Fulani Group Calls For An End To Farmer/Herder Clashes

The National President of the Kulen Allah Cattle Rearers Association of Nigeria (KACRAN) Hon Khalil Muhammad Bello, has urged the federal government to redouble efforts towards ending the perennial farmer/herder problems.

Khalil Muhammad Bello, who made the plea in a press statement made available to AljazirahNigeria, said, “We advise federal government to work hand-in-glove with Northern governors and traditional rulers to make available free land for herders”.

According to him their association is duly registered and formed with a specific aim “to bring to an end the sorrowful perennial conflict between our two inseparable brothers (Farmers/Herders) and it is in line with the above that we are always keenly interested in government’s policies and programmes that are aimed to improving the lives of Nigerian’s herders and the
one intended for finding possible solutions”.

He urged the Government as a policy maker and implementer to be fully committed providing
enough budgetary allocation and immediate release of all the funds meant for the programme.

“With this regard, we always observe and offer useful advice to Federal and our Northern State governments on what is ought to be done to end the said crises, and we were doing so by thorough assessment of any government’s programme and policy that we viewed has something to do to our pastural occupation which directly affect the nation’s security”.

“Of recent interest is the federal governments widely publicised and highly applauded move to reclaim the encroached grazing reserves and blocked cattle routes across the Northern States with a view to ending the unnecessary clashes between cattle rearers and farmers and the wanton movement of Pastoralists to Southern part of this country in search of animal pastures and water points which is mainly caused by the encroachment or total blockage of cattle routes”.

He said there is a serious need for supervision by government to make sure that the
money allocated for the programme is expended judiciously.

“We say so for the fact that only God knows how many government programmes were made of which billion of naira were released and spent for their executions but the money ended in the bank accounts or houses of very few unpatriotic individuals”.

He added that the directorate of Animal and Husbandry Services of the Federal Ministry of Agricultural and Rural Development be empowered and fully charged with the responsibility of proper supervision of all the projects to make sure that they are done based on the contractual agreement designed for its implementation”.

The Fulani leader also suggested that governments of the Northern states who are constitutionally said to be owners of all lands be requested to give the programme maximum support and full cooperation for it success.

“Traditional rulers who we earlier said are the custodian of all free land in their domains are to strongly warn subjects to stop encroaching into grazing reserves or blocking cattle routes”.

“Herders must stop deliberate destruction of farmlands and in a situation whereby farms destroyed, the herders must pay compensation based on the damage.

“Pastoralists are advised to permanently stay in the northern part of this country where there is availability of land instead of moving to the Southern/Western part of this country. This is to avoid further occurrence of conflict(s) between our herders and our southern brothers.”
