YouTube Toughens Policy On Gun Videos and Youth; Critics Say Proof Will Be In Enforcement

YouTube is changing its policies about firearm videos in an effort to keep potentially dangerous content from reaching underage users.

The video sharing platform owned by Google said Wednesday it will prohibit any videos demonstrating how to remove firearm safety devices. In addition, videos showing homemade guns, automatic weapons and certain firearm accessories like silencers will be restricted to users 18 and older.

The changes take effect June 18 and come after gun safety advocates have repeatedly called on the platform to do more to ensure gun videos aren’t making their way to the site’s youngest users, potentially traumatizing children or sending them down dark paths of extremism and violence.

Katie Paul, director of the Tech Transparency Project, said the change was welcome news and a step in the right direction. But she questioned why the platform took so long to issue a new policy, and said her group will look to see how effectively YouTube enforces its new rule.

“Firearms are the number one cause of death for children and teens in America,” said Paul, whose group has long sought stronger age controls on online gun videos. “As always with YouTube, the real proof of change is whether the company enforces the policies it has on the books. Until YouTube takes real action to prevent videos about guns and gun violence from reaching minors, its policies remain empty words.”

Last year, researchers at Paul’s group created YouTube accounts that mimicked the behavior of 9-year-old American boys with a stated interest in video games. The researchers found that YouTube’s recommendations system forwarded these accounts graphic videos of school shootings, tactical gun training videos and how-to instructions on making firearms fully automatic.

One video featured an elementary school-age girl wielding a handgun; another showed a shooter using a .50 caliber gun to fire on a dummy head filled with lifelike blood and brains. Many of the videos violated YouTube’s own policies against violent or gory content.

Manhattan District Attorney Alvin Bragg last month called on YouTube to stop the proliferation of firearm-related videos to young users, and told the company it was failing to enforce its own policies. On Wednesday, Bragg said he applauded the company’s new policy.

“We have heard firsthand from young individuals that YouTube’s algorithm is driving them to the world of illegal and 3D-printed firearms, which is having a direct impact on the safety of Manhattanites,” Bragg said in a statement emailed to reporters.

YouTube said the policy changes were designed to reflect new developments, like 3D printed guns, which have become more available in recent years. YouTube requires users under 17 to get their parent’s permission before using their site; accounts for users younger than 13 are linked to the parental account.

“We regularly review our guidelines and consult with outside experts to make sure we are drawing the line at the right place,” said company spokesman Javier Hernandez.

Along with TikTok, YouTube is one of the most popular sites for children and teens. Both sites have been questioned in the past for hosting, and in some cases promoting, videos that encourage gun violence, eating disorders and self-harm.

Several perpetrators of recent mass shootings have used social media and video streaming platforms to glorify violence, foreshadow or even livestream their attacks.

France Charges Palestinian Man With  Terrorism Financing

Palestinian man has been charged in France with financing terrorism and complicity in attempted murder over suspected links to attacks against Israelis in the occupied West Bank in 2023, a source close to the case said Thursday.

He is being prosecuted for alleged terrorist conspiracy with a view to preparing attacks against people, financing terrorism and complicity in attempted murder, the National Anti-Terrorism Prosecutor’s Office said.

The man, who is in his mid-30s, was placed in pre-trial detention.

The suspect is believed to be a member of the Al-Aqsa Martyrs Brigades, the armed wing of Palestinian president Mahmud Abbas’s Fatah party.

He is suspected of being linked to attacks against Israelis in the occupied West Bank in early 2023 and of sending money to the Brigades, according to the source close to the case.

The investigation was carried out as part of an inquiry opened by the anti-terrorist prosecutor’s office in December, 2023.

According to the source, the investigation was launched after Israel reported the matter to the French authorities.

The man has lived in France for several years, the source said.

His lawyer Emanuel de Dinechin declined to comment when reached by the media.

Sir Paul Chukwuma, Not Arrested By ICPC – Media Aide

Report circulating on social media on the purported arrest And detention of the founder of Fides et Ratio, Sir Paul Chukwuma by the Independent Corrupt Practices and Other Related Offences Commission (ICPC) has been declared as false.

Media Assistant to Chukwuma, Obi Chukwuemeka who stated this in a statement on Thursday, stated that Sir Chukwuma is currently at work in his office and has not been in anyway detained.

The statement while noting that Chukwuma has always complied with contractual obligations and adhered to the principles of accountability and transparency, urged the general public to disregard any further misleading publications.

