s staff remains a priority, and the House continues to invest in their capacity building through training and good working relationships.

As the Eight Assembly moves forward into its second session, the Speaker assured the public of their commitment to fulfilling their mandate of lawmaking, representation, and oversight. By HASSAN JIRGI Damaturu

Yobe State Governor, Mai Mala Buni has charged traditional, religious leaders and parents on youth upbringing with decent morality.

He gave the charge when the new Emir of Tikau, Alh. Abubakar Muhammad Ibn Grema led a delegation of Tikau Emirate title holders on a thank-you visit to the governor.

Governor Buni reiterated the collective responsibility to rebuild the eroding culture of discipline, decency, and righteousness in the youth for a better future.

“The government, traditional authorities, and parents all have the responsibility to arrest the growing decay in morality, discipline, and drug abuse.

“The state government would support 20 young farmers from each of the 178 political wards with farm inputs this cropping season.

“This is to provide employment to our youth and to boost food sufficiency and food security in the state,” he said.

The governor urged the new Emir to be just and fair to all and a good ambassador of peace, unity, and development.

“Your father, the late Emir, was an advocate of peace and unity. You should strive to surpass his achievements to justify your selection as the emir,” he advised.

In his response the new Emir, Alh. Abubakar Muhammad Ibn Grema appreciated the governor and government of Yobe state, for standing with the family and the Emirate during the trying moment of the passing of the late emir.

Demolitions: Enugu APC Urges House Of Reps To Rescue Shop Owners, Traders

By CHARLES ONYEKWERE, ABAKILIKI

The Chairman of the All Progressives Congress, APC, in Enugu State, Barrister Ugochukwu Agballah has urged the House of Representatives to set up a national public inquiry over the ongoing demolition of some markets and business outfits in the state.

Agballah made the call on Tuesday while briefing journalists after an on-the-spot assessment of properties destroyed recently by the present government opposite Holy Ghost Cathedral, Enugu.

He also called on those whose businesses were destroyed by the Governor Peter Mbah-led administration to seek redress in the court of law and make sure they got commensurate compensation.

The Enugu APC chairman pledged that the party would fully support them, pointing out that Enugu citizens should not tolerate what he described as a show of unbridled dictatorship, impunity and wickedness.

Agballah noted that the demolition of Holy Ghost/Railway/Okpara Avenue axis, Garki Market, Abakpa Market and Ogige Market in Nsukka had led to untold financial, psychological hardship on affected families and economic decline due to loss of revenue and jobs, deteriorating living conditions characterized by increased poverty, social unrest, increased crime and loss of goods and services.

He urged the Enugu State Governor not to demolish other planned areas marked for demolition, stating that the government must carry out a cost-benefit analysis before embarking on a destructive project, if indeed, it’s for the people.

“We know that the state government will unleash its (social) media Rottweilers after every critical voice in the state, but that will not deter us from speaking from time to time. Enugu State is bigger than any one individual.

“It is important to inform you that part of modern urban renewal fundamental principles is that whenever human, economic and living development catches up with a major market or transport hub, such markets and hubs are relocated to the outskirts of the city.

“It may be necessary to inform us all here that the present Main market was cited here by colonial authorities in 1929 because here was the outskirts of Enugu in those days.

“Even the New market was sited in 1975 to its present site which again was deliberately positioned at the entrance of the city, so it is obvious the current government is not genuine in its schemes and project.

“When the then government in 1975 wanted to pull down and rebuild the Main market, they moved the traders to a relief market which is the present-day New market.

“Enugu is already bursting with population explosion, and traffic congestion and urgently needs decongestion, which means that new projects should move to new areas or satellite towns.

“Like experts counselled, Enugu State government should have known that the focus of modern theory and practice of development is on the development of new satellite towns as a means of much-needed urban decongestion, optimization of public utilities and ecological maximization.

“It is inconceivable for anybody to leverage on an over one-hundred-year-old colonial city, Enugu, to implement a prototype of Dubai transportation blueprint.

“Enugu had the best master plan in Nigeria, but successive PDP governors have not re-evaluated the master plan but have continuously and consistently bastardized the master plan.

“I have been an advocate of thoroughbreds with strong intellectual and moral standing elected into the office of the Governor of Enugu State. The people should not be elected on the basis of wealth acquisition.

“Nowhere in the world do you carry out such projects without implementing the principles of (T.O.D) otherwise called Transit Oriented Development, which is aimed at bringing all commercial activities, buildings, public space together and connecting them to a near excellent transit service to every part of the city.

“If the principles of T.O.D had been implemented the government would not even think of building the biggest transportation hub opposite the biggest market in the city. This will lead to congestion and a calamitous traffic bottleneck

“The people of Enugu State must condemn these nefarious acts and use constituted means to stop the perennial grabbing of people’s land by the present government.

“We call on the House of Reps to invoke its powers to set up an administrative panel of inquiry to stop this land grabbing scheme and make sure commiserate compensation is paid to not only land owners of destroyed properties but also those whose businesses were destroyed.

“It is important that a national public inquiry be set by the House of Reps to stop the impunity going on in Enugu and make sure that the governor is held responsible for desecrating the constitutional rights of the citizens to own property and carry on their lawful businesses,” he declared.

Tinubu made this known on Tuesday during the commissioning of the aforementioned road project which formed part of his ongoing inauguration of series of projects across the Federal Capital Territory to mark his administration’s one year in office.

He said it was only proper to honour the Nobel Laureate who has made the nation so proud.

On Nyesom Wike, the President was visibly impressed with the FCT Minister for actualising yet another infrastructural development in the capital city, described the feat as a very successful first year landing.

