Another N400m contract scam involving Jibrin exposed

The woes of suspended former chairman of the House of Representatives Committee on Appropriation, Hon. Abdulmumin Jibrin, who is currently under investigation for a series of alleged contract fraud is far from over as more contract scams involving him  have been uncovered.

It was gathered from reliable documents that the lawmaker was awarded contracts worth N400 million by Small and Medium Enterprises Development Agency of Nigeria, SMEDAN, in one day, without specific provisions for what the funds were for.

To date, the N400m contracts, which were split in 7 different awards, have no visible implementation status.

The contracts by SMEDAN are entirely different from those for which the Anti-corruption Unit of the National Youth Council of Nigeria petitioned the Economic and Financial crimes Commission, EFCC, in July last year.

In what has become a pattern, the contracts were all awarded on the 15th of September, 2014,  without specifications on how they will be executed in his Kiru/Bebeji constituency. One of the award letters even had ambiguous locations as Kano North Senatorial district.

The beneficiaries of the contract, which are companies linked to Jibrin are Willbond Consult Ltd, Opebi Street, Ikeja, Lagos (N49.766, 400), for strategic empowerment programme; Sabiti Nigeria Ltd, 26, Lobito Crescent, off Adetokunbo Ademola Way,Wuse 2, Abuja (N50, 000, 000) for match making creation platform for MSME development programme in Kiru / Bebeji federal constituency and Hamali Taju Nigeria Ltd, Shop 16, Area 10, Garki, Abuja ( N50, 000, 000) for provision of specialized entrepreneurship development scheme.

Others are Shafana Enterprises Ltd, Suite B84, Efab Plaza, Ahmadu Bello Way, Area 11, Abuja ( N49, 600, 000), supply of agricultural inputs in Kiru / Bebeji federal constituency,  and MM and IF Integrated Nigeria Ltd, Suite B84, Efab Plaza, Ahmadu Bello Way, Area 11, Garki, Abuja ( N20, 000,000) for Pilot Post season Intervention programme in Kiru / Bebeji federal constituency.
Both Shafana Enterprises Ltd and MM and IF Integrated Nigeria Ltd share same address in Efab Plaza, Garki, Abuja.

Similarly, NUBNA Nigeria Ltd, House 22, Road 693, Gwarimpa, Abuja got 2 contracts- (N39, 330, 000), for supply of tricycles in Kano North Senatorial district and N382, 800 for supply of sewing machines in Kiru/ Bebeji constituency federal constituency in Kano State.

Recall that NYCN had, in a petition against Jibrin to the EFCC in September 2014, noted that the National Commission For Refugees, Migrants and Internally Displaced Persons awarded 10 contracts to five companies linked to Jibrin in the combined sum of N418m in one day.

Part of the petition read, “All contacts were awarded in one day; all the contracts were awarded to Kano State.

“All the contract award letters were copied to Jibrin; three of the companies are located in the same EFAB Mall, Area 11, Abuja.

“Two of the companies, which got four of the contracts, used the same office address, Suite A47, EFAB Mall, Area 11, Abuja.”