The statement reads, “Our attention has been drawn to a false report circulating on Anambra social media platforms and other news outlets, alleging that Sir Paul Chukwuma is being detained by the Independent Corrupt Practices and Other Related Offences Commission (ICPC). We wish to state categorically that this report is entirely false.

“Sir Paul Chukwuma is currently at work in his office and is not in detention.

“Fides et Ratio, founded by Sir Paul Chukwuma, has always complied with contractual obligations and adhered to the principles of accountability and transparency.

“The ICPC has the mandate to supervise contractual requirements and request documents to ensure compliance. Once requested, every law-abiding company is required to comply with the agency’s request and provide requested documentation.

“Fides et Ratio will continue to collaborate with the ICPC to demonstrate adherence to regulatory provisions, as the company is built on transparency and respect for the law.

“We urge the general public to disregard any further misleading publications.”

Speaker Promises To Support Gender Bills, Calls For Early Advocacy

Speaker of the House of Representatives, Hon. Tajudeen Abbas has promised to support the gender bills expected to improve political opportunities for women and equally increase their number in the legislature.

Abbas disclosed this during the signing of a Memorandum of Understanding, MoU, between his office and the United Nations (UN) Women to ultimately increase women participation in politics, yesterday in Abuja.

Represented by the deputy speaker, Hon. Benjamin Okezie Kalu, Speaker Abbas however called for early lobbying and advocacy on the bills to get the buy-in of not only the lawmakers in the parliament but all other stakeholders and concerned parties even in the rural communities.

He said: “I’m also happy to express my satisfaction and that of the Speaker with the signing of the MoU that will take place today for joint advocacy efforts on the Gender and Equal Opportunities Bill and women’s parliamentary seats. I have always advocated that women, if you want to push this, you need to start early to advocate, set up the structure. And I’m happy that things like this are coming on board.

“Many of them will come on board, which will be used as tools towards lobbying the men, lobbying the constituents, who are the ones who have sent their Representatives here, because these Representatives don’t make decision on their own. The day they will vote, they are not voting on their own, they are voting based on what their constituents have asked them to do.

“So, the advocacy should not only be within the people’s parliament, it should go beyond that and go into the rural areas, the constituents. Let them know why we want to do this, let them see the comparative analysis between our country and other countries, let them see what we are missing by not going this route all this while, and let them see what we are going to gain if we go this route.

“These are key things that the advocacy should be able to highlight. And I am sure that the MoU will go beyond the Bill, the gender Equality Opportunity Bill, and it will go into capacity development and youth legislative mentorship initiatives.

“Let me mention that I am in the forefront of the sponsorship of this bill. I’m carrying it on my head and my shoulders, but I can’t do it alone. These people who are seated here must have a buy in, but I won’t be the one convincing them alone. You have a lot of work to do. Each wife talks to fellow wife. Each fellow wife talks to each husband. Each husband talks to each son. And together, from home, we can chorus acceptance and increase the space for the participation of these women in parliament.

“I want to also promise you that we are going to be committed to the details of the MoU, to upholding the provisions of the MoU, the one on our part. But it’s not a document we are going to sign and just go and sleep. Some of us are lawyers who understand the importance of document like this. We are assuring you that the parliament will do our part.

“Women parliamentary seats will increase. How we are going to structure it, no matter how, let’s start from somewhere. We may not get to the end point, but the journey of a thousand miles starts with a step. And this is one of the good steps. An organization like UN participating means a lot.”

Earlier in her remarks, the UN Women Country Representative to Nigeria and the Economic Community of West African States (ECOWAS), Ms. Beatrice Eyong said that they were in the national assembly to seek the support of the speaker and the deputy speaker of the House with regards to giving the women leadership opportunities to contribute their quota to the rapid growth and development of Nigeria.

“UN women works with parliaments in different countries, because parliaments represent the people. UN Women works for the people. Parliaments enact laws. UN Women is looking for favorable legal frameworks that will allow women and girls to use their full potentials.

“When we look at the rating in Africa, or let me say in ECOWAS, Nigeria seems to be going maybe the lowest. But this is not what we are here to talk about. We are here to talk about the desire of the parliament to bring about sustainable development.

“And sustainable development science has shown that we need at least 30% of each sex sitting to plan, implement follow up programs of development. If we have a disequilibrium between women and men, then the development cannot be sustainable.

“And so that’s why we are here today, because we find in the leadership of the Speaker and the Deputy Speaker that understand these issues and that believe that if our women are given the opportunity, Nigeria is going to develop rapidly more than if we leave them outside.