“My presence here today is to thank you for giving this government a very successful first year landing.”

According to him, “The commissioning of the full scope development arterial road N20 from Northern Parkway to Outer Northern Expressway, ONEX, is another testament to the actualisation of our developmental agenda to transform every part of this country.

“Let me say here that your recommendation to name this road as Wole Soyinka Way, is well received. He is our foremost play writer, novelist and Nobel Prize winner who has brought Nigeria’s name a pride of international acclaim. Thank you for thinking that way. We all accept your recommendation on behalf of the people, and of the Federal Republic of Nigeria.”

The president noted that the population of Nigeria, and indeed the FCT, was growing, said it was necessary to invest in infrastructure so as to bring economic property to the people.

“The completion of this strategic project with its underground system of waste water duct and fibre optics and many other facilities can not be but mentioned. The population of Nigeria is growing. The population of the FCT is growing. It is necessary to invest in infrastructure to sustain the growth and bring economic property to our people.”

Commended him for the reforms he recommended which was approved by the president and has seen FCTA staff rising to the position to Permanent Secretaries.

While welcoming the President to commission the road, FCT Minister, Nyesom Wike, disclosed that the road project was awarded four years ago at the cost of N30.6billion with no funding variation.

Wike, while recounting the level of work done on the road, said its completion is a reflection of government’s dedication and commitment fulfilling its promise to the people.

“I don’t want to talk politics now but I do know that it will be difficult for anybody to challenge you in FCT. It will be very difficult. Well, the facts are there. The things are there. It’s not for fun. It is not about theory now, it is about reality. You said you would do this, have you done it? Yes. You said you would do that, has he done it? Yes. So, what are we talking about?”

While appreciating the president and the engineering team for the monumental task of developing the arterial roads, FCT Minister of State, Dr Mariya Mahmoud, noted that the project would invariably create safer, more efficient, and more sustainable transportation networks that benefit everyone in the nation’s capital city.

“Permit me to also say that your tireless efforts have not only transformed the infrastructural landscape of our city, but have also laid the foundation for smoother transportation and enhanced connectivity. Mr. President, your dedication and commitment to excellence have made a significant impact on the lives of Abuja residents and visitors alike, and for that, we remain eternally grateful.”

Earlier, the Executive Secretary of the Federal Capital Development Authority, Engr. Shehu Hadi, while giving an overview of the project, said the N20, also regarded as Northern road 20, was one of the principal arteries and corridors for conveyance of engineering infrastructure from the primary sources to adjoining districts.

The road crisscross 2 sector centers A and B comprising 4 districts each of Katampe, Jahi, Mabushi and Kado on one hand, as well as Jabi, Utako, Daki-Biyu and Wuye districts on the other hand.

He explained that the just commissioned segment stretches from the Outer Northern Expresswayon Muhammadu Buhari Expressway, to the Northern Parkway, at the Ahmadu Bello Way, has two interchanges at the ONEX and at the Northern Parkway ends of the road.

Six States Approve Right-of-way Fee Waivers For Telcos

0

The Nigerian Communications Commission has secured right-of-way fee waivers in six states, a move expected to significantly boost the telecommunications industry.

The Executive Vice Chairman of the NCC, Aminu Maida, revealed in a note said that there are ongoing discussions with several states to secure additional waivers for Right of Way fees.

However, he did not specify the names of the six states that had granted the waivers. RoW cost is usually a fee paid by telecom operators to a country’s or state’s government in exchange for deploying fibre optic cable on roadways.

The high RoW fees charged by most states have been a major obstacle for telcos to expand broadband access and infrastructure across a country where over 90 million people do not have internet access.

The waivers granted by the six states would enable telecom operators to deploy infrastructure more easily and cost-effectively.

“The NCC has embarked on critical advocacy initiatives to address long-term challenges in the sector, including advocacy for designating telecom infrastructure as critical national infrastructure, as well as successfully persuading over six states to waive right-of-way fees, even as the NCC initiates discussions with more states,” the EVC noted.

According to Maida, the strategic initiative is part of a broader effort to designate telecom infrastructure as critical national infrastructure, a move aimed at protecting and prioritising these essential assets.

In 2020, the National Executive Council and the 36 state governors, including the Federal Capital Territory, fixed the RoW fee at N145 per linear metre, down from N6,000.

The cost of laying fibre optic cables in Nigeria varies significantly across states, with some states charging as much as N5,000 per metre, while others have eliminated the fees.

Rivers State reportedly charges N1,500 per linear metre of excavation and N5,000 per metre of thrust-boring.

In Lagos State, the fee ranges from N850 to N1,500 per linear metre, depending on the category of applicant.

Members of the Association of Licensed Telecom Operators of Nigeria enjoy a reduced rate of N850 per linear metre, while other fibre operators pay a higher rate.

On the other hand, some states have taken steps to reduce or eliminate RoW fees to attract investments in broadband infrastructure.

Nasarawa, Katsina, Kaduna, and Anambra States have eliminated RoW costs, while Kwara State charges a token fee of N1 per kilometre of fibre.

According to NCC, in addition to pursuing RoW fee waivers, it is working with the Presidential Committee on Fiscal Policy and Tax Reforms to address multiple taxation issues within the telecom sector.

Telcos paid N2.4tn in tax to the Nigerian government in 2023, despite struggling to attract investments, according to a digital economy report from the Groupe Special Mobile Association.

The President of the Association of Telecommunications Companies of Nigeria, Tony Emoekpere, said operators may not survive year-end should the current economic hardship persist.

“Telcos have been running at a loss, even though they may be reluctant to disclose,” the ATCON boss said.