“So, we are here today to sign an MoU which has been shared by the two institutions to put our forces together so that we can change the narrative of this wonderful, strong, beautiful country. We are here to sign this MoU that will enable us meet our shared objectives”, she said.

40 Killed, Many Wounded In Israeli Strike On Nuseirat School

Director of the Hamas-run Gaza government media office Ismail Al-Thawabta and a Gaza health ministry official told Reuters on Thursday 40 people were killed and 73 were wounded in an Israeli attack on the Nuseirat school in the Gaza Strip.

The two officials added that 14 children and 9 women were killed in the strike.

Earlier, UNRWA communications director Juliette Touma told Reuters that the number of those reported killed in the Israeli offensive on the Nuseirat school was between 35 and 45, adding the number could not be confirmed at this stage.

The Israeli military said it assessed that there were 20-30 fighters located in the United Nations Palestinian refugee agency school.

The Israeli army said a fighter jet conducted a “precise strike on a Hamas compound embedded inside a UNRWA school in the area of Nuseirat,” referring to the UN agency supporting Palestinian refugees.

The strike came after the military said it was launching new air and ground operations in central Gaza and an international medical group reported soaring casualties. The latest operations appear to mark a widening of Israel’s nearly eight-month offensive, launched after Hamas’ October 7 attack.

The Al-Aqsa Martyrs Hospital in Deir Al-Balah received at least 30 bodies from the strike on the school and another six from a separate strike on a home, according to hospital records and an Associated Press reporter at the hospital. Hamas-run media had earlier reported a higher toll from the strike on the school.

The Israeli military said its fighter jets struck the school run by the United Nations agency for Palestinian refugees, known by the acronym UNRWA. The Israeli military claimed, without immediately offering evidence, that Hamas and the Islamic Jihad used the school as cover for their operations.

UNRWA schools across Gaza have functioned as shelters since the start of the war, which has displaced most of the territory’s population of 2.3 million Palestinians.

“Before the strike, a number of steps were taken to reduce the risk of harming uninvolved civilians during the strike, including conducting aerial surveillance, and additional intelligence information,” the Israeli military said.

Both strikes occurred in Nuseirat, one of several built-up refugee camps in Gaza dating back to the 1948 war surrounding Israel’s creation, when hundreds of thousands of Palestinians fled or were driven from their homes in what became the new state.

The latest war began with Hamas’ Oct. 7 attack into Israel, in which militants killed some 1,200 people and took another 250 hostage. Israel’s offensive has killed at least 36,000 Palestinians, according to Gaza’s Health Ministry, which does not distinguish between fighters and civilians in its figures.

The United States has thrown its weight behind a phased ceasefire and hostage release outlined by President Joe Biden last week. But Israel says it won’t end the war without destroying Hamas, while the militant group is demanding a lasting ceasefire and the full withdrawal of Israeli forces.

The military said Wednesday that forces were operating “both above and below ground” in eastern parts of Deir Al-Balah and the Bureij refugee camp in central Gaza. It said the operation began with airstrikes on militant infrastructure, after which troops began a “targeted daylight operation” in both areas.

Doctors Without Borders said at least 70 bodies and 300 wounded people, mostly women and children, were brought to a hospital in central Gaza on Tuesday and Wednesday after a wave of Israeli strikes.

The international charity said Wednesday in a post on X that Al-Aqsa Martyrs Hospital is struggling to treat “a huge influx of patients, many of them arriving with severe burns, shrapnel wounds, fractures, and other traumatic injuries.”

Gaza’s health system has nearly collapsed through almost eight months of war. The hospital was treating some 700 wounded and sick people before the latest strikes.

Reps Task NCS On Revenue Generation

…as CG laments suspension of exercise policy on Sale of Carbonated Drinks in Nigeria

The House of Representatives Commitee on Finance has called on the Nigerian Custom Service, NCS, to partner and collaborate more with stakeholders and sister agencies for the purpose of generating more revenue for the government.

The Deputy Chairman of of the Finance Committee, Hon Abdullahi Saidu who presided over the committee meeting yesterday gave the charge during his Committee’s ongoing revenue monitoring exercise with some federal government Ministries, Departments and Agencies MDAs at the National Assembly Complex, Abuja.

Speaking at the event, the Comptroller General, Nigeria Customs Service, NCS, Adewale Bashir Adeniyi lamented against recent suspension of exercise policy on carbonated drinks by the National Agency for Food, Drugs Administration and Control, NAFDAC.

The Custom boss further informed that the policy is biting hard on his organization even as he told the lawmakers that it’s really affecting their revenue generation base.

He further informed that the first mandate of the his agency is that of revenue generation which statutorily is always paid into the Consolidated Revenue Fund of the federal government.

He also stated that the revenue generation is set by the agency on a quarterly basis adding that the revenue generation capacity of his agency is hinged on many extraneous factors

The NCS boss equally informed the House Committee that in 2024 fiscal year, the agency had set a target of N5.079 trillion and a monthly target of N423 billion and N1.369 billion for each quarter.

Speaking further on seizures, he said that his agency had recorded 468 siezures in the first quarter of 2024 which was worth N1.9 trillion.

He equally noted that most of the siezures carried out by his officers were mostly on carbonated drinks adding that the ban on the product is affecting the agency’s revenue generation capacity.

He also said that the revenue generation profile of the agency is affected by the volume of cargoes coming into the nation’s ports.

He said:” The reduction in the volume of cargoes coming into the nation’s ports have affected our revenue.

“We are looking at the projection for the second quarter of 2024 and we believe that by the end of June 2024, we would’ve been able to generate N3 billion”.

On the non-inclusion of the cost of collection of the revenue in the document submitted to the House Committee, he said it was deliberate.

He however said that the Act establishing the agency had empowered it to collect 7% of the total revenue as the cost of collection.

The deputy chairman of the Committee who had earlier commended the revenue drive and generation capacity of the agency said that it had surpassed the expectation of the House and revenue authorities.

He however, urged the agency to properly look into the issue of granting of waivers to importers of goods and services into the country insisting that if there must be waivers, it must have huge benefits for the nation’s economy.

Nigerian Legion To Change Name As It Marks 60th Anniversary

The Nigerian Legion, NL, has disclosed that it will soon change its name to Veterans Federation of Nigeria, VFN.

Major General A.M. Jubril, Rtd, gave the hint during the 60th National Council Meeting cum Anniversary held in Abuja, Thursday, according to a statement signed by NL’s Assistant Information Officer, Henry David, and made available to AljazirahNigeria.

He said, “Even though a draft of the Bill to change the name of Nigerian Legion to Veterans Federation of Nigeria (VFN) has been forwarded to the appropriate quarters , we are proud of the strides we have made in catering for the welfare of veterans in Nigeria.

“Our efforts and achievements reflect our unwavering commitment to supporting those who have served our nation with honour and valour.”

“We stand on the shoulders of giants , reflecting on six decades of dedication , sacrifice and service to our beloved nation.

“As we mark the 60years of our rich history, we also look forward to a future filled with promise and progress.”

During a chat with the press, the Chairman said, “NL has attended series of seminars organised by their sister agencies and Federal Ministry of Defence to give advice to the military.

According to him, the essence of collaboration is for the men in service to leverage on their experience as ex-service men.

Speaking further he said, “As we mark 60years of our existence through hard work , dedication and service to the Nigerian veteran , we propose to celebrate this milestone with a series of activities across the six geopolitical zones of the Federation , culminating in a grand finale in Abuja in June 2025 .

“This celebration will not only honour our past but also inspire future generations to uphold the values and legacy of the Nigerian veterans.”

Renowned entertainment Executive, Michael Collins Ajereh, known professionally as Don Jazzy, revealed that he once considered selling his record label, Mo’hit Records, for a surprisingly low price of one million naira.

The Mavin Records boss disclosed this in an exclusive interview with Bounce Radio

Don Jazzy said the Idea to sell Mo’hit followed a struggling period after the release of D’banj’s single “Tongolo”, which fell short in terms of expected financial returns.

The music mogul admitted that he reached out to Nigerian music executive and CEO, Storm 360 Record label, Obi Asika with the offer.

He added that the plan was to merge Mo’hit and Storm 360, but however said the negotiations failed to materialize.

Digital Trade: NITDA, World Bank Set To Enhance Cross-border Data Services

In its continuous effort to propel Nigeria into a future where digital technology and economic growth uplift the nation, the National Information Technology Development Agency, NITDA, is set to collaborate with the World Bank and World Trade Organisation to implement the presidential priority areas of reforming the economy for sustained inclusive growth as well as accelerating diversification through industrialisation and digitisation.

This was made known when the DG NITDA Kashifu Inuwa CCIE played host to a delegation from the World Bank and the World Trade Organisation led by Mr. Aleksandar Stojanov at the agency’s corporate headquarters in Abuja.

The meeting was centered on fostering deep collaboration between the two organisations to enhance digital trade, cross-border data services and sharing ideas on developing regulatory policies that would accelerate economic growth through technological innovations.

Speaking on the agency’s move to review most of its regulations, Inuwa outlined the agency’s comprehensive plans and encapsulated the agency’s newly recrafted Strategic Roadmap and Action Plan (SRAP) 2.0 for 2024-2027 as part of efforts toward implementing the presidential renewed hope priority areas in enhancing the country’s digital economy.

“We started with recrafting our Strategic Roadmap and Action Plan 2.0 for 2024-2027 which has 8 strategic pillars among which is Strengthening Policy Implementation and Legal Framework and what we need to put in place to make sure we create an enabling environment for the digital economy and digital trade”, he noted.

He further highlighted key regulatory advancements and revealed that NITDA is at an advanced stage of establishing a National Public Key Infrastructure (PKI) which will underpin the nation’s electronic signature framework. He disclosed that the framework’s development has involved extensive research into international best practices and substantial investment in necessary infrastructure.

Noting the agency’s legal advancements, the NITDA DG said that efforts are underway to push for the enactment of a comprehensive digital economy bill that will incorporate the electronic signature framework and other critical regulatory instruments.

While emphasising the importance of blockchain technology in enhancing the security and efficiency of digital transactions, he averred that a broader blockchain policy is being developed, particularly to focus on the implementation of smart contracts.

Enunciating the upcoming data exchange platform designed to streamline and enhance messaging systems, Inuwa said “We have the Nigerian Data Strategy which will create a balance between the protection and the viability of open data to promote innovation. Because even within the country, we need to allow people to have access to open data for them to innovate and for decision-making.”

The DG disclosed that NITDA’s regulatory department is working on streamlining its regulations in addressing the plethora of existing regulatory instruments to tackle major challenges effectively.

While underscoring the necessity of digitalising Nigeria’s single window and customs procedures, he asserted that NITDA is actively participating in cross-border digital trade protocols which has been enhancing Nigeria’s role in the global digital economy.

“The EU just developed a Cyber Resilience Act which covers all these software and hardware testing issues so we can also have one instrument that can look at the cyber resilience, the software, hardware, firmware issues and even the national cyber security architecture could be part of that” he opined.

He expressed the agency’s willingness to collaborate with individuals, organisations and experts to refine and implement all these strategic initiatives in optimizing Nigeria’s digital landscape.

In his earlier address, Mr Stojanov shared their initial findings from the digital trade regulatory gap analysis conducted by the World Bank on the continent, particularly in Nigeria and how regulations can play a critical role in enhancing it.

He however gave assurances of the World Bank’s eagerness to collaborate and support NITDA in propelling digital trade and cross-border data services.

Kebbi: Gov Idris Flags Off Distribution Of 40 Transformers To Boost Power Supply

The Kebbi State Government has initiated the distribution of new transformers to various communities across the state in a bid to enhance electricity supply.

The state Governor, Nasir Idris officially launched the distribution exercise in Birnin Kebbi, promising to fulfill the desires of the people for regular power supply.

During the flag-off ceremony which held at the Rural Electricity Board (REB) premises, Governor Idris reaffirmed his commitment to utilizing the state’s resources efficiently and prioritizing the welfare of the citizens.

He assured that the purchase of transformers is just the beginning of his administration’s agenda to improve power supply in Kebbi State.

“We have now procured transformers as well as electrical appliances for the installation of the equipment. We do not want beneficiaries of the transformers to be burdened with installation costs. We have made provisions for all requirements,” Governor Idris stated.

Emphasizing the quality of the transformers acquired, Governor Idris emphasized that all the units are brand new and not refurbished. He urged the beneficiaries to safeguard the transformers after installation and prevent the theft of armoured cables.

The Special Adviser on Power and Politics, Alhaji Kabiru Sani Giant, disclosed that the 40 transformers were purchased at a cost of approximately N396 million, with additional accessories acquired at N120 million. Giant commended Governor Idris for his efforts to enhance electricity supply in Kebbi State, citing the governor’s intervention during the recent TCN fire incident that benefited not only Kebbi but also neighboring states like Sokoto and Zamfara.

Furthermore, Giant highlighted some of the infrastructural developments initiated by Governor Idris within a year in office, emphasizing the administration’s commitment to economic growth and societal development through improved power supply.
